GOLF ADVISORY BOARD
MINUTES: Meeting - October 21, 1981
The meeting was called to order at 7:35 p.m., with Jim Mitchell presiding.
Bill Basow, new alternate Board member, was introduced. Jim Mitchell ap-
pointed alternate member, Bill Basow, to replace Kathy Bohmont for this
meeting. Gary Havener, from Loveland Parks and Recreation Department, was
at the meeting to observe the function of the Fort Collins Golf Advisory
Board.
The minutes of the September 16, 1981, meeting were approved unanimously as
presented on a motion by Bill Zech, seconded by Carl Kansala.
1982 FEES AND CHARGES SCHEDULE
Jerry Brown explained the 1982 staff recommendations for fees and charges.
He emphasized that these were recommendations only, and that the Board has
the prerogative to accept or reject any of the staff recommendations.
Jerry Brown noted that the staff recommended fees represent approximately
a 20% increase overall; the recommended increases are not 20% across-the-
board increases. A surcharge fee has been computed into all recommended
fees. This represents 10% of the recommended increases. The staff recom-
mended that the term Annual Paso be used instead of Membership and that the
non-resident fee not be increased.
The recommended fee increases represent 10% revenue increase and should bring
the Surcharge Fund up to $25,000. These revenue rates represent average golf
course usage over the last few years. Bill Basow inquired about the status
of revenue sharing. Jerry Brown explained that there is no problem for this
year. City Council has made a $36,000 commitment for 1982. However, this
commitment is contingent upon funds being available from the federal government.
There was a brief discussion on the use of the term Annual Pass vs Membership.
It was agreed that the connotation of membership for a public golf course was
undesirable. Carl Kansala moved that the term Membership be changed to Annual
Pass. Bill Zech seconded the motion. The motion was passed unanimously.
Daily Green Fees
There was a brief discussion

There was a brief discussion of the non-resident fee. Bill Basow suggested
putting all these fees into the Surcharge Fund. It was pointed out that this

is not a large amount of money. Sandy Bickel moved that the non-resident
fee remain the same, $1.00 for each 9 holes of golf with $.50 of each $1.00
going into the Surcharge Fund. Bill Basow seconded the motion. The motion
was passed unanimously.
Annual Passes
Eileen Banks questioned the equity of the Annual Pass charges. H. R. Phillips
explained that it is the policy of the Parks and Recreation Department to give
senior citizens a 50% discount on Parks and Recreation Department activities.
She pointed out that she was not advocating eliminating a senior citizen dis-
count, but rather was recommending a more equitable discount. Eileen Banks,
Bill Basow and Sandy Bickel pointed out that a discounted rate in the Husband/
Wife category was discriminatory and felt the Husband/Wife category should be
eliminated. The Board was in agreement. There was a discussion regarding
the rate to be charged for a family.
Eileen Banks moved that the Husband/Wife category be eliminated, the Single
Adult rate be $200 and the Family rate be $400. The motion was deadlocked
with Sandy Bickel, Jim Mitchell and Bill Zech dissenting.
It was agreed by the Board members to eliminate the Husband/Wife category.
Bill Metier asked that the record show he is opposed to eliminating the
Husband/Wife category. The Board decided to address each of the points of
the deadlocked motion individually.
Eileen Banks moved that the Husband/Wife category be eliminated. Jim Mitchell
seconded the motion. The motion was passed unanimously.
Bill Basow moved that the Single Rate be $200. Eileen Banks seconded the
motion. The motion was passed unanimously.
There was a discussion on the rate for the Family category. It was generally
agreed that $400 was too great an increase for one year and that $330-350 per
year would be more palatable to the golfing public. Jim Mitchell moved that
the Family rate be $330. Carl Kansala seconded the motion. The motion was
passed unanimously.
Student and Junior Rates
Staff revised its recommendation for the Student rate from $170 to $150.
Carl Kansala moved that the Student rate be $150 and the Junior rate be $100.
Bill Basow seconded the motion. The nation was passed unanimously.
Senior Citizen Rate
Staff recommended a 10% increase from $100 to $110. Bill Basow recommended
the rate for senior citizens be the same as the Junior rate. Bill Basow moved
that the Senior Citizen rate be $100 and that the Husband/Wife category be
eliminated. Sandy Bickel seconded the motion. The motion was passed with
Carl Kansala dissenting.
Carl Kansala asked that the record show that he feels the rate for senior
citizens is too high. He also feels the City Council should not raise senior
rates in the future. He also hopes the City Council continues with the
Philosophy of senior citizen discounts.
Combination Annual Passes
Jim Mitchell recommended letting the staff work up the Board recommendations
based on the criteria established for Single Annual Passes. The Board con-
curred with this recommendation. Sandy Bickel moved that the Single Combin-
ation rate be set at $250 and that the staff set the other Combination rates
based on the criteria established by the Board. Carl Kansala seconded the
motion. The motion was passed unanimously.
There was a discussion about Combination Annual Passes. It was suggested
that the Board explore the possibility of Annual Passes being good for both
golf courses. This subject could not be addressed at this time because
appropriate data was not available.

Golf Cart Fees
The proposed increase is part of the master plan that was established when
the City purchased the golf carts. The Board concurred with the increase.
Jim Mitchell moved approval of the staff recommended increase for use of
private carts, $125/year or $6.00/daily. Carl Kansala seconded the motion.
The motion was passed unanimously.
Golf Cart Storage Fees
Jerry Brown is opposed to storing private carts. He feels that since the
City is now in the golf cart business, the City should not store private golf
carts. H. R. Phillips feels we should let these people know our intent is
to phase out golf cart storage. Jerry Brown would like to see them all out
by January 1, 1984. The Board recommended that Jerry Brown check into City
liability regarding these private golf carts.
Bill Basow moved that the golf cart storage fee be $200. Sandy Bickel seconded
the motion. The motion was passed unanimously.
Bill Zech moved that after January 1, 1984, the City will no longer store
private golf carts. Sandy Bickel seconded the motion. The nation was passed
unanimously.

Clubhouse Rental
The Board approved the $25 clubhouse use fee.
FEE WAIVERS & SPECIAL PRIVILEGES
H. R. Phillips recommended delaying discussion of this item until more in-
formation is available for the Board. The Board agreed to postpone discus-
sion of this item.
OTHER BUSINESS
Jim Greer requested that the Board establish a policy on when an Annual Pass
for one course is good at the other course. H. R. Phillips explained that a
policy already exists. When a tournament is held at one golf course, the
Annual Pass is valid at the other golf course.
Jerry Brown informed the Board that Russ Skinner, City Park golf course
technician, submitted his resignation. Russ Skinner has done an outstanding
job for the City and will be missed.
City Council will discuss golf fees at their meeting on November 3, at 5:30 p.m.,
in Council Chambers. Board members are encouraged to attend.
Jim Mitchell reminded the Board that he and Tom Skillman were appointed by
the Board as a sub -committee to explore possibilities for a new golf course.
They recommend that the Golf Board meet with the Parks and Recreation Board.
The Golf Board will discuss possible dates at the next Golf Board meeting.
They also suggest that we establish communication with Loveland regarding a
course that might serve the two cities. Gary Havener feels personnel from
Loveland Parks and Recreation would be receptive to a meeting with the Fort
Collins Golf Advisory Board.
The September budget and statistical reports were distributed. They were
self-explanatory and no discussion followed.
Sandy Bickel moved that the meeting be adjourned. Jim Mitchell seconded the
motion. The meeting adjourned at 10:00 p.m.
