A regular meeting of the Cultural Resources Board was held on
Thursday, March 25, 1999 at 7:30 a.m., in the Canyon West Room of
the Lincoln Center. The following members were present:

III. Consideration of minutes of February 25, 1999 -
Changes were made to the minutes of Feb. 25 to clarify
how funding from the City will be appropriated to the Arts Alive
organization.
Motion to accept the minutes of Feb. 25, 1999 as
amended: Corinne Govan

DISCUSSION ITEMS
IV. Reconsideration of Fort Fund proposal from Native
American Student Association -
The Board heard a presentation from the Native American
Student Association (NASA) at CSU regarding their request for
support from Fort Fund for the 18Ch Annual CSU Pow -wow.
The Association was part of a combined request with the
Northern Colorado Intertribal Pow -wow Association during the
January, 1999 funding session. The two organizations received
$4,000 from Fort Fund to host a combined Pow -wow in April of 1999.
The combined Pow -wow was cancelled and the two organizations have
decided to hold individual Pow -wow events.
Through their proposal, representatives from the NASA
asked the Board to redirect the funds that were granted to the two
organizations to support their Pow -wow that is to be held April,
24. Cameron Cuch, of the NASA, spoke to the Board regarding their
application.
Following Mr. Cuch's presentation the Board discussed
the proposal and considered input from the Convention and Visitors
Bureau regarding the event.
Bruce Hendee moved that the Native American Student
Association receive $2,000 from Fort Fund to present the 18`h
Annual CSU Pow -wow. ($1,000 from the Cultural Development and
Programming Account and $1,000 from the Tourism Account)
Loren Hooper seconded the motion

V. Fort Fund contract changes -
Evan Hyatt presented a revised copy of the contract
that are used for Fort Fund recipients. This revised contract
reflected changes made by the Board at their regular meeting in
February.
VI. Fort Fund evaluation form -
The Board discussed a draft of a Fort Fund Evaluation
Form. It was decided that this item would need more attention
than time allowed and that it would be an agenda item at a future
meeting in order to assign a sub -committee to work on changes to
this form.
VII. Fort Fund II (Tourism Account) update -
Members of the Board, staff members of the Convention
and Visitors Bureau, City staff and Councilmember Will Smith, met
with Frank Bruno, Assistant City Manager to clarify the guidelines
regarding Fort Fund's Tourism Account (Fund 42).
This meeting was held to help clarify questions
regarding the recommendations of the CVB on how moneys from this
account should be spent.
As a result of the meeting, it was agreed that the
Cultural Resources Board would "take the recommendations of the
CVB more to heart" when considering how the Tourism Account
dollars would be dispersed. Staff of the CVB will provide more
prioritized recommendations for funding (those recommended, next -
in -line, or, not recommended) as well as the background, or logic
for the recommendations to the Board.
If additional input is needed, a member of the CVB may
attend future funding sessions and make additional recommendations
to the Board.
Also, the Board was asked to consider the creation of a
"Opportunity Fund" set aside from Tourism Account moneys. Events
that fall outside the regular funding cycle would then be able to
apply to Fort Fund. This type of funding would be allowed under
"special circumstances" only. The Board will discuss the possible
creation of an "Opportunity Fund" at a later meeting.
VIII. Update on Museum -
Jill Stilwell updated the Board on the creation cf new
exhibits for the Museum and how their space is currently being
utilized.
Ms. Stilwell presented several ideas of how the Museum
could be used differently to accommodate new exhibits. She also
shared drawings with the Board of ideas on how the facility could
be re -designed to better accommodate new and current exhibits.
Board members asked questions and made suggestions and
comments about the new ideas and concepts for changes to the
Museum. Costs of the possible renovations is still to be
determined. The money needed to make proposed changes could be
generated through a combination of fund-raising, City funding and
an additional grant from the NEH.

IX. Recommendations for 2000-2001 budget -
Any recommendations that the Board might have for the
City's 2000-2001 budget are due to the City Manager's Office by
May 3.
The items that the Board may be considering for
recommendations to the City Manager include:
1. Ongoing funding of a full-time position for an
Accountant at the Museum.
2. One-time support for matching funds for an
additional grant from the NEH.
3. Ongoing funding for a 1/2-time custodial position
and a 1/2-time Box Office position at Lincoln
Center.
The Board will make formal recommendations for funding
of items at their regular meeting in April.
X. Arts Alive update -
A fund-raising event was held at 5:00 p.m. on Saturday,
March 27 at Bas Bleu Theatre to continue the process of gathering
financial support for Arts Alive.
XI. New Performing Arts Center update -
On March 21 & 22, representatives from the
architectural firm that is evaluating potential sites for the new
Performing Arts Center met with members of the Board, members of
the fund-raising committee and City staff to discuss the possible
sites. These architects will study each site, consider the input
they received and compile a list of pros and cons for each site to
be presented to City staff by June.
XII. Review of past Fort Fund events -
The Board reviewed final reports from the following
events/organizations:
Lutheran Family Services - Resolution Run
Friends of Traditional Dance
N. Colorado AIDS Project - "A Warm Winter Evening"
XI. Committee Reports -
Lincoln Center Board - Held a joint meeting with the
Board on March 21.
Fort Collins Area Arts Council - No report.

Convention & Visitors Bureau - See above information
regarding the discussion of Tourism Account.
Art in Public Places - A final decision on the Downtown
Art Project was made at the Board's meeting of March 24. More
information to come at the Board's meeting in April.
New Facilities - See above information regarding the
New Performing Arts Center.
XIV. Other Business -
The Board will hold its next regular meeting on
Thursday, April 22 at 7:30 p.m. In addition, the Board will hold
a Fort Fund funding session Wednesday, April 28 beginning at 4:00
p.m. at Lincoln Center.
Jennifer Beccard asked that an agenda item be placed on
the Board's agenda for the April meeting to discuss the memo that
was received from the Senior Advisory Board regarding the
"International Year of Older Persons". (see attached memo)

Local communities around the world are tying in with
the United Nations' proclaimed "International Year of Older
Persons" (IYOP), acknowledging that the senior populations
are the fastest growing segments everywhere.
Fort Collins is an immensely interesting and diverse
society made up of people of all ages whose talents do not
necessarily diminish as they grow older.
The Fort Collins Senior Advisory Board asks you to
watch for local events that celebrate our own senior
population, and to not overlook this segment of the
community in your planning.
Five local organizations have volunteered to concen-
trate on one of the five principles which have been
highlighted by the UN:
Independence - Area Office On Aging; Care - Aspen Club
(Poudre Valley Hospital); Self -Fulfillment - Senior Center;
Participation - RSVP; and Dignity - Senior Advisory Board.
We respectfully suggest that all. city boards and
commissions take these principles into consideration and
apply them to all ages in plans that head into the new
millennium.
We also ask you to let the Senior Advisory Board know
what those plans are, and if the Board can help put them
into practice.
Together let's make and keep Fort Collins a true
"Society For All Ages."

April 22, 1999
Pinhole Camera Workshop, April 3, involved 19 participants who created their own
camera, took pictures, and developed them in our on -site "darkroom".
• Keith Miller, grandson of Myra Miller, led 22 visitors through Mama's Camera: The
Myra Miller Photo Collection exhibition on Saturday April 10.
Boxelder School House Summer School registration began on April 6`h. 169 of 180
possible slots are filled. Norlarco Credit Union again underwrote scholarships and
supplies with a $500 donation. The Museum is piloting an afternoon session this
summer to see if this time appeals to the public. Next year we hope to begin exploring
a new summer school program that would utilize one of the other cabins.
• John Carr presented a mount making workshop for 25 CSU graduate students from the
Interpretation Program in the Natural Resources department.
COLLECTIONS
A CSU intern and a Museum volunteer have been diligently working on re -housing the
Museum's Folsom collection, which contains lithic materials dating back to 10,800 years
ago. The Fort Collins Chapter of the Colorado Archaeological Society wrote and secured
grant funds to purchase two state-of-the-art cabinets for housing this important collection.
UPCOMING EXHIBIT
A Century of Cycling, opening May 20`h — October 31. This in-house exhibit explores the
technological and social history of the bicycle. Bicycles from the Museum's collection
and from regional private collections will be featured in the exhibition, a fun and
interesting bicycle for every generation! Center Printing, Reprographics, Fort Fund, and
New Belgium Brewing Company contributed financially to the exhibition.
BIKE FEST
The Museum staff has been working in concert with the Transportation Demand
Management Department to coordinate A Century of Cycling with Bike Month events.
The opening celebration for the exhibit and Bike Month kick-off will be Bike Fest on
Sunday, June 6th. Rides, games, contests, and safety workshops will fill the day. The
annual Ed Kreiser Memorial Metric Century Ride, Read and Ride, and Pedal the Poudre
Ride will all be held that day, starting and ending in Library Park.

LINCOLN CENTER REPORT
APRIL 22, 1999
ADMINISTRATION:
Lincoln Center's annual volunteer party will be April 201' from 5 to 7 pm.
Approximately 120 volunteers will attend this year.
The Art in Public Places Administrative Aide has been hired and will begin work
the week of April 19"'. Elizabeth McKinney comes with excellent qualifications and will
be a great asset to the APP program.
Staff has been working with the design committee and with Facilities to renovate
the Columbine Room with new carpet and wall coverings.. We are planning to proceed
with this project this summer.
The Assembly of God Timberline Church had a very successful week presenting
the Passion Play. All seven performances were sold out and they have booked the
Performance Hall again next year.
Voila, New Wave Circus, the replacement for Cirque Ingenieux was an excellent
production, receiving standing ovations each night, and was a wonderful substitution.
(sometimes we get lucky!)

VISUAL ARTS:
The Lincoln Center Galleries are hosting the 8" Annual Northern Colorado Artist
Association exhibit, April 14-May 21, 1999. This nationally juried exhibit features 150
works of art by 101 artists representing 22 states. This year's juror is Colorado native
Mark Thompson who has spent years as a commercial illustrator and teacher. The public
is invited to attend the opening reception for this exhibit Saturday, April 17, 5-8 pm in the
Canyon West Room. An awards presentation to announce the prize recipients will take
place at 6 pm.
