GOLF BOARD
MINUTES: Regular Meeting - September 17, 1986
The meeting was called to order at 7:30 p.m. by President Richard
Zubradt. Alternate Member Steve Jouard was granted voting status in
the absence of Bill Zech.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the regular meeting of August 20, 1986 were
approved unanimously, as corrected, on a motion by John Drescher,
seconded by Iry Wilson. The correction was a typographical error on
page one during the introduction of new members. The name should be
Roger Sample, not Richard.
1987 Proposed Budget and Financial Statements
Staff previously distributed the 1987 proposed budget and financial
statements. Jerry P. Brown briefly explained both documents and
answered a few questions. Board members seemed satisfied with the
budget as there were no significant objections or concerns.
1987 Fees and Charges Schedule
Staff previously distributed a report and their recommendations of the
1987 fees and charges. In general, we need to increase our 1987
revenues approximately 3.6 percent to accommodate annual inflation, and
to strive toward having "positive numbers" for Net Income through the
five-year budget period. Board members agreed with this philosophy.
Staff suggested increasing 1987 Green Fees by 25 cents ($5.50 to $5.75
for 9 holes and $9.00 to $9.25 for 18 holes) and raise Adult Annual
Passes $10 for Adults ($280 to $290) and $5 each for Juniors ($140 to
$145), Seniors ($210 to $215) and Students ($210 to $215). Family
rates go up $15 from a maximum of $630 to $645, with the child rates
remaining at $70 per child. All other fees and charges would remain
the same for 1987.
Board members agreed fees should increase slightly for 1987, but Dick
Zubradt noted the 25 cent increases proposed are cumbersome for both
customers and cashiers. He suggested rounding off the fees to $6.00
for 9 holes and $9.00 for 18 holes. This would be an increase of 50
cents for nine holes and no increase for 18 holes. He said we could
hold the $6.00 fee for a few years, and next year maybe increase the 18
hole fee to $10.00. There was some discussion on this idea and
everyone agreed it was a good solution. Board members also agreed with
all of the other fee recommendations from staff. After further
discussion, on a motion by John Drescher, seconded by Iry Wilson, the
Board voted unanimously (7:0) to accept the staff recommendation for
1987 fees and charges with the exception of Green Fees. Green Fees

should be $6.00 and $9.00.
Other Business
- Dick Zubradt, who is also the coach of the Rocky Mountain High
School Golf Team, noted that most of the members of the three Fort
Collins High School Golf Teams all hold annual passes. Poudre R-1
sincerely appreciates the efforts of the City to accommodate high
school play.
- Jerry updated the status of the City Park Nine Clubhouse renovation
and maintenance/golf cart storage building project. The Finance
Department recommends we use lease/purchase funds for the $125,000
maintenance/golf cart building, and utilize Surcharge Funds for the
$145,000 clubhouse renovation. Facilities will provide nearly
$20,000 in funding toward this project.
- Staff is working on three long-term projects:
1. Revising the Golf Handbook
2. Revising the Golf Board By -Laws
3. A rules and regulations pamphlet/flyer to help educate golfers
about slow play problems.
The meeting was adjourned at 8:55 p.m.
