Karen Warren announced that Kathryn Stubler has
resigned from the Board due to time constraints.
The Board asked that a letter of thanks be sent to
Kathryn on behalf of the Board. The position will
be filled this summer when Council interviews for
all regular board positions.
III A. Review of Cinco de Mayo Fort Fund Proposal
Karen Warren introduced this item with the
background that the Cinco de Mayo committee asked
417 West Magnolia Street • Fort Collins, CO 80521-2646 • (303) 221-6735 • FAX (303) 484-0424
Council to ask the Board to reconsider their
proposal. The proposal wasn't considered during the
funding session as final reports weren't submitted
following the last time Cinco de Mayo received
funding. The Cinco de Mayo committee feels that the
report was submitted and got lost administratively.
In an effort to rectify the situation the Board
agreed to re -look the proposal. Richard Salas
presented the proposal to the Board and discussion
later in the evening resulted in a recommendation to
City Council to fund Cinco de Mayo $2,200.
IV. Art -In -Public Places Update
The Board asked that the Art -In -Public places work
session scheduled for April be moved to July 12th in
order to present a more polished presentation to
City Council. Discussion followed as to what the
presentation should involve.
Slide show
Make it pertinent to Fort Collins
Show what could have been done if money for APP
had been designated in the past
Show how it works elsewhere
Use overlays on slides
Karen Warren and Bill Cordiner will work with Ellen
Martin to help develop the presentation.
V. Review of Past Fort Fund Events
Friends of Traditional Dance
Paupers Ball - several hundred attended the
event from Fort Collins and throughout the
state - 8 piece orchestra played music from the
1800s to 1940s - all in all, an excellent event
Dance Express/Canyon Concert
Neat production that both audience and
participants enjoy - two performances with
approximately 700-800 attendance
VI. Review of Fort Fund process
Discussion was held as to how to avoid problems such
as the Cinco de Mayo proposal in the future.
Suggestions included:
- Staff will continue to present problem
applications to the President of the Board and
decision will be made as to eligibility
- letters will be sent to those ineligible
stating the reason why and letting them know
that if they disagree they can still petition
the Board to reconsider either by letter or in
person and if the Board still feels they are
ineligible they can petition City Council
- regarding reports following the event ... if
a report hasn't been received one month
following event a phone call will be made
(notation made as to who was contacted) ... if
a report hasn't been received six weeks
following event a second phone call will be
made (notation made as to who was contacted)
... at seven weeks, if a report still isn't
received a certified letter will be sent saying
the report is due by 60 days following event
and if it is not received they will become
ineligible for funding.
- all applications will be forwarded to the
Board ... even those considered ineligible ...
and all applications will be listed on the
Council resolution ... even those which were
not considered due to ineligibility.
Staff will bring examples of these suggestions to
the March Board Meeting.

President, Cultural Resources Board
c/o Lincoln Center

Dear Jane:
With much feeling, I offer my resignation from the Cultural Resources Board. My varied
pursuits have become truly demanding and require me to reduce my volunteer activities.
I have greatly enjoyed the last five or more years serving with you and the other members
of the board.
We have accomplished many goals that will serve the cultural community for years to come.
You can continue to call upon me to spread community support for efforts such as art in
public places.
It has been a great honor to serve on an advisory board to City Council. I will cherish the
relationships we have built together.
