Tod Schwartz Board Members Absent: Pat Sousa (excused) Staff Present Roger Krempel Don Yon Edith Felchle At the beginning of the meeting it was stated that there was an error in the minutes of the previous meeting. In Kelly Ohlson's Fort Collins/Loveland corridor report voting results were mistaken as being City Council votes. They should have been stated as Corridor Committee votes. Corrected minutes are being mailed out. Instream Flow Because of his previously stated possible conflict of interest in this matter, Fischer left the room for the entirety of the instream flow discussion. Duncan reported on the Instream Flow Committee recommendations and handed out copies of the letter which they recommended be sent to the City Council regarding the Cache la Poudre River Basin. It was moved and seconded that the letter be sent to the Council as prepared. During discussion there was concern expressed that the letter might not adequately address the issue of future instream flow amounts. The motion on the floor was unanimously amended to strengthen the issue of future instream flow amounts. A copy of the amended letter is being mailed to the Board. It was unanimously agreed that the amended letter would be presented to the Council at the 9/17/85 meeting. It was agreed that Scott Duncan would present the letter. This action will be ratified at the 10/2/85 meeting of the Board. Wetlands Fechner read the letter he had received from the Prospect Shields Neighborhood Assn., contents of which had been presented at the 9/4/85 meeting. It was stated that staff will respond directly to the association advising them of the limitations on what can be done at the present. Leading into discussion of the arbor, Krempel showed slides which depicted the original design for the arbor and the latest design. The latest design essentially wiped out the arbor. The developer is, as a mitigation measure, providing the City with $25,000 which will be used for the purchase of replacement land in some other location in Fort Collins. Household Hazardous Waste Collection Day/Recycling It was announced that Yon would be interviewed on Channel 14 at 7:00 p.m., September 18th on the On The Line program regarding the Household Hazardous Waste Collection Day. Yon briefly reported on the National Recycling Conference which he recently attended. Yon reported on the status of the present recycling project (i.e. city-wide survey) stating that it is expected to be completed by the end of October. It was stated that Yon is preparing a brochure which will inform the public as to where recyclables can be disposed of. DNR Budget Krempel briefly reported on the department budget, explaining the restraints being placed on the department by City budget considerations. NRAB Needs Survey The listing compiled from the needs survey forms which Board members had returned to the DNR office earlier was presented. It was determined that.Sanz will review this listing and will prioritize for presentation at a future meeting. Solar Home All Board members expressed an interest in seeing Larry Moss' solar home. It was recommended that a Sunday early in November be set for this visit. Johnson will contact Larry Moss and determine his availability for the visit and will get back to the Board to confirm the date. It was also recommended that the City Council be invited to go along if they wish. Other Business It was stated that the proposed bylaws will be in the DNR office this week for mailing to the Board and will be considered in detail at the next meeting. Krempel stated that in October members of the Board will be asked to go into the field to review Lapointe's wetlands projects. It was suggested that Lapointe provide maps for Board members so that they can stop by projects near their homes and review them on their own, since getting committees together to do this could be difficult. Three copies of detailed Fort Collins/Loveland corridor information have been received for Board review. They are currently being circulated among Board members. It was also stated that copies of information which has been put out for public consumption will be mailed to Board members. The next meeting will be Wednesday, October 2nd at 7:00 p.m. in the CIC Room. The meeting adjourned at 9:20 p.m.
