A regular meeting of the Cultural Resources Board was held on
Thursday, June 25. The following members were present:

DISCUSSION ITEMS
IV. Discussion regarding Fort Fund funding of Mardi Gras -
Fran Johnson moved to alter the funding recommendation
for the Friends of the Senior Center's Mardi Gras Celebration from
$750 in non -reimbursable funding for $2,000 in reimbursable
funding.

V. Museum Staff update -
Mike Powers updated the Board on the objectives for
staffing the Museum. During the last budget session staff has had
four main objectives for improving the staffing of the Fort
Collins Museum. Those objectives are:
1. Obtain benefits for the Exhibits Curator
2. Fill the Curator of Collections of position
3. Obtain a pay increase for Beth Higgins
4. Obtain F.T.E. status for Beth Higgins' position
Since the last budget process staff was able to
accomplish all of the objectives listed above with the exception
of number 4.
The Museum currently has 4.5 F.T.E. positions and
several hourly positions. The Museum recently filled the Curator
of Interpretation position and is in the process of filling the
Curator of Collections position.
Joan Day asked when the next budget process would occur
so that staff might have the opportunity to accomplish the fourth
objective. The next full budget process is in April of 1999 for
the planning of the 2000 - 2001 budget. There may be an
opportunity to make adjustments to the 1999 budget this year.
Staff will keep the Board informed if this is a possibility.
Jennifer, Beccard asked what is being done with the .5
F.T.E. Director of Development position. The position will remain
but there is currently no money in the Museum's budget to fund the
position. The money from the Development position was used to
accomplish the objectives listed above.
Development and Fund-raising for the Museum is included
as part of the duties of the newly hired Museum Director.
The Board would like to see staff continue to work
towards acquiring F.T.E status for Beth Higgin's position.
VI. Building Community Choices Update -
Staff now has direction from City Council to begin
seeking sites in the downtown area for the new performing arts
center. Staff will continue to update the Board on possible sites
as they become available.
Since the City of Fort Collins and Colorado State
University will not be working jointly to build a new performing
arts center, City staff will continue to work with Colorado State
University on joint ventures in terms of the performing arts
including items such as Box Office & ticket sales, programming,
fund-raising and other areas.
VII. Fort Fund Guidelines -
For the next seventy minutes the Board discussed
possible changes to the Fort Fund Guidelines. Some of the topics
that the Board would like to consider include:
1. Raising the limits on reimbursable funding
2. Raising the limits on non -reimbursable funding
3. Definitions of Fund #1 & Fund #2
4. How fund-raisers are viewed and the issue of "need"
5. Applications for more funding than is allowed
6. Spending the grant in a one-year period vs.
holding the event in a one-year period
7. How religious events are viewed
8. Recreational vs. cultural events
Fran Johnson submitted a proposal to the Board
outlining changes to the Fort Fund process. (see attached
proposal). Ms. Johnson's proposal focused on three tiers:
1. Operating Support
2. Special Events
3. Fund-raising events
Board members were asked to consider the issues raised
by Ms. Johnson's proposal and come prepared to discuss changes to
the Fort Fund process and guidelines at future meetings.
VIII. Future Meeting Date and Time -
Fran Johnson moved that the date and time of the
Board's regular monthly meetings be changed to the fourth Thursday
of each month from 7:30 to 9:30 a.m.

This new meeting date and time will take effect
beginning in the month of August. For the month of July, the
Board's regular meeting will be held on the fifth Thursday (July
30) from 7:30 to 9:30 a.m. All meetings will be held at the
Lincoln Center. The Board will continue to take tours of the
Museum when necessary to continue to be updated on current
exhibits and changes at the Museum.
IX. State of the Arts Update -
A follow-up meeting to the March 30 State of the Arts
meeting will be held Monday, June 29. As of the time of this
meeting, there were approximately 50 responses for the follow-up
meeting.
At the June 29 meeting, participants will be divided up
into smaller committees to work in areas relating to the arts
including:
1. Education
2. Marketing
3. Facilities
4. Umbrella Arts Entity for Coordination &
Communication
5. Funding
6. Arts Programming
7. Advocacy
8. Accessibility
X. "Valuing the Arts Conference" report -
Jennifer Beccard reported on the "Valuing the Arts
Conference" that she and Corinne Govan attended on June 6 & 7.
Bill Ivey, the Director of the National Endowment for
.the Arts was the keynote speaker. Many of the presentations that
Ms. Beccard and Ms. Govan attended were described as informative
and energizing. They also felt that the conference touched on
many ideas that could possibly be put to use in the Fort Collins
arts community including a lists of resources that are available.
XI. Strategic Plan ("capacity review") assignments
The Board discussed their assignments for completing
the Strategic Plan that was conceived at their retreat on Nov. 1,
1997. Those assignments are:
Jennifer Beccard - Review the City Code as it relates
to the Board's perimeters.
Loren Hooper - Funding (Does the Board need its own
source of funding & how does it obtain it)
Bruce Hendee - Governance (How the Board conducts its
day-to-day business)
Jennifer Beccard - Human Resources (How can the Board
be sure it is attracting the best applicants possible)
Joan Day - Information (How does the Board gather the
information it needs to serve the community) See the attached
Information Review.
Board members will provide an update on their
assignments at the July meeting.
XII. Review of past Fort Fund events -
The Board reviewed final reports from the following
events/organizations:
Indian Student Assoc. - Indian Music & Dance
CSU Creative Writing Program - Poetry Reading
Dance Express
Northern Colorado Artists Association
Fort Collins Museum - Exhibits

Multicultural Commission
XIII. Committee Reports -
Lincoln Center Board - Discussed the site selection
process for the new performing arts center. Welcomed Chris Burge
as their newest member.
Arts Council - Held an "Arts Connection" gathering June
18 at Harmony Park Gallery. The focus was on arts education.
Museum -:Jill Stilwell displayed some of the items that
are currently for sale in the Museum Gift Shop.
Rendezvous/Skookum Day will be held July 11 at the Museum.
Convention & Visitors Bureau - The CVB is having a new
logo designed. Bids are currently being received for the
construction of a new CVB facility near I-25.
Art in Public Places - The Board is working on a
Neighborhood Grant Process for public art.
City/CSU Feasibility Study - No report
The Board will select new committee liaisons and
officers at its July meeting.
XIv. Other Business -
There will be an update on the City's 125Ch Anniversary
celebration at the July meeting.

I am proposing three tiers of funding:
1. Operating expenses for a year would be given in an April funding session. Groups
could apply for up to $10,000 only once a year. These funds would be open only
to non-profit organizations whose primary purpose is to present three or more
different public performances or exhibits per year. In addition, they must have
proved annual program success for three years before being eligible for this type of
funding.
2 Special events funding would be given twice a year in June and January. Groups could
apply for up to $5000 for a single event with a 12 month limit of $5000 per event
or $10,000 per organization. Fund raising events that show a profit of more than
$1000 would not be able to apply. Organizations funded under the first tier could
apply for no more than $3000 per year more for any special event.
3. Funding for events that show a profit of more than $1000 would be given twice a year
in June and January. Groups could apply for up to $1500 per event with a limit of
$3000 per organization. No liason need be appointed to these events.
Organizations funded under the first tier could not apply for this funding.
Organizations filnded under the second tier could apply for no more than $8000
total.

The box office project continues to be on schedule and will be completed by the
end of summer. Major construction is completed. Next steps involve phone lines for
computers and getting the computers in place and working. Artist Reven Swanson has
been hired to create a tile mosaic for the front of the box office. The tiles are 2" by 2"
and the mosaic will run the length of the front of box office under the ticket windows.
Construction has started in the Ludlow room. The project will be done in three
phases to accommodate already scheduled events in those rooms. The project involves
new carpeting, wallcovering, additional lighting, window coverings, painting and a new
wall between the kitchen area and the rest of the Ludlow area. The design committee has
approved the project ... the LC Support League has donated $20,000 towards the project
... the project is being coordinated by the City's Facility Department.
Lincoln Center staff will be on our annual retreat August 12t' and 13' to develop
goals and begin work on the upcoming season.
The Center will be 20 years young this September. Bob Coonts has designed a
special 20" anniversary logo which will be included in all advertising during this season.
In addition First National Bank has agreed to donate money for 20' anniversary banners
which will be placed in several spaces both inside and outside the building.
PROGRAMMING:
The Lincoln Center New York Tour which will be December 2-6 has been sold
out!
Full page ads for Lincoln Center series has started. The first one for the
Showstopper Series ran last Sunday. Two additional full page ads are planned to
announce dance, classical music travelogue and Anything Goes series.
VISUAL ARTS:
Lincoln Center galleries will present a cultural exchange exhibition entitled
"World Peace Through the Arts: Wind, Woman, Word" July 30 through August 20 in the
Intimate Gallery. The silver -gelatin photographs and examples of photogravure by
Kentucky artist David Bartlett will be on display in the Lobby gallery Aug. 4 through
Sept. 11. Our third exhibit will be "The First Twenty -Five Years", an exhibition of
posters by OpenStage Theatre and Company, displayed in the Walkway Gallery August 7
through August 30.

MUSEUM SHOP
The Museum Shop introduced the new Worthington Whittredge postcard at the end of
June. The Museum pencil will be included in the art bags being distributed by the Arts
Council during New West Fest in August.
SKOOKUM DAY
Skookum Day attracted approximately1500 people and grossed S625 through ice cream,
clothespin dolls, and blacksmithing sales. The Victorian Fashion Show and Autumn
Morning Star's storytelling were particularly popular. The staff had a follow-up meeting
to brainstorm new ideas for next years event, some of which included partnering with
other organizations in Fort Collins and adding to the musical and food selections.
Approximately 200 members of pioneer families gathered on the Museum steps at 2p.m.
on Skookum Day for a photo op as part of the 125th Anniversary of the incorporation of
the City of Fort Collins. The photograph was taken by Bill Schneider and the Museum
will collect two for the permanent collection.
NEW LIGHTING
The Museum staff is working with the Utility Department and Facilities to design a new
track lighting system for the main floor of the Museum. The Utilities Department is
providing funds for a lighting consultant who will help design the system with energy
conservation in mind. The system will be designed this fall with installation potentially
in early 1999.
MUSEUM ADVISORY COUNCIL
The Museum staff has been discussing the possibility of creating a Museum Advisory
Council made up of 8-12 community members to help expand the reach of the Fort
Collins Museum. The staff will be discussing this option at our October staff retreat and
will present the proposal to the CRB later this fall.
EXHIBITS
Silent Echoes, opening July 30`h, explores the ghost towns of Colorado's prairies.
Ties to the Land, closes the end of August
Night Walker '98: September 3 — October 31, The Fort Collins Museum will host the
annual Night Walker juried art exhibition which celebrates the art inspired by the Native
American cultures. This years exhibit will be dedicated to Night Walker founder Lewis
Trujillo who passed away in June. The Opening Reception will be September I Vh, 7p.m.

GRANTS
The Museum requested $3,600 from Fort Fund and was awarded $3,000 to assist with the
expenses of the Fall 1998 —Spring 1999 exhibition season.
Attached is a one page brief on the current status of the Museum's planning project that is
nearing completion that was funded by a National Endowment for the Humanities grant
awarded in 1995.
STAFF
Treloar Tredennick started as the new Curator of Interpretation on July 13th. She has
been shadowing different staff to learn Museum procedures and engrossing herself in
Fort Collins history.
Interviews for the Curator of Collections position were held on July 27'h. The Museum
selected five candidates to interview and hope the finalist, once selected, will start
sometime in August.
A farewell celebration was held on Monday July 13'h in honor of Lisa Worley and
Michael Gorgan. Lisa accepted a position as Curator at the Kell House Museum
inWichita Falls, Texas. As Michael completed Skookum Day, his contract with the
Museum came to an end. He will continue his many ventures with various Fort Collins
theatrical and cultural organizations.

New Permanent Exhibit Planning Project
Update —July 30, 1998
For the last three years, Museum staff and contract personnel have been engaged
in an extensive self -study and planning project. The result of the project will be a new
interpretation of Fort Collins history based on the theme of people and the environment.
This interpretation will be developed into a script and design for an all new permanent
exhibit on the history of Fort Collins throughout the first floor (excluding the North
Gallery) and the Overland Trail Room (on the basement level) of the current Museum
building. These new dynamic and interactive displays will lead visitors through the
unique natural environment of Fort Collins and the surrounding area and situate human
history from 11,000 years ago up to the year 2000 within this environment. For the
reality is, none of us would live in this city today if it weren't for the natural environment
in which it is set, including the river, the rich soil of the piedmont, the geology, the scenic
beauty, and the natural occurrences that have shaped our community.
By the end of the project period (Dec. 1998), staff will have:
• completed the research document on which the new exhibit will be based;
• written an exhibit script which outlines exhibit text, artifacts, hands-on components,
computer stations, and educational adjuncts to be included in the exhibit;
• designed the exhibit on paper in cooperation with consultant Bob Woltman from the
Albuquerque Museum;
• outlined educational programming including new educational services the Museum
plans to implement.
This planning portion of the project has been funded by a grant from the National
Endowment for the Humanities.
In order to actually construct this new and innovative exhibit, the Museum will be
embarking on a capitol campaign to raise the estimated $750,000 needed for completion.
The Museum will be seeking funds through a variety of sources including the National
Endowment for the Humanities, City Council, corporations, foundations, and individuals
in the community. The capitol campaign is slated to begin sometime in 1999.
