GOLF ADVISORY BOARD
Minutes - Regular Meeting: October 29, 1980
The meeting was called to order at 7:33 P.M. by Chairman Ron Sisson.
The minutes for the meeting of September 17, 1980 were unanimously approved
on a motion by Tom Skillman, seconded by Carl Kansala.
FINANCIAL STATUS OF PINERIDGE
City Finance Director, Ron Wood, reported on the financial status of the
proposed Pineridge Golf Course. Ron referenced his July 21, 1980 memorandum,
and page 33 of the Frank Hummel Pineridge Feasibility Report. Generally, the
situation "looks bleak" due to the projected inability to prove viable retire-
ment capabilities of the debtdueto shortages of revenues. For example, at
least $208,100 would be needed in 1982 over what revenues we can safely
project for regular operations and maintenance at Collindale and City Park
Nine. This would mean adding $2.17 to green fees costs in 1982 to cover the
debt.
Ron Sisson suggested possibly borrow the surcharge on a note (2nd mortgage,
if you will) to be paid by some other source of revenue. By 1991, the Golf
Fund revenues could start paying off the mortgage.
Other suggestions included a possible tax -increment financing structure using
a created taxing authority; the use of private enterprise, selling memberships;
the Lottery funds; city construction crews, etc.
COLLINDALE-MEDEMA HOMES
H.R. Phillips read a memorandum from Deputy City Attorney Paul Eckman regarding
liability and insurance -type options for Medema homes along the 6th fairway at
Collindale. Mr. Larry Moore of Medema Homes provided a response. Since some
homes have already been sold, the solution of covenants and deed restrictions
may be too late. In lieu of fencing, approximately $4,500 worth of trees
will be provided by Medema to the golf course for planting along #6.
COLLINDALE TURFGRASS REPORT
The survey was received and filed. It is fairly complete, and generally com-
plimentary of.Collindale. H.R. noted that the addendum report by Dr. Butler
was requested by Neil Johnson, and was not originally to be a part of the
survey.
OTHER BUSINESS
Twilights - it was suggested that we limit them to one per month at City Park
Nine. Tee boxes are tied up and there is a substantial revenue loss because
of excess twilights.
H.R. reported that City Management had determined that Collindale Clubhouse
can be used by City employees for lunch breaks during the winter. The City
will pay for clean-up and the cost of purchasing a microwave oven.
Ron Sisson and Tom Skillman will work with staff developing the new contracts
for the two Golf Professionals.
Ron Sisson reported that people from homes next to #7 tee at Collindale,
walk onto the course and hit practice shots to #13 green.
Financial reports were distributed.
The meeting was adjourned at 9:09 P.M.
