Howes Council Liaison: Will Smith Staff Liaison: David Siever NChairperson: Jennifer Beccard Phone: 495-1875(h) IIVice -Chair: Fran Johnson Phone: 493-4480(h) A regular meeting of the Cultural Resources Board was held on Wednesday, Sept. 25, 1996 in the Fort Collins Museum Storage Facility at 330 N. Howes Street. The following members were present: Jennifer Beccard, Marcella Wells, Don Koessel, Fran Johnson, Karen Warren, Robin Goette, Joan Day Board Members Absent: Staff Members Present: Guests: None David Siever, Lincoln Center Joy Poole, Museum Mike Powers, Director of CLRS Evan Hyatt, Lincoln Center Jennie Baran, Lincoln Center Michael Gorgan, Museum None For the first twenty minutes of the meeting Michael Gorgan, from the Museum, led the Board members on a tour of the Old Trolley Car Barn Storage Facility. AGENDA I. Call to order (4:50 p.m.) - Jennifer Beccard II. Consideration of tonight's Agenda Motion to move the discussion on the CIP process Update up to item number IV. Consideration of minutes of August 28, 1996 No Changes Motion to accept minutes as written - Karen Warren Second - Joan Day Passed unanimously Fran Johnson expressed disappointment with the fact that a statement from the minutes regarding the differences in the duties of the Lincoln Center and the Museum was not included in the Board's letter to Mayor Azari on the recent Capital Improvement Process. IV. CIP Process Update - Mike Powers provided the Board with feedback on the previous night's Council meeting relating to the CIP process. The Council will attend a retreat in late October with City Staff members to begin the process of prioritizing capital improvement projects. Karen Warren commented that it would be in the Board's best interest to make the CIP surveys available to as many citizens as possible. Staff will request more surveys from the City Manager's office and make them available to the public at the Lincoln Center and distribute them through Lincoln Center and Cultural Resources board members. Ms. Warren also brought up the fact that there was no feedback or questions from City Council regarding the public/private partnership idea to fund a new performing arts center at their meeting on Sept. 24. David Siever was asked to draft a letter from the Cultural Resources Board and the Lincoln Center Board reiterating the idea on a public/private partnership to help fund a new performing arts center. The Lincoln Center Board and the Cultural Resources Board will have a combined meeting on Thursday, Oct. 17 to further discuss the public/private partnership to help fund a new center. Information was handed out to all Board members regarding the projects that are part of the CIP process. Ms. Warren brought up the point that there was a question from City Council as to why there is a need for a new 350 seat theatre instead of just using the 750 seat theatre at the new Fort Collins High School. Jennifer Beccard suggested that the Board address this question in their letter to Council regarding the Capital Improvement Process. V. Consideration of Lincoln Center Rates for 1997 - David Siever presented the Board with the proposed rental rates for the Lincoln Center in 1997 (see attached copy). Joan Day asked if the Lincoln Center staff keeps figures on the percentage of usage for the facility. Lincoln Center staff keeps figures on total annual usage but does not keep percentages. Revenues for 1996 are up approximately $18,000 over this same time as in 1995. The number of actual events is down approximately 5% in 1996 from 1995. Don Koessel asked what the rate structure is designed to do. Rates are designed to remain competitive with other facilities and to cover the costs of operating expenses. Donald Koessel moved to accept the Lincoln Center rates as presented. Joan Day - second passed unanimously VI. Lodging Tax update - David Siever updated the Board on the status of the Lodging Tax fund balance. The Lodging Tax fund balance committee is proposing to City Council that the fund balance be split among capital items and the Cultural Development and Programming Account (Fort Fund). Their recommendation would provide that 75% of the balance be designated for large capital items that would help to attract and support tourism, and 25% of the fund balance be given to Fort Fund to be designated for larger, tourist attracting events. VII. Fort Fund process discussion - For the next 30 minutes, the Board discussed ideas that might improve upcoming Fort Fund funding sessions. Some of the ideas mentioned included: 1. Eliminating the presentations of each applicant and asking each applicant to be available for questions only. 2. Dividing the Fort Fund session into two separate sessions on two consecutive days. 3. Having the Regular Board meeting on a separate evening from that of the funding session. 4. Creating a seating arrangement to include the Board, presenters and the audience in a "round table" type discussion so not to exclude or alienate anyone. 5. Inputting the score of each applicant at the end of each presentation to speed up the process of ranking each event. 6. Having a marker, card and/or sign of some type for each Board member so that they can alert the Chair as to when they are ready to proceed after each presentation. This would speed up the presentation process. At the next regular meeting of the Board, staff will create a "mock" set-up for the next funding session and gather the Board's input. Staff will also come up with a marker of sign of some kind to be used at the funding session. Staff will not input scores after each presentation and no changes will be made to the presentations by each applicant. The Board will hold their Regular meeting on a separate evening from that of the Fort Fund sessions. Karen Warren asked if a survey could be created to gather input from Fort Fund applicants about the funding process. Board members will bring ideas for survey questions to the next Regular meeting. The next Fort Fund funding session is scheduled for Wednesday, January 22 at 4:30 p.m. at Lincoln Center. Applications are due by 5:00 p.m. on Tuesday, January 7. VIII. Review of past Fort Fund events - Reports were received and reviewed from the following events: Holy Family Church - Holy Family Fiesta Hospice/Larimer County - Breakfast in the Park Girls Scouts - Golf Tournament Fort Collins Children's Theatre - "Alice" Colorado State University - Outdoor Cafe Theatre X. Committee Reports - Art In Public Places - The Board has several new projects beginning soon. CVB - No report. Ft. Collins Council on the Arts - No report. Lincoln Center Board - No report. Museum - No report. City/CSU Feasibility Study - See above XI. Other Business - At the next Regular meeting the Board will begin the process of creating its Work Plan for 1997. Board members were asked to look over past Work Plans and bring ideas to the next meeting for the 1997 Work Plan. XII. Present console has 24 and was purchased in 1991. - Several changes in the Administration office Solatubes installed in ceiling to bring in some ambient outside light Wall covering for sound deadening New air handling ducts Structural analysis for Performance Hall Grid System Storage cabinets in main kitchen ADMINISTRATION: Currently working with various committees (Showstopper, Dance, Classical Music, Children) to begin booking shows for the 1997-98 season. SPECIAL EVENTS: The Great Christmas Hall and Hall of Trees will be held November 15th through Nov. 20th, presented by the Lincoln Center Support League with advertising funding from the Coloradoan. Hall of Trees is free to the public and the Artisan Fair costs $2 for adults and $1 for patrons under 12 and over 60. Proceeds are used to sponsor the "Out to Lunch" and Summer Children's concerts, performing arts programs for 7th, 8th, and 9th grade students in addition to special projects such as the water sculpture in the Terrace Garden. and Recreational Fort Collins Museum FT. COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD City of Fort Collins October 23, 1996 EXHIBITS Go Lambkins! Dyed in the Wool, The Lambkin Legacy explores the history of Fort Collins High School. The exhibit focuses on the school's extraordinary sports success in the 1920's and paints a picture of school life from that time. Dyed in the Wool explains the origins high school in Fort Collins reveals the historical reason behind the school's unusual mascot. The exhibit features historical photographs, sports memorabilia, uniforms, yearbooks, maps, tab equipment and other items from the old High School. Alumni can vicariously join in an old FCHS ritual by signing a mural of the historic tower. The exhibit will be open until February 1, 1997. Dedicated Lambkin alumni Dr. Robert Pike is the Guest Curator of this show. PROGRAMS Scary Stories will be held on October 26th at 1:00 p.m. The reception for the Lambkins exhibit was held on October 10th with approximately 75 people attending. Some of our guests arrived dressed up in their original letter sweater from the 1940's. Local Historian Phil Walker will be hosting a video premiere of Visions Along the Poudre on just in time for the holiday season on November 20th at the Lincoln Center. Proceeds will benefit the Fort Collins Museum. National Endowment for the Humanities (NEH) COLLECTIONS INITIATIVE Seventeen enthusiastic volunteers have put in over 288 hours thus far in September and October to help catalogue a six year backlog of donated objects. They have catalogued more than 425 individual objects to date. One volunteer discovered her great grandmother's name listed in a Garden Club pamphlet. Others were amused when cataloguing a 1912 wedding dress, they discovered a newspaper article describing "One of the season's prettiest weddings" with a bride whose "charming personality and winsome disposition [had] won for her myriads of friends." These volunteers have worked hard and their efforts are to be commended!! SHOP Less than 100 days till Christmas! We're producing a small Christmas catalogue featuring book selections, toys, gifts and Christmas ornaments.
