Call to order (Bill Kneeland) 5:32 PM II. Consideration of tonight's agenda No changes III. Consideration of minutes of August 21, 1991 Craig Swing moved to accept Jane Folsom seconded Passed unanimously IV. City Council Memo re: cultural plan Several changes were made to the memo and it will be sent to Council along with copies of the plan -to -plan document. David Siever will check with Hammer-Siler-George to get a draft of the letter which Hammer-Siler-George will be sending to each participant. Copies of the draft letter will be sent to Board members. A press release regarding the policy will be discussed at next meeting. A press release stating the plan -to -plan is finished and available at several places will be sent out by staff, including background material on the plan. Discussion was held regarding the plan -to -plan. Concensus was that Hammer-Siler-George did a good job and were co-operative and came up with an acceptable plan. Karen Warren moved to pay Hammer-Siler-George the remaining $3,500 Jane Folsom seconded Passed unanimously Staff will check with Hammer-Siler-George to see if names/addresses of participants are available. 417 Magnolia Street • Fort Collins, CO 80521-2646 • (303) 221-6735 • FAX (303) 484-0424 E Craig Swing and Jane Folsom will do a written evaluation to be sent to the Colorado Council on the Arts and Humanities as a follow-up to the grant. V. Cultural Policy discussion was moved to the October meeting VI. Changes to Fort Fund Policy Discussion was held regarding possible changes to Fort Fund Policy. Jane Folsom passed out a proposal to change funding process using categories (See attached). It was decided to stay with the present process. Concensus was reached to seek Council approval to remove the second paragraph from the first page of the Fort Fund guidelines. Jane Folsom moved acceptance Karen Warren seconded Passed unanimously Discussion was held regarding elimination of the three year limitation on funding of events. Jane Folsom moved to eliminate Kathryn Stubler seconded Failed six to one Discussion was held regarding administration expenses for Fort Fund. Staff will bring information on these expenses to the Board meeting in October. VII. Museum Director search David Siever reported on the museum director search process. 105 applications were received by the deadline of September 20th. Those applications will be reviewed and the final six or seven will be brought in for interviews. Interviews are tentatively set for November 6th. There will be three interview panels: 1- Community panel 2- Karen Eberhart/Agnes Dix/Becky O'Donnell 3- Mike Powers/David Siever Following the interviews there will be two receptions: 1- Cultural Resources Board 2- Open reception for community VIII. Committee reports Museum sub -committee will meet every 3rd Wednesday of the month. Next meeting will be Oct. 16th. Lincoln Center Board - Kathryn Stubler (see Lincoln Center staff report) IX. Staff Reports Lincoln Center - Mr. Siever (See attached) Fort Collins Museum - Mr. Siever (See attached) X. Other Business Copies of "Art News" were passed out. David Siever gave an update on warehouse space and rehearsal space for theatre groups. Questionaire from Steve Burkett regarding staff support for Boards and Commissions was filled out by the Board. XI. Areas left to be finished include: ticket booth, cement columns, carpet strips, miscellaneous finishing touches. Season Ticket Sales Update 1990-91 1991-92 Showstopper 1429 2239 Dance 346 536 Film 771 887 New Events Booked: Laser Light Show - October 18. Two shows at 7:00 and 9:00 p.m. The 7 p.m. show will be Classical/New Age music. The 9 p.m. show will be Classic Rock and Cutting Edge Rock. Glenn Miller Orchestra - November 1. One show at 7:30 p.m. Seventeen piece orchestra plus vocalist. Special Events: New York Trip - Very few spaces available. Phantom of the Opera/December 28 - SOLD OUT Phantom of the Opera/February 1 - SOLD OUT Birthday Ball - October 12. Theme this year is Club 417. (A cotton club theme) Tickets are $75.00 per person and $150.00 per couple. For more information or reservations call 221-2296. Budget: Council is re -looking budget with possible cutbacks which could include: reduction of base budget; eliminating new telephone system; $7,500 seed money for cultural plan. WAAA Trip: Mark Breimhorst and David Siever attended first booking conference during the first week of September. Bill Culp, manager of Target stores, was honored at City Council, Tuesday September 17th. Target has contributed over $35,000 during the past seven years in support of Children's Series programming Sculpture Show: Nine new sculptures are being installed in the Terrace as part of the Birthday Bail Sculpture Exhibit. At least one sculpture will be purchased by the Birthday Ball Committee for permanent placement. Poster Show: Opened September 19. Lincoln Center exhibits include: Poudre RI Student Competition; Honor Laureate Jan Sawka's Posters; Directors Bob Coonts and Phil Risbeck's Posters City of Fort Collins and Recreational Sei Fort Gins Museum Cultural Resources Board Museum Report September 25, 1991 Volunteers Recognition: Approximately 50 volunteers attended a breakfast in their honor on Thursday September 19. Volunteers and staff also received special recognition at City Council meeting Tuesday September 17. Poster Exhibit: Opened Thursday September 19. An exhibit of 1920's-50's western movie posters. The exhibit came from Don Look Photography in Boulder, Colorado. Christmas Exhibit: Victorian Christmas scenes which will be installed by the volunteers under supervision of Mike Gorgan. (hourly museum worker) Shop/Storage: Storage space behind the shop is finished with new shelving installed. Shop space needs categorizing etc. and will become next priority. Cabins: During the past two weeks the cabins were cleaned from top to bottom by Museum volunteers. Donations: Donations at door for Month of September totaled $180.00. Collections: Over 30 paintings were received by the collections committee from estate of Agnes Lilly. Budget: Council is re -looking budget with possible cutbacks which could include reduction of Museum's base budget. Boxelder Schoolhouse: Research continues with a goal of completing the research portion of the project by mid -November. Over 65 colorful movie posters from the Don Look Collection, Boulder, make up the show. This is a satellite exhibit in conjunction with the Seventh Colorado International Invitational Poster Exhibition at Coic ado State University and the Lincoln Center. Saturday, October 26, 1 p.m., Scary Stories and Tall Tales. Storytellers and special guest, Mayor Susan Kirkpatrick, will tell Halloween stories and other yarns for children in Grade 1 and up. Wednesday, October 30, 7:30 p.m., Wednesday Night at the Museum: Preservation Comes to Historic Boulder by Judy Trent, Executive Director, Historic Boulder. November Tuesday, November 5, 7:30 p.m., Fort Collins Historical Society: Shaker Baskets by June Patterson. Friday, November 8 through Sunday, January 5, Exhibit: Victorian Christmas Celebration. This exhibit will explore how people of the Victorian era celebrated the festive season. Wednesday, November 20, 7:30 p.m., Wednesday Night at the Museum: Front Range Archaeology: the Hammil House, Georgetown by John Slay, Archaeologist, United States Forest Service. December Thursday, December 12, 7:00 p.m., Carol Fest, begins with an Open House, One West Art Center, Oak Street Plaza; 7:45 Museum, tree lighting, caroling, hot cider and on to Old Town. Saturday, December 28, 1 p.m., Old Time Toys. Harry Petrie will demonstrate how the toys work, then children of all ages will be invited to try them. The Museum is owned and operated in the public interest by the City of Fort Collins. All events are free, and the public is invited. Events are held in the Overland Trail Room at the rear of the Museum. The Museum is accessible to handicapped persons. U A PROPOSAL In order to creatively allocate the future monies available thru Fort Fund, please consider the follow proposal: o eliminate the administrative service charges assessed to the account, allowing all monies to be to be available for allocation o establish a small percentage for marketing any potential changes to the account o allocate the remaining funds into several different catagories of programming -examples: - performing arts programming 20% of available $$ including theatre, dance, arts - visual arts programming - festivals, city wide programming events - musical programming - special projects - special population/diversity - discretionary and marketing 20% of available $$ 20% of available $$ 10% of available $$ 10% of available $$ 15% of available $$ 5% of available $$ o this models the Colorado Council on the Arts and Humanities and the way that they distribute funding o funding is still done twice annually, with no one applicant eligible for funding twice in one year for the same project o if there are no applicants for the specific catagory then the money stays in that particular catagory and continues to build Citv of Fort Collins City4h� • MEMORANDUM DATE: September 25, 1991 TO: Boards and Commissions Staff Support FROM: Rita Knoll Harris, Boards and Commissions Coordinatc k— RE: Reminder - Work Plans The City Code requires all boards and commissions to prepare work plans on or before November 30 for the upcoming year. Work plans should set out major projects and issues for discussion for the upcoming year. Timelines and scope of review should be provided when possible. If appropriate, estimate of actions to be taken should be included (example: anticipated number of new license applications). Work plans should be concise and easily readable. (Concise does not mean two or three sentences!) Work plans must be submitted to the City Clerk's Office. DO NOT SEND YOUR WORK PLANS DIRECTLY TO THE CITY COUNCIL. When I have received all of the work plans, I will forward them as a package to the Council. If you have any questions or need to see examples of work plans, please give a call. Thanks.
