Golf Board
Minutes: Regular Meeting of October 13, 1999
City Council Liaison to the Board: Councilman Bill Bertschy

Call Meeting to Order: Chairperson Mike Sanders called the meeting to order at 7:00 p.m.
Agenda Review: No changes to the printed agenda.
Items of Note: Board Members Mike Hall and Mindy Markley called to say they would not be
able to attend tonight's meeting.
Approval of Minutes: On a motion by Tom White, seconded by Henry Fry, the Board voted
unanimously (6-0) to approve the minutes of the September 15, 1999 meeting.
Citizen Participation: No citizen participation.
Note: Frank Blanco joined the Board meeting at this time.
Update on Collindale Irrigation Project
Henry Fry and Mike Hall represented the Board on the committee to hire the consultant for the
Collindale Irrigation Project. Aqua Engineering of Fort Collins has been hired. Jerry P. Brown
explained that the contractor bids are due to Purchasing by October 14. Jerry said that 25
packets were distributed to interested bidders. Collindale Superintendent Doug Evans updated
the Board on the project. He explained that Purchasing would choose the low bidder. At that time
Aqua Engineering, Jim Hume from Purchasing, Jerry and Doug will evaluate the bids for
completeness, check on references, and start the process to get a contract issued as soon as
possible. Doug is very comfortable with any of the five contractors he visited with during the
walkthrough. One of the stipulations in the bid was that if a company hasn't met the
specifications, they will not be considered for the project. Doug thinks that November 15 would
be the early start date and that date will work well with our maintenance staff as after that date
we usually shut down the irrigation system. It will take up to 150 days to complete the work
including a 30-day no work due to weather. Doug said staff will keep at least 9-holes open
during the construction project. The only digging will occur at the pump stations and the main
line. Karen Joslin-Aured asked what will be stipulated as a bad weather day? Doug replied that

it needs to be a bad day as deemed by the Golf Course Superintendent. Historically, the majority
of rounds during that period of time (November -April) are 9-hole rounds. Jerry will let the
Board know in writing when the bids are open and the results of the bids.
The project will cost approximately $1.3 million. Karen said the reason she keeps asking
questions about the irrigation system around the clubhouse is if we plan on replacing the
clubhouse, would we want to spend the money on the irrigation system around it now? Mike
Sanders replied that the replacement of the clubhouse will either occur at the present site or
extended into the parking lot. Karen asked if the driving range will be open during this project?
Doug said it will remain open and might be closed a day or two.
Update on Proposed SouthRidge Improvements
Jerry said that the landowners have hired an appraiser. They are still deciding if they want to
work with their adjacent neighbors. There is no further news on the land negotiations to report at
this time. They (landowners) do understand that there is a deadline of March 1, 2000 for
appropriation of the funds.
Other Business
• Jerry reported that SouthRidge Superintendent Randy Bonneville had heart surgery last week.
He was released from the hospital on Saturday and he is recovering well.
• Frank Blanco asked if the Council has mentioned anything about the SouthRidge Debt during
budget hearings? Jerry said that they have not.
• Jerry reported that the Golf Fund Operating Revenues are at 95.11 % as of September 30.
• Mike Sanders reported that City Council Liaison to the Golf Board Bill Bertschy has called a
meeting of the Board chairs that he works with to express the value of the Boards work. Byrd
Curtis asked what prompted the question of eliminating Boards? Mike Sanders said that there
was some discussion if all the Boards and Commissions in the City are needed? He further
said that the Council would not have appointed a Board if it wasn't valid. Mike will report
after meeting with Bill.
Jer y reported that at the City Council meeting last week, under the "Good News Items",
City Manager John Fischbach reported to Council that City Park Nine Golf Course was
named by the Colorado Golfer Newspaper for the fourth straight year as the "Best 9-hole
Golf Course" in the state; second year as the "Toughest 9-hole Golf Course" in the state; and
for the first year as the "Best Value for a 9-hole Golf Course in the State of Colorado." Bill
Bertschy said that the Golf Division is doing very well on its capital improvement projects;
and Mayor Ray Martinez complimented City Park Nine.

On a motion by Karen Joslin-Aured, seconded by Henry Fry, the Board voted unanimously to
adjourn at 7:40 p.m.
