Old Business There was some discussion about the Picnic Rock lease agreement. NRAB would like to see September 1 - April 30 as a no -fee time. Krempel was asked to pursue, with Mike Smith, Director of Water & Sewer, the discrepancy between this NRAB desire and wording in the agreement. Committee Reports In the future, all committees will be asked to give regular reports at NRAB meetings. LaRue will schedule a training session for the Education Committee for the purpose of learning skills of writing press releases. The Education Committee wants to become involved in the education/ public relations aspects of the Exxon grant recycling program, and will meet soon on this matter. Exxon Overcharge Grant Krempel reviewed the background of this program and outli_nr3 the next steps required to get it into operation. It was mentioned that market arrangements will be the determining factor in whether or not glass can be included in the program. The ad hoc recycling committee, which has been inactive for about one year, will. be reactivated to provide guidance to staff on this program. Cache La Poudre Water Project Krempel reported that the Utilities staff plans a response statement which points out that alternatives have not been well developed. In response to the question of evaluating the viewpoint that the economics of pumped storage are prohibitive, it was stated that the City will be relying on local experts, such as ARPA. LaRue stated that, on November 12, at 7:00 p.m., channel 14's "On the Line" program will feature a call -in on the Cache La Poudre Project. It was also pointed out that a public meeting has been scheduled for Thursday, November 13, at the University Holiday Inn to review the project summary plan. Underground Storage Tanks Woodruff explained the final issue paper that went to Council on this matter. There was some discussion regarding the public being informed of leaks. It was requested that staff report to NRAB on the implementation of "right -to -know" for gas spills. Ordinance Review It was brought to the Board's attention that the new Ordinance 79 contains an exception, regarding four selected weeds, for property which the City has certified as a wildlife habitat. NRAB was advised that the new Ordinance 54 includes wording prohibiting disturbing materials which have been put out for recycling. Richter Letter Krempel outlined the Natural Resource Awareness and Environmental Protection Training Session, planned for January 7 & 8, 1987. Downtown River Corridor Staff is working with Light and Power to get a boat ramp put in during repair of the dam at the old power plant. CHOICE Committee Representatives of the CHOICE Committee joined the meeting at 8:20 p.m. The function of NRAB and that of the CHOICE Committee were presented. Areas of common interest were identified as the radon survey, recycling, woodburning issues, endorsement of the curbside recycling program, energy from waste, wildlife habitat and Xeriscape (as they affect home energy consumption), the home energy rating system, and all energy conversions. CHOICE handed out pamphlets entitled "Selecting Energy Efficiency Options," and "Energy Information Center Microcomputer Area." It was stated that NRAB strongly supports the project to "energy -rate" homes for sale in Fort Collins. Dennis Sumner explained tb;it a technical consultant and a marketing consultant have been hired to guide the development of the rating system. It will be based on personal computer thermal modeling of the home. It is hoped that the actual ratings of homes will be taken up by private enterprise. CHOICE explained that in its "focus groups" it is looking for new ideas, rather than from the general public, as it has done in the past, and NRAB is seen as a "focus group." The objective of meeting together at this meeting was identified as that of opening a channel of communication between NRAB and CHOICE. It was stated that a major part of NRAB's Goal #1, increasing contact with other boards, was met at this meeting. The meeting adjourned at 9:10 p.m.
