GOLF ADVISORY BOARD
MINUTES: Regular Meeting May 20, 1981
The meeting was called to order at 7:30 P.M. by Chairman Ron Sisson.
"Board member Karen Ann Mosser called and cannot attend tonight's meeting.
Chairman Sisson appointed Alternate Kathy Bohmont to replace her tonight.
The minutes of the meeting of March 18, 1981 were unanimously approved as
presented.
COLLINDALE SCORE CARDS
Jerry P. Brown presented a proposal from Medema Homes (which we solicited)
to provide./donate to Collindale 40,000 score cards, which should be a 2-year
supply, with a small advertisement for Medema on them. Tom Skillman expressed
titat we should really go to bid and accept .the highest bidder, which would
probably provide us additional revenuer After discussion, Jim Mitchell moved,
seconded by Carl Kansala, to accept the Medema proposal, but noting that in
the future we should look into competitive bidding. The motion passed
unanimously.
FINANCIAL CONDITION OF THE GOLF FUND
H. R. Phillips and Jerry spoke about the financial condition of the Golf Fund,
the revised 1981 budget, and the proposed 1982 budget. The memorandum to the
Board dated May 14, 1981 has been revised to reflect a reduction to the 1981
budget of $29,000. The 1982 budget is still limited to a total of $411,000.
Discussion ensued. -Jim Mitchell wanted to know why we limit our expenditures
to our revenues; H.R. provided an historical perspective; since we have a new
City Council, it's time to go to them for some help. We should meet with
them in a work session; some causes of the Fund problems include inflation,
personnel costs, large General Fund Transfer, etc.; the philosophy of operations
of golf vs. say the Lincoln Center, tennis, softball facilities, etc. is the
key issue; Neil Johnson passed out copies of a quick and dirty survey of other
golf courses showing number of employees and what sort of subsidy they receive
from non -golf revenues.
Jerry proposed that the surcharge be ended and that the money be applied to
existing operational costs. There was no support for this proposal at this
time. The Board will examine the surcharge monies after they meet with the
City Council.
The Board then decided to get on a work session with the City Council, giving
them basic factual data, and asking them for a philosophical change and for
financial support. Ron Sisson will write a letter to the Mayor expressing
the position and concern of the Board.
OTHER BUSINESS/BOARD MEMBER COMMENTS
H.R. explained the results of a study entitled "Preliminary Investigatioi,s
Involving Photovoltaic Application to Collindale Golf Carts," as provided
by the C.S.U. Civil Engineering Department. Basically, it is not feasible.
Jerry provided a copy of the magazine called "81st U.S. Open Championship";
referred to the Longmont 'thank you' letter; and referred to the memorandum
from the City Manager regarding Board participation in the budget process.
Tom Skillman talked about Pineridge and about the potential of $1,000-$2,000
individual donations by upwards of 100 to 200 people to help offset our
deficit. These people then need to be compensated with "free play" or
something. Tom also spoke about the Chamber of Commerce and the open space
land between Fort Collins and Loveland as potential locations for golf
courses. Tom also feels Medema got off easy with the small trees that were
planted on the 6th fairway at Collindale. ($4,500 does not go very far).
Jim Mitchell talked to the P.G.A. on his research regarding concessionaire
operations (they build, operate and maintain) of golf courses. Jim also
is concerned about the easy access to #6 and #7 at Collindale through the
homes. We may need signs or have Medema inform those homeowners that they
have no golf course privileges.
- Election of officers for 1981-1982 will be held at the next meeting.
