New mam}nm Michelsen welcomed new members Berry and Smith. Committee reports Recycling Ocmmittee -- Drafts of a recycling resolution and a letter to Council supporting curbside recycling were handed out. It was stated that the Recycling Committee felt it would be best for NRAB's recommendations to stand alone in Council packets rather than being a part of staff's reoommerdaticns. Council will consider curbside recycling at its July 25 work session. There was some discussion that the letter should be stronger than suply recommending support of the concept of curbside recycling. Woodruff handed out an updated draft of staff's issue paper and briefly reviewed staff's position. The board felt that NRAB's letter to Council should include a reminder of the specific benefits of curbside recycling. It was indicated that the board's resolution should resolve a curbside recycling program in 1990 and that the resolve addressing use of recycled products state that the City (not "government") will immediately institute procurement policies to encourage use of recycled products. It was moved and seconded that the board adopt the letter and resolution as amended and that those documents be submitted for inclusion in Concil's July 25 work session packet. The motion passed unanimously. luthi said that when he was shopping for paper cups, he found that the stores only carried styrofoam. He therefore asked board members to ask r store managers to stock{ paper a436 so that customers would have an environmentally responsible choice. Woodruff stated that staffs issue paper is in draft form and is being reviewed by City departments. He said staffs proposal must be approved by the City Manager before going to Council, and that such approval is not guaranteed. Woodruff also said that staff would welcome board mangers' feedback on the issue paper. Ca®ents are needed by the week of July 10. Luthi said that the manager Of the Reynolds recycling facility in Fort Collins mentioned to him that Reynolds was interested in building a recycling center in Fort Collins at their own expense. Woodruff said he had not heard of this, but would follow up on the information. Bike Awareness /Bike- rk DdV Felchle harried out copies of the Transportation department's Bike Awareness Week press releases. She said that the Transportation department has taken full responsibility for Bike Awareness week (July 23-29) and Bike -to -Work Day (July 26) this year and that Rita Davis is project mares er. She outlined the events planned for Bike Awareness week and said that promotional plans include ads in the Coloradoan and on KIM radio beginning July 22. She said that Bike to Work Day appears to be naxb like last year's event. It was suggested that more survey results be sent to the press than were sent last year. It was also suggested that advance Promotion be planned to occur earlier than July 22. F7ducaticn Plan Felchle handed out copies of the division's education guide saying that the guide was written to provide basic guidelines for the division's education program. She said the guide does several things including identifying a definition and principles of environmental education and idenrtifying goals for the division's education program. She reviewed the goals arid audiences listed in the guide and described how the guide is designed to work, saying that it is written to be an internal working docmment for use by project managers. She said that the guide should result in the appropriate audiences being targeted in envixornrental education projects and in an appropriate variety of educational tools and methods being used in those projects. She encouraged board members to read the document, provide input and feedback, and monitor the division's use of the guide. Update on Better Air Camoaicm Felchle harried aut copies of Better Air Campaign material from the State Better Air Campaign office. She said that because of problems the Health Department experienced last year, they are back to square one on the Better Air CmP icgn and that 189-190 will be basically a planning year for the State's program. She briefly compared the previous Better Air Campaign to the new campaign saying than the new program will be called Clean Air Colorado, the State Health Department recognizes the new program as a statewide program instead of just a Denver program, it will target overall emission reductions instead of just reductions in vehicle miles traveled, it will be a year-round program covering all pollutants, and will be a laxg-term rather than a short-term program. She said that the Deriver area Program will purchase no advertising space or time, but that Fbrt Collins hopes to get local finding to purchase advertising because staff considers that type of general public outreach important. She said that as soon as an acceptable SIP amendment is written, Fort Collins will get $30,000 from the State for its '89-190 Clean Air Colorado program. Woodruff stated that a local Air Quality Task Force is being established and that the existence of that task force will remove air quality responsibility frrm the Natural Resources Advisory Board. Mle task force will not be part of the North Front Range Transportation aryl Air Quality Planning Council. Midnelsen said that he was still concerned that carbon mo made was the only pollutant that would get any attention and it was suggested that the documentation setting up the new task force be written so that NRAB could still consider air quality issues not covered by the task force. Mwircraental Management Plan Wilkinson handed out copies of the basic framework of the plan. He said that impetus for the plan came frm m the Land Use Policy Plan, council Goals, and the need for a cmVrehersive environmental management tool. He said the purpose of the plan was to provide information and guidance control to minimize adverse impacts an the enviramment. He said the plan should accomplish several things including implementation of land Use Policy Plan goals and development of an information base, standards and guidelines, a tool to monitor change, information about economic impacts and benefits, a wholistic/synergistic approach, and a model for looking at site, regional, national, and global interactions. It was felt that the board needed more time to study the Proposed framework of the plan and it was decided to consider the plan further at the board's August meeting. There was discussion that the plan was too long-term and that something should be forthomdng from the plan within the next couple of years. Others felt that the long-term approach was important and that the plan needs a string tie-in with the divisio ,s education program. The Land Use Committee will work on the plan with staff during July. Nati crol Recreation Area Recommendation A draft letter of reo®mendaticn was handed out. It was recognized that the letter needed some minor duanges. It was moved and seconded and passed unanimously that the Council letter on the National Recreation Area by approved in concept as written and if time allows, prior to delivery to Council, NRAB would review the final letter. Annual picnic Mic Nelsen asked Feldlle to find out if Water Treatment Plant No. 1 would be available for the board to use for its picnic. Felchle said that before deciding on a date for the picnic the board might want to consider that Dan Ely with the State Health Department had been promised 45 minutes to an hour with the board to discuss a state air quality visibility standard. If the August agesdaris too full, a July work session might be needed to hear Fly's presentation. If a July work session is held, board mad ers might not also want to have the picnic in July. Michelsen asked whether the board would have the authority to consider the visibility standard since air quality responsibility was to be turned over to the new task force. Woodruff said that it would probably be some time before the new task force becomes active. Enabling documentation for the new task force will be written so that NRAB has air quality responsibility until the new task force actually begins fu ncticnirxg. It was decided that a work session was needed and July 20 and 27 were chosen as possible dates. Decision on a date for the picnic was tabled until the August mee+' m1chelsen again welcomed the -new board mmt)ers and asked everyone to go around the table and introduce themselves and tell a bit about what they do and their board related activities.
