V. Art -In -Public Places work session presentation
Staff went through the details of what will be
presented at the Council worksession on Art -In -
Public Places. This included the slides and video.
Marty Heffernan and Steve Engoemen were present from
the Attorney's and Budget office to answer any
questions the Board might have. The overall feeling
is that the presentation along with the ordinance
and backup material gives a good summation of the
program. Suggestions from the Board included:
- replace the slide showing how APP would work
. difficult to read, wording okay but needs
brighter color on slide
- Mike use pointer when referring to slide
- Need big screen TV for video show
- Need to include costs of some sculptures
- More slides in the beginning and exchange
some slides for better example
- The Fire Station slide is a little confusing
and if possible rearrange
- Discussion as to whether 2% for vandalism is
enough
VI. Update on Joint City/CSU Presentation
Mike Powers gave short update. CSU will be
discussing with their Cabinet and relooking to make
sure the committment is definite on their portion
($20,000) of the architectural study. Staff
discussed with the Board the proposal of how to fund
the City's portion of the study ($20,000). The
proposal is to request $10,000 from undesignated
general fund reserves, transfer $7,000 from the
cultural plan, and ask $3,000 from the Fort Collins
Foundation. In lieu of hiring a consulting firm to
undertake the cultural plan, staff would begin
working on a draft which would incorporate all of
the data already collected from other studies. The
draft would then be distributed for public comment
and input. The Board liked the idea of moving the
plan forward in this manner, however, doesn't like
losing the $7,000. The need for the joint
architectural study exists and ideally they would
like to see it funded without taking the money from
cultural plan. The consensus reached was that both
projects should move forward and they took no
position on where the money should come from.

VII. Lodging
Tax Discussion
Mike Powers gave the Board an update on the work
session concerning Lodging Tax and the Convention
and Visitors Bureau. The contract with the CVB
expires at the end of 1995. Options that exist at
that time are to renew the contract as is, renew the
contract with a cap, look at other options. As Fort
Fund receives money from lodging tax, the Board will
want to be part of the discussion, and let Council
know how important the Fort Fund process has become
to the community and the groups that receive
funding. Board and staff will both follow this
closely to make sure our voice is heard.
VIII.
Review of Past Fort Fund events
Columbine Arts Festival - Bill Cordiner
Well attended event ... the fine arts portion of the
event could use a little help, it was not
significantly different from the crafts area.
Art Golf at One West - Karen Warren
Fun event - neat to have and perhaps to repeat.
It didn't seem to have a large attendance. Needs
publicity that anyone can play for $4. The original
publicity may have led some to think that you needed
to pay $25 to see the exhibit. The $4 charge may be
a bit too steep also.
Discussion was held re: the River Song School
request to divert the money they received for their
event to their winter carnival. The Board will
discuss at the August meeting. Staff will send out
copies of the original request along with the change
request, in the August agenda packet.
IX. Review of June Fort Fund process
Deborah Romero discussed her feelings re: funding
the Balloon Festival. She was against funding the
Festival. She feels that it is a wonderful event,
however we should be more careful and set
limitations on how many exceptions we make with the
Fort Fund process. She feels .we are setting
ourselves up so that rules and regulations don't
matter anymore and any one can get an exception.
Other suggestions:
- look at the scoring criteria it is
sometimes difficult to score each category and
perhaps an overall score would be better
- Post a list on the night of the Fort Fund
L
presentations giving the order for the evening
so participants can anticipate their times
- During the evening announce who the next five
presenters will be so they can be, prepared when
their time comes up
X. Discussion re: attendance at Board Meetings
Staff, will bring a draft of a policy to the August
meeting and the discussion will be at the
beginning of the agenda.
