MINUTES - REGULAR MEETING
Cultural Resources Board
Wednesday, September 28, 1994

I. Call to order (5:10 P.M.) - Karen Warren
II. Consideration of tonight's Agenda

III. Consideration of minutes of August 24, 1994
Angela Brayham moved to accept minutes as amended to
remove Jane Nevrivy's name from seconding in the 3rd
paragraph, second page.

IV. Lincoln Center Proposed 1995 rates
Jennie Baran, Lincoln Center Scheduling Coordinator
presented the proposed 1995 rates for all areas of
the Center.
Jane Nevrivy moved that the Board recommend the
Lincoln Center Rates to Council for acceptance.
Jennifer Beccard seconded.
Passed unanimously.
V. Update from Mike Powers
Riverwalk Update - Mr. Powers gave a short history
of the River project. This project was first
proposed by a group of citizens called Challenge
Fort Collins, it was then expanded to include a
larger portion of the river. City Council
appropriated $40,000 for a study. Kari Henderson

has been contracted to conduct the study. She will
combine elements from past studies, including the
Lincoln Center Feasibility study. Staff and
citizens will be asked to come together in a
charrette to put their vision on a map of the river
corridor area. The charrettes will be held on
October 17 - 3 to 4 PM preliminary
conference meeting
October 19 - 2 to 5 PM
October 24 - 1:30 to 5 PM
The charrettes will be divided into 3 areas -
"Policies", "Map of Downtown", "Map of the
Environmental Learning Center". Following the
charrettes, there will be community outreach and
hopefully go to Council in January with a framework
report.
Karen Warren and Jane Nevrivy will attend the
charrettes as representatives of the Board. Bill
Cordiner is an alternate.
Old Fort Collins High School - The school will be
vacated June 1995, it has approximately 140,000 sq
ft. Various proposals include:
Social services
Commercial development
Poudre RI for a Magnet/Charter school
Larimer County for jails/offices
CSU - expansion
Library/Recreation Space/Youth Center
Interim use could create recreation usage for
classes/offices
City Screening Process for Art accepted by City
The Board discussed the sculpture placed in Old Town
Square. Old Town Square is private except for
streets/driveways/sidewalks. The plaza area is
private. City maintains sides - not inside of
plaza. Staff will ask Marty Heffernan for
clarification as to what is public and what is
private.
The Board discussed a letter from Bruce Taylor re:
choosing of the Senior Center sculpture. Concerns
expressed by Bill Cordiner were:
-limited notification to Larimer County
residents
-nothing in Ft Collins papers
-there was to be an open house on 9/14 to look
at vite and review plans, however the deadline
was three weeks from then
-Artists were asked for maquettes
-money of $15,000 won't buy type of sculpture
available
Ellen Martin replied that she saw notification in
Coloradoan and Cable TV. It was her understanding
that press releases were sent out in Larimer County.
She also felt that maquettes are optional.
The Board would like to make Senior Center staff
aware of concerns and if there are problems, see if
dates can be postponed. Issues are fairness and
equity.
Jennifer Beccard moved that Ellen Martin contact
Senior Center re: issues and relate information to
Karen Warren.
Jane Nevrivy seconded.
Passed unanimously.
VII. Review of APP ordinance
The Board reviewed the APP guidelines and Ordinance
that will be going to Council at the worksession on
October 25th. There was discussion as to whether
to take the ordinance establishing a policy and an
ordinance providing for guidelines for accepting art
as a package or as separate items. After discussion
the consensus was to take them in as a package. The
Board also will remind Council that until such
a policy is in effect, no art, with the exception of
the Senior Center project and the Lincoln Center
projects, will be accepted by the City.
The Board decided to contact Council members prior
to the work session and suggest they see the CSU
sculpture which was a public art project.

Bill Cordiner moved that an APP Board be established
separate from the ordinance and taken to Council
separate from the funding mechanism.
There was no second.
Motion failed.
VIII. Discussion re: Revision of Fort Fund procedures
Karen Warren suggested postponing.
Jane Nevrivy moved to postpone.
Bill Cordiner seconded.
Passed unanimously.
IX. Site and Agenda Items for Retreat
Discussion items for the retreat could include:
Work plan 1995
Future facilities
APP work session
The consensus was to not have a formal agenda and to
use this time to get to know each other and our
individual expertise.
The retreat will be at Caninos starting with a
social hour at 5:30. Meals will be provided.
IX. Review of Past Fort Fund events
Historic Home Tour - There was no notification of
Ft. Fund on Posters/Ads
Fran Johnson moved that they be notified they
are in violation of their contract.
Angela Brayham seconded.
Passed unanimously.

XI. Committee Reports
Lincoln Center Board - Jennifer Beccard
The Lincoln Center Board had their first
meeting in September. Advisory committees were
appointed.
Museum Sub -committee - Angela Brayham/Deborah Romero
The committee met and discussed the NEH and IMS
grants. Deborah discussed possible Hispanic
artists for the Museum gallery.
Fort Collins Area Arts Council - Bill Cordiner
The Board has been selected. It is composed of
11 members with four other slots still to be
filled. They will meet the 2nd Thursday in
October at the Lincoln Center.
XII. Other Business
The Board will ask Gerry Horak to join them for the
social hour at Caninos on Wednesday October 26th.
A letter will be sent to Mr Horak expressing our
appreciation for his work as Board liaison.

CULTURAL RESOURCES BOARD

FACILITY UPDATE
Renovation of Lobby Men's Room
Renovation will be completed by September 30th. New
floor tile has been installed in addition to wall tile
and repainting.
Included in the proposed Facilities budget for 1995 are the
following:
Replace four smoke doors above the Performance Hall stage
Install new HVAC unit and add separate HVAC controls-
Mini-Theatre/Columbine Room
Replace doors to Mini -Theatre and install double door
east side basement orchestra pit
Replace 500 ft. of sound proof moveable panels in Ludlow
Room
Modify supply duct to Mini -Theatre to add automatic
damper to shut down supply
Repaint Performance Hall walls/"Light Clouds"
Create added storage area for equipment @ Balcony
Relocate Ludlow Room Transformer into reduce noise and
vibration into the Mini -Theatre
BIRTHDAY BALL
The annual Lincoln Center Birthday Ball is Saturday, October
8th. Tickets are $75 per person. The theme for this year is
"Uptown Saturday Night." Cocktails at 7:00 P.M. and dinner at
8:30 P.M.

Michael Martin Murphy's "Cowboy Christmas Ball" has been added
as a special attraction Sunday, December 4th at 7:00 P.M.
Tickets are $15.
VISUAL ARTS
Three new exhibits open this Friday, September 30th. The
COVision Exhibit features the work of Myron Melnick, Stephen
Simons and Carlos Santistevan, who received the Colorado
Council on the Arts 1994 COVision Project Recognition Award.
Through the generous support of the CCA, these artists will
offer workshops in the Poudre R-1 School District and exhibit
their work at Lincoln Center.
The exhibit of hand painted benches entitled "Sitting Zoo,"
will be on exhibit through the middle of October. When the
exhibit is over, the Parks and Recreation Department is
purchasing two benches to place in a park and the Lincoln
Center Support League is interested in placing two or three
benches at Lincoln Center.
Artwear '94 was a tremendous success. We had approximately
560 in attendance with $12,300 in garment sales. We are
currently figuring expenses, so we do not have final totals
yet.

FT. COLLINS MUSEUM REPORT
CULTURAL RESOURCES BOARD
SEPTEMBER 28, 1994
GRANTS
The news is that the museum was awarded a $25,000 Institute of
Museum Services (IMS) conservation project grant to hire a conservator
to train our volunteers and staff in collections handling and to purchase
new storage units. Karin Eberhart is the project director. The grant
required matching funds which were leveraged from the $50,000 city
appropriation for the Trolley Car Barn.
The museum did not receive the highly competitive IMS General
Operating Support grant. The staff is reviewing it and working on
upgrading our application for the next round of applicants.
SHOP
Michael Banning attended the Denver Merchandising Mart to begin
Christmas Shopping for the upcoming holiday season. The museum shop
also participated in the New West Fest and Environmental Fair as a
vendor. These festival events have proven to be an effective means of
promoting both the museum and the fact that we now have a museum
shop. In addition, there is a Colorado Authors Booksigning scheduled
for November 12 with six authors.
PROGRAMS
The museum has combined our Wednesday Night at the Museum Adult
Programming series with the Fort Collins Historical Society's evening
programs. Upcoming programs include Changes Close to Home: How
Fort Collins has evolved in the past twenty years by Ken Waido on Oct.
19, and How Water Changed the West by Brian Werner on Oct. 26th.

The Colorado Front Range: A Century of Ecological Change
from the University of Colorado Museum.
