NATURAL RESOURCES ADVISORY BOARD
JANUARY 7, 1987

December meeting were unanimously approved as
Committee Reports
Bylaws -- Bylaws are up to date.
Legislative Review -- Fischer asked that all Board members watch
for any matters this committee should review. Krempel mentioned
the committee which reviews legislative issues for the City. He
sees comments written by this City committee and will pass
pertinent information on to NRAB Legislative Review Committee.
Krempel mentioned the Board might want to address the issue of
support of funding for the Water Resource Institute.
Mitigation -- Plans to meet in January. Hopefully will be able to
contribute toward the City environmental review process.
Land Use -- Meeting is set for 1/14, for the purpose of becoming
familiar with the City's Land Use Guidance System.
Water -- WLII meet In Jannnry to work on Boals.
Il:vardous Materials -- Will meet In January to work on Boni.:;.
Recycling -- Has not met since its December meeting.
Education -- Has not met since its December meeting.
Goals -- Will review the Boards annual report.
Air -- Will meet in January.
Old Business -- Dream Works
Mayor Ohlson mentioned that the Chamber is planning to do something
big with Dream Works on Martin Luther King Day. Quite a few people brought
dreams and gave them to Ohlson. Krempel presented the DNR dream regarding
an expanded bicycle path network for alternative transportation.
Staff Reports
Krempel briefly reviewed the outline for the Natural Resource
Awareness and Environmental Protection Symposium, being held January 7 and
8. He stated that staff is delighted with first-day results.
It was stated that the city-wide recycling contract was received from
the State last week and staff is now securing input from a number of
sources.
It was reported that since joining the Colorado Better Air Campaign,
Fort Collins has issued three air quality advisories.
Regarding underground storage tanks, it was reported that there is no
new information regarding the Swallow and College site. As previously
reported, a French drain will be built on Mathews. The consultant is
currently working through concerns and hopes to have approval so clean-up
can begin within 30 days. It was stated that a station at Taft and
Elizabeth is being removed and the question was raised whether that was
being monitored. It was stated that Poudre Fire Authority does have a
monitoring plan for station removal.
A question was raised regarding oxygenation of fuels. The Governor's
Task Force on Oxygenated Fuels is involved in this. Oxygenation is
estimated to reduce CO emissions by 15-20i. The executive summary of an
oxygenated fuels report will be distributed to NRAB.
The question of diesel emissions was raised. It was stated that new
engines sold in 187 have tighter standards.
Poudre River National Recreation Area
Elaine Kleckner, a City Planner who represents the City on the study
group, gave an overview of the study's current status, stating that the
study is in its preliminary stages. It has been agreed that NEPA
requirements should be met. The final report will probably include
evaluation options for the flood plain, recreational development, and ways
of administering the land. She stated that cooperation from many entities
will be necessary, and these entities will have opportunity for in -put
before the Memorandum of Agreement is presented to Council.
Issues and concerns include taking the flood plain land out of
development, reducing flood damage, and preserving wildlife habitat.
Proposed timetable of the study: Year one -- data collection, Year
two -- data analysis, Year three -- final packaging of data.

General Discussion
There was interest in the City's open space plan. A member of the
Parks and Rec staff will be asked to speak to NRAB on this matter.
