WORKSESSION

The meeting, held for the purpose of dealing with goals for the Board,
was opened at 8:10 p.m, by Vice —chair Bob Sanz.
There was general discussion to determine what direction the
worksession would take.
Mayor Kelly Ohlson introduced Councilman Jay April and announced that
April would be the new Council liaison to the Natural Resources Advisory
Board. Ohlson expressed his continued interest in, and support for, the
Board and said that he would continue to follow its activities. April
spoke briefly to the Board, identifying his background and interest in
natural resources related matters.
Ohlson said he had met with Trout Unlimited and they are very
interested in the Natural Resources Advisory Board, particularly as the
Board deals with minimum stream flows.
When goals discussion resumed, it was decided refinement of the goals
which had been drafted at the 2/8/86 training session would be assigned to
applicable committees. A great deal of discussion ensued in the process of
determining appropriate goal/committee combinations.
The final decision identified five goal areas:

All existing committees were left intact for the present time. In the
future some may be eliminated or combined as activity dictates.
Krempel gave suggestions for refinement of drafted goals as follows:
Air -- To advise the City Council, promote public awareness,
and coordinate with other agencies on air quality
programs in the region which foster and promote the
health, convenience, and comfort of the citizens
while providing air quality management that will
enhance the City's welfare and economic climate.
Land Use/Wildlife --
Develop strategies, and coordinate with other agencies,
for the preservation and/or acquisition of open space
such as wet lands, urban wildlife habitats, and flood
plains.
Hazardous Materials/Waste
To advise the City Council, promote public awareness,
and coordinate with other agencies in the establishment
of programs and systems for the management, control,
and disposal of hazardous materials/waste to prevent
adverse health impacts and environmental degradation
of the Fort Collins area.
Recycling --
Increase public awareness and participation in, and
launch, an incentive program to increase the number
and volume of recyclable materials processed or
converted to energy with the community.
Education --
Increase public awareness and participation, and
advise City Council, concerning the protection,
preservation, productive use, and conservation
of natural resources.
Krempel suggested the water committee consider a goal relative to
recreating the river through Fort Collins as a fishery.
It was stated that in the refinement of goals, all thirty—nine needs
identified in the Board's earlier needs survey should,• be considered.
Therefore, committees should take into consideration identified needs as
indicated on the attached Needs Considerations sheet.
Structure and procedure guidelines were developed for committees to
follow in goal refinement. Each committee is to identify the issues in its
goal area; identify the specific goal; set long range goals (5 years); set
short range goals (1-2 years). The short range goals should spell out
specifics. Goals are to be achievable, and contain evaluation criteria.
The goals should satisfy the original Council charge to the Board.
Councilman April said that development of criteria around each goal would
be very helpful to Council. It was suggested that each committee prepare a

cover letter with the goals for future Board review and presentation to
Council for their review and input.
Regarding development of the river through Fort Collins, Krempel told
of a similar project in Boulder. A slide show of the Boulder project will
be planned for the Natural Resources Advisory Board meeting in May. Other
applicable City boards will be invited to attend.
LaRue reported briefly on activities of the Economic Development Task
Force and expressed concern about lack of awareness of environmental
issues. It was decided to devote the next Board meeting (April 2) to these
issues in hopes that the Board could be an outreach group for the Task
Force. Representatives from the Task Force will be invited to the meeting.
Board members would like to review surveys which have been done
relative to "quality of life" issues which people have identified as
important. Results of these surveys could be included in the Board'e
comments to the Economic Development Task Force. Staff will ask Linda
Hopkins to distribute this information to the Board.
