MINUTES: Regular Meeting -- September 27, 1995
CALL MEETING TO ORDER:
The regular meeting was called to order at 6:45 p.m. by Board President Roger Tatum at the
Senior Center. Sylvia Cranmer, Rich Feller, Jessica MacMillan and Jackie Rael were absent.
AGENDA REVIEW: 1996 Parks and Recreation Rental Fees was moved to follow Citizen
Participation.
APPROVAL OF MINUTES:
The minutes of the Regular Meeting of July 16, 1995 were unanimously approved (6-0) on a
motion by Rebecca Chavez, seconded by Diane Thies.
CITIZEN PARTICIPATION: No citizen participation.
1996 Parks and Recreation Rental Fees
Recreation Manager Jean Helburg explained that the Parks and Recreation Rental Fees would go
to City Council on October 17, 1995 for adoption. Recreation program fees are excluded as they
are exempt from Council adoption; however, the Parks and Recreation Board will review them
at their regular meeting in October.
Staff is currently working on development of a Park Maintenance Fee Policy. In the meantime,
staff has worked with primary user groups to develop incremental fee increases for 1996 which
are reflected in the Rental Fee document.
Discussion by the Board and staff identified that there are no significant increases in rental fees,
that commercial rates are negotiated with user groups, that the increase in showmobile rental rates
does not cover costs but will be adjusted at the completion of the Park Maintenance Fee Policy,
and that showmobile rental fees and field rental fees are "undervalued".
On a motion by Eric Reno and seconded by Marilyn Barnes, the Board voted unanimously (6-0)
to approve the rental fees as submitted.

Rebecca Chavez questioned why Poudre R-1 was not allowed to use lock boxes at the softball
fields for the junior high softball program. Virg Taylor responded that some of the boxes may
belong to the Youth Baseball organization.
Jean Helburg noted that the Therapeutics Master Plan was included in Board packets for their
review. Diane Thies suggested that Alternative Programs participants ages 16-21 be moved to
the Youth Center at old Fort Collins High School.
Election of Officers
Diane Thies was nominated by Eric Reno and unanimously elected (6-0) President.
Marilyn Barnes was nominated by Diane Thies and unanimously elected (6-0) Vice President.
Rebecca Chavez was nominated by Eric Reno and unanimously elected (6-0) Secretary.
Newly -elected Board President, Diane Thies, took over the meeting.
Help Preserve Open Spaces: A Citizens' Initiative
K-Lynn Cameron introduced herself, Deni LaRue, and Brian Werner as representatives of the
Help Preserve Open Spaces Committee and requested that the Board recommend that City
Council endorse this initiative on the November, 1995 ballot.
Over 12,000 signatures were collected throughout Latimer County to get this issue on the ballot
which will collect a 1/4 cent sales tax for 8 years. This tax collection will create funds within
the communities in Larimer County to be used for open spaces, trails, scenic vistas, wildlife
habitats. In response to Roger Tarum's question about this proposal differing from the recent
POST ballot item, Deni stated that each community in Larimer County will acquire their own
funds. Having one funding source throughout the county for preservation of open space was a
key positive element that was stressed.
K-Lynn stated that getting the vote out is critical; early voting begins October 17. As far as is
known, there is no organized opposition to this proposal.
The motion was made by Diane Thies and seconded by Mary Ness that the Parks and Recreation
Board send a recommendation to City Council to endorse this initiative on the November ballot.

Diane Thies supports drop -in (vs. programmed) activities; Mary Ness supports the continuation
of old Fort Collins High School as a youth center.
Other Business None.
The Board adjourned at 7:30 p.m.
