MINUTES
October 8,1996
Present: Audrey Faulkner, Lu Fisk, Doreen Kemp, Diane Lathrop, Nancy McGinness
Excused: Toni Chavez, Stephanie Lane, Loma Reeves Absent: JoAnn Ginal, Jennie Haarsager,
Dana Hiatt, Lynne Warner
Guests: DeEtta Jones, Human Rights Officer, Karen Johnston, project coordinator.
Staff Support/Recorder: Joan Busch
Call to Order: The meeting was called to order by Commission Chair, Doreen Kemp at 6:00
p.m. in the Human Resources Department conference room. Because there was not a quorum
present, all motions made at this meeting will be ratified at the next scheduled meeting on
October 21, 1996.
Council Liaison Report: None
Minutes:
The minutes of September 19, 1996 were approved as written. Typing corrections will
be made.
Business:
Nancy McGinness reported on the new Justice Center plan and asked that the Commission
support the Resolution and endorsement for building the center. Nancy distributed a sample
resolution to use for wording purposes and asked that the Commission draft a similar
resolution. Audrey moved that the Commission support the Justice Center and draft a
resolution in favor of the center. Diane seconded. Diane volunteered to draft the resolution
in letter format and then forward the letter to Nancy. Nancy will see to it that the letter is
delivered to the appropriate person at the County.
Announcements:
Doreen talked with Alma Vigo -Morales, the City's former Human Rights Officer, regarding
facilitating the Commission retreat on October 21. Alma will focus on diversity with
regards to "fire and passion" and why we are here and how to harness this for the
Commission's purpose. The agenda for the evening includes: supper, the team building
exercise and business items.
Audrey announced that a satellite broadcast on welfare reform and how the new welfare law
will impact services at the county level will be held October 9, 1996 from 11:00 a.m. - 1:00
p.m. in Room 219 of the Education Building at CSU. The broadcast is sponsored by CSU -
Dept. Of Social Work. Audrey noted that this new law may make some of the survey data
obsolete.

Commission Budget Update:
Doreen distributed an updated budget as provided by staff which listed the study expenses
and general expenses. Joan explained that any funds not spent or encumbered by the end of
the year would go back into the city's budget, and could be reappropriated through
productivity savings if that process is still approved by City Council.
Focus Groups:
Audrey reported that there was a successful focus group at Crossroads. Audrey is working
on getting together a group of professional Hispanic women, a Lesbian group, a senior group,
and a group of disabled women. Audrey may be calling members to ask for their help in
facilitating these groups.
Doreen talked with Mary Cosgrove of Project Self -Sufficiency regarding talking with staff as
a way of relaying information about their clients instead of trying to talk with their clients
directly.
Adjourn:
At this point, the business portion of the meeting was adjourned and members stayed to
discuss the data analysis concerning the survey. No decisions were made, as there was not a
quorum present.
