Minutes: Regular Meeting of October 16, 1996
Call Meeting to Order:
The meeting was called to order at 7:00 p.m. by Chairperson Mindy Markley,
Agenda Review: No Changes to the printed agenda.
Items of Note:
Jerry P. Brown said the City Council appointed Steven Garcia to the Board, replacing D.J. Hjelle.
Jerry announced that City Park Nine Golf Course has been voted as the "Best 9-Hole Golf
Course" in Colorado for 1996 in a poll of Colorado's PGA golf professionals and golf course
rating officials. Courses were categorized as Private, Public, Mountain Public, Resort, and
9-Hole Public. City Park Nine placed first, followed by Steamboat Springs G.C. in Steamboat
Springs in second place, with Lincoln Park G.C. in Grand Junction finishing third. The poll
results were announced in the Colorado Golfer Newspaper published in Denver, by John T.
Edwards, Editor and Publisher. City Park Nine was also rated the toughest.
Another article appeared in the Colorado Golfer Newspaper which stated that the City of Fort
Collins is the first City in Colorado to implement a spikeless policy on a permanent basis. The
article further states that other Colorado golf course managers are watching to see the effects of
the spikeless policy. Board members agreed that the difference in the courses this year is
incredible. Tom White stated golfers from other communities are noting the condition of our
courses in comparison to those that allow spikes.

Approval of Minutes:
The minutes of the regular meeting of September 18, 1996 were unanimously (7-0) approved on
a motion by Tom DeGrand, seconded by Henry Fry.
Note: New Board Member Steven Garcia joined the Board at this time. Board members and staff
introduced themselves to Mr. Garcia.
Extension of the SouthRidge Restaurant/Snack Bar Agreement
Jerry P. Brown said that he was hoping that the liquor license issue at SouthRidge would be
resolved by this time. However, it has not and Assistant City Attorney Carrie Mineart informed
him this is still being reviewed by the State Board. We only have one vendor who could bid
SouthRidge at this time and that is the existing vendor because if anyone else bids they would not
be able to obtain a liquor license. The vendors are Derek Cordova and Dan Bruntz. Jerry said he
is requesting they up their annual payment an additional $500 for next year. Jerry further said he
is very satisfied with the service that these people have done in the past. David Shands believes
that the $14,000 they are now paying the City is tight, and asked if the $500 increase is
negotiable? David asked if their profits were higher this year than last year? Derek replied that
they haven't figured it out yet, but feels it is more than last year based on the weather this year.
Mike Sanders wondered if the State approves the Liquor License issue could we start the bid
process immediately? Jerry said yes, and that we should have to have a concessionaire in place by
March 1. Jerry is willing to go with $14,000 for 1997. Derek said it is their intent to build a
walk-in refrigerator this year. Mike suggested that if the Liquor License is approved within 30
days, we should go to bid on it. Jerry said that he would be happy to go to bid in 30 days if this is
the case, however, he doubts that could happen according to what the Assistant City Attorney has
told him. Derek said that he wanted to make it clear that they will bid again next year. Dan
Bruntz said that he took his share of the concession over from the previous vendor and has
operated on a yearly basis, and he would like to have some stability with this concession. Tom
White said just go for it. Mike suggested we should make our next meeting, November 20, the
deadline for the State's response on the Liquor License issue for the SouthRidge
Restaurant/Snack Bar. On a motion by David Shands, seconded by Frank Blanco, the Board
voted unanimously (8-0) to recommend extension of the SouthRidge Restaurant/Snack Bar
contract with Derek Cordova and Dan Bruntz for 1997 at the $14,000 minimum guarantee if we
have not heard from the State Liquor Authority by November 20.
"Fort Collins Fore Kids" Golf Tournament
Mindy Markley asked if the Board wants to have this tournament again in 1997? Mike Sanders
suggested that in conjunction with the three courses, we could hold a free clinic for kids ages 10
to 15 years old who are new to the game of golf on a week day in June for about 2 hours. Golf

Board members could help teach the basics of golf with the assistance of the golf pros and their
assistants. The clinic will be funded with the proceeds from this year's "Fort Collins Fore Kids"
Golf Tournament. All equipment will be provided through the donated clubs that will be labeled
"Fort Collins Fore Kids." The participants could return to the golf courses with a coupon
entitling them to six buckets of balls at the driving range. Six weeks later have a play day and play
the first two holes. If the clinic is in June, play day in July, then the tournament would be one of
the first two Fridays in August. Mindy has contacted a person who will cut down the clubs.
Board members asked the pros what they thought of these plans? Jim Greer and Derek Cordova
said it is a great idea. The tournament could be at SouthRidge in 1997, and move it around to a
different course every year. Jerry said he has $500 budgeted this year in the Gift Catalog account
if it is needed for 1996, and $2,000 for next year. Board members asked the pros if this age
bracket is appropriate? Derek said he thinks it should be 7 to 15 year olds. Mindy asked Jerry
how much the fees would be for the tournament? Jerry said probably $1.00 to $2.00 more than
last year's fees. Mike said he will visit with his committee and will report at the November Golf
Board meeting.
Spikeless Policy
Jerry said that Henry Fry brought this to his attention that the Board agreed to review the
spikeless policy at the end of the season. On a motion by Henry Fry, seconded by Mike Sanders,
the Board voted unanimously (8-0) to continue the spikeless policy at all three golf courses
indefinitely.
Other Business
Jerry said 28 packets have been picked up for the Collindale Golf Pro position. David
Shands asked if the top three candidates would be interviewed? Jerry said at least the top
three depending on the outcome. The Board will review the applications and provide their
input to the two board members on the committee no later than November 12.
In the Board's packets was a memo from Mindy Markley to City Council regarding the
Golf Board's recommendation on the Capital Improvement Program (CIP).
Jerry said that the 1997 City Budget for the Golf Fund was approved on the first reading
last night by City Council as submitted. The 1997 Golf Fees and Charges were also
adopted last night.
David Shands said Buffalo Run Golf Course in Commerce City was recently built on
property donated by a developer with the intent on building houses around the course.
Tom White added that Windsor is planning on building a course along the river.

Henry Fry said he golfed at SouthRidge and said it was in great condition. However, he
suggested that the posts that are in place for the tee box marker signs need to be painted
so no one runs into them. Randy Bonneville made note of Henry's comments.
Randy Bonneville said that a house adjacent to the 1 lth tee box was flooded due to a
faulty sprinkler on the golf course. He said the sprinkler malfunctioned twice and for 20
minutes each it was stuck spraying water into this house. Randy stated that the sprinkler
puts out 65 gallons of raw water a minute x 40 minutes = 2,600 gallons of water. The
final bill for damages to this house was $35,000 that will be paid for by the City's
insurance. Randy said there are 200 houses that border the golf course and he is
constantly monitoring these.
Jerry said we are within $3,000 of the golf revenue projections for 1996 through
September 30. Since the weather has been pleasant, play statistics are good, and the Golf
Fund is doing well this year. Annual passes are still $55,000 short.

Jerry said on next month's agenda the Board will decide on their 1997 Golf Board work
plan and meeting schedule. He suggested Board members bring their ideas to next
month's meeting.
Jerry also said that the Board will discuss automated tee times at their next month's
meeting. At this time the Board said they didn't want to pursue automated tee times.
Mindy Markley asked if any board member had an interest in discussing this? It was
unanimously agreed (8-0) that the Board didn't feel it was necessary to re -visit the
automation of tee times for the Fort Collins municipal golf courses.
Henry Fry asked if we are going to implement distance markers (red, white, and blue
poles) at Collindale? He said that these distance markers have been implemented at
SouthRidge and City Park Nine, but not at Collindale. He doesn't understand why the
maintenance staff at Collindale hasn't installed these markers. Henry further stated that
there was a committee formed to study slow play and asked for implementation of the
poles at all three courses. He asked if Collindale has the markers? Jim Greer said that
Collindale Superintendent Doug Evans has the Ping flat markers as he purchased them
from the City Park Nine Pro Shop. Jerry said as Manager of Golf, he allows the Golf
Course Superintendents to manage their own courses, and he feels that Collindale must
have a good reason for not installing them yet. Henry said that this Board made a
recommendation for pole markers and the other two courses put theirs up, and then
Collindale did not. He stated this is a case of the "tail wagging the dog". Jim Greer said
there are two sprinkler lines running through the fairways and he thinks that they

(Collindale Maintenance staff) probably don't think the pole markers are needed. Henry
said this is related to slow play and when the Board made this recommendation, it was
expected that the courses would follow the recommendation.
Adjournment
On a motion by Steven Garcia, seconded by David Shands, the Board voted unanimously (8-0) to
adjourn at 8:05 p.m.
