MINUTES: Special Meeting of August 9, 1995
The meeting held at the Fort Collins Senior Center was called to order at 7:30 p.m. by Chairperson
Henry Fry.
AGENDA REVIEW:
There were no changes to the printed agenda.
CITIZEN PARTICIPATION:
Citizen Richard Brose read excerpts from literature provided by the PGA that explains duties and
responsibilities of golf professionals. He also gave his opinion that Joe Nance is not meeting his
obligations at Collindale.
CONSIDER ADJOURNING INTO EXECUTIVE SESSION FOR THE PURPOSE OF
DISCUSSION OF PERSONNEL/LEGAL ISSUES ASSOCIATED WITH COLLINDALE PRO
SHOP STAFFING
Henry Fry opened the discussion by stating that everyone is probably aware of the situation and about
comments that have been made regarding the staffing at the Collindale Pro Shop. At this time, Henry
asked for a motion to adjourn to executive session for further discussion.
Citizen Eddie Faillace raised the concern about discussion of this topic in executive session, stating
that such action would raise speculation on what was said in that session. A further concern
expressed was whether or not minutes or notes would be taken during the executive session, and
Jerry informed the Board that no minutes are taken during executive session and the only people
present in the room would be Golf Board members and whomever they invited to be present.
It was moved by Mike Sanders and seconded by Armon Johannsen that the Golf Board adjourn into
executive session for the purpose of discussion of the personnel/legal issues associated with
Collindale Pro Shop staffing. The motion was approved by the Board on a vote of 9:1, with David
Shands dissenting. The Golf Board adjourned into executive session at 7:45 p.m.

CALL MEETING BACK TO ORDER
At the end of the Golf Board executive session the meeting was reconvened at 8:52 p.m. by Board
Chairperson Henry Fry.
Henry made a statement that declared during the session the Board discussed all areas of concern that
had been raised and then discussed the options available. After extensive discussions it was
determined and agreed to that Joe Nance is and will remain the golf professional at Collindale Golf
Course. Henry said that there are two Joe Nances', "the Old Joe" who was at Collindale in years one,
two, three, and four maybe. The "New Joe Nance" has been at Collindale since last winter, and has
not met the performance standards of the Old Joe Nance. Jerry P. Brown and Joe will meet and
discuss the areas of concern and develop a mutually acceptable plan in dealing with problems that
were brought up. Jerry will also provide Joe with a written confidential memorandum that will
express concerns of the Board, and will note the significance of Joe's original proposal as a
benchmark for the services he said he would provide as the Collindale Golf Professional. Since his
proposal is an element of his agreement with the City, Board members believe that Joe should strive
to meet the letter as well as the spirit of his agreement. Specifically, Board members concur that Joe
personally needs to spend more quality hours at Collindale, as he said he would do in his proposal.
It is our desire to work with Joe in our efforts to offer the best golfing services and experience
available at Collindale Golf Course.
DISCUSSION/CONSENSUS ON GOLF COURSE DRESS CODE ISSUES
Jerry P. Brown informed the Board that the direction taken in Fort Collins can range from letting
things remain simple with minimum regulations to allowing the police department to issue citations
for violations. Some Board members felt a restrictive dress code would be bad public relations, and
they want to keep the golfing experience pleasant. What is offensive attire to one golfer may be
acceptable to another golfer. One request made was regarding the rules sign at the Collindale
Clubhouse which states that appropriate attire is requested. It was suggested that it be moved to a
more visible site. Another thought was that through the marshaling program the rangers could
suggest that certain attire is not acceptable. Also, our scorecard could state the same. However,
Board members concur that we should try to encourage that appropriate attire is required.
CONSIDER RESCHEDULING AUGUST 16 1995 REGULAR MEETING TO AUGUST 30 1995
Several Board members will be unable to attend the regular Golf Board meeting on August 16. It
was moved by Tom White and seconded by Tom DeGrand that the regular meeting of the Golf
Board be rescheduled from August 16, 1995 to August 30, 1995. The motion was approved
unanimously (9:0). The meeting will be held at the 281 North College Conference Room at 7:30 p.m.

OTHER BUSINESS
- Jerry briefly brought up the Austree situation at SouthRidge. A letter has been distributed to
Board members regarding the removal of 10 Austrees on the 5th fairway.
ADJOURNMENT
On a motion from Armon Johannsen and a unanimous second the Special Meeting adjourned at 9:40
p.m.
