MINUTES
COMMISSION ON THE STATUS OF WOMEN
March 16, 1992

COUNCIL LIAISON REPORT
Ann Azari asked commission members to assist in developing a pool
of nominees for the annual Human Relations Commission Award. If
you wish to nominate someone, please contact Employee Development
for the appropriate form. Deadline for nominations is April 8.
Ann advised that Mayor Susan Kirkpatrick will not be in town for
the Boards & Commission Workshop scheduled for Wednesday, March 18.
Ann will take over the Mayor's responsibilities for the workshop.
Council Retreat is scheduled for the end of March; information will
be shared with Commission members following the retreat.
Council Work Session on affordable housing is scheduled for
Tuesday, March 24. Work session will begin with an informal
discussion with the Task Force on Affordable Housing (community
task force not appointed by Council). This portion of the work
session is scheduled to last approximately 30 minutes. Council is
interested in establishing an affordable housing policy.
Commission members may be interested in advising Council on this
issue. Lynne Warner stated that she plans to attend this work
session as a representative of the Commission, and that other
members may want to attend or watch the session on Cable TV.
Ann also mentioned that Commission may want to be aware as Council
develops a policy on Human Services. Dave Herrera with the Housing
Authority would like to speak to the Commission on this topic.
Pete Dallow, Administrative Services Director, and Debra Kaestner,
Assistant to the Administrative Services Director, have also asked
to brief the Commission on issues related to the development of a
Human Services policy.
Ann announced that she will again serve on the Human Development
Steering Committee for the National League of Cities. The purpose
of this Committee is to encourage the development of a national

strategy for dealing with violence - something similar to the
National Strategy for Drug Abuse. Next steering committee meeting
will be in Detroit in June.
Ann is also interested in hearing feedback on family support
systems for education; steering committee is considering national
legislation to encourage this type of support and to address a
variety of related issues raised in America 2000 report.
Issues that Ann will be addressing at the next Steering Committee
in June will be placed on the agenda for the Commission meeting in
May. This will allow for more substantive discussion. An attempt
will be made to get written information on these topics sent out in
the May packet so that members can be better prepared for
discussion.
Council has scheduled an Outreach Night on Tuesday, March 24 with
a focus on the new Sr. Center. This will be an open house format,
beginning at 4:00 p.m. in the CIC and Council Chambers.
Ann was asked what the City is doing in regard to the Americans
with Disabilities Act. Ann advised that the Commission on
Disabilities would be an appropriate contact for that information.
Colleen advised that a City Task Force has been appointed to
develop a transition plan for compliance with ADA in the areas of
employment, facilities, and public transportation. Members of the
Commission on Disabilities will be asked for feedback on the
transition plan.
Kathy Faller advised she has prepared a letter to Ann requesting a
3 month leave of absence from the Commission. Ann mentioned that
the City Clerk's Office should also be notified of this request.
REVIEW OF MINUTES
Section V (Old Business) of the Minutes of February 24, 1992 should
be amended as follows:
Kathy Faller provided an update on the status of the Boards &
Commissions Workshop scheduled for Wednesday, March 18. All
members of the Commission are requested to be in attendance as
evidence of interest and support. Each Commission member is
also being asked to invite a minimum of three people to attend
the workshop.

Boards & Commissions Workshop:
Kathy Faller provided a brief update of the agenda for the Boards
& Commissions Workshop on Wednesday. Joann Langlie with the
Housing Authority will not be able to attend and the only available
substitute is sick. Since Wednesday is the Housing Authority's
regular meeting night, no one else is available and a substitute
from another Board or Commission will need to be found. In
addition, Bernie Strom will be unable to attend from the Planning
& Zoning Board and Rene Clements Cooney will take his place.
Annual Report:
Each year Boards & Commissions are required to submit an annual
report, updating City Council on activities and accomplishments
relative to the prior years work plan. The annual report for 1991
Commission activities was due in January. Copies of the 1990
annual report as well as the 1991 work plan were provided to the
Chair and Vice Chair for use in drafting the 1991 annual report.
The City Clerk's Office needs this information as soon as possible
for submission to City Council.
OLD BUSINESS
Report from Retreat Task Force:
The Retreat Task Force reported on progress made in the drafting of
ground rules to facilitate smooth and effective meetings. Task
Force members reviewed draft ground rules with other Commission
members and obtained feedback. Consensus was reached that ground
rules should be condensed and posted during meetings as a point of
reference. Discussion took place on how to best get everyone's
input.
Commission also discussed taking better advantage of the packet as
a communication tool, putting as much information in writing as
possible in the packet so that members can be better prepared for
discussion of agenda items.

Brownie reported that the Youth Commission Task Force met with Arch
Tignor on March 6. He will be meeting with his staff members to
discuss sometime following their "Just Desserts" fund raising
event. Other interested organizations (Partners, Chamber, Poudre
R-1, etc.) have been apprised that efforts are still being made in
support of a Youth Commission.
NEW BUSINESS

Request was made that Kathy Everett provide written
updates (obtained from computerized system) and include

Consensus was reached that newspaper, magazine, and other types of
articles are beneficial. Whenever possible, they will be included
in regular monthly packets. If sufficient copying time is not
available to include them with the packet, articles will be handed
out at the next meeting.
American Red Cross Event:
Mary Zamora reported that Commission Members are invited to attend
the 75th Anniversary Dinner of the American Red Cross. Deanna
Deyen, a City of Fort Collins Police officer, will be honored with
a certificate of merit for use of life sustaining techniques taught
by the Red Cross. Dinner will be held on March 27 at the Marriott,
beginning at 7:00 p.m. Cost is $25.00 per person. Colleen will
check and see if it's appropriate to use Commission funds to
sponsor a member's attendance at the event; she will notify Chris
of the city's response. Any member interested in attending should

Agenda items for April 20 meeting will include a discussion of
Affordable Housing issues, as well as a presentation from City
staff on the City's draft Human Services Policy.
