HomeMy WebLinkAbout2006 - Art In Public Places Board - Work PlanART IN PUBLIC PLACES BOARD 2006 WORK PLAN Introduction: The Art in Public Places Program (APP) was reauthorized in April of 1998. The APP Board will continue to advise City Council on projects and programs relating to public art, design and aesthetics. Range of Activities Planned for 2006: Council Amendments • Complete inventory list in spreadsheet form of projects including project name, artist, costs and funds available for overview. • Consider budget items of maintenance and cost to non -building type projects (sewers, sidewalks). • The Board will discuss how the APP program can be promoted and how these projects can add to Fort Collins as a cultural hub. Design Consultant Proiects The APP Board currently has a juried list of 12 visual artists on the city's Design Consultant Resource List. These Design Consultants work with city departments and design teams to integrate art into city construction projects. 1% Projects These projects are usually developed in conjunction with a larger construction project and the art project timeline coincides with the construction timeline. Therefore, the APP art project could be delayed if the construction project is delayed. All these projects have an artist working with the project design team. The APP Board is currently working on twenty-one 1% projects (city construction projects with budgets over $250,000). The projects are listed in order of project budget amount. The largest art budget is listed First. The last six projects have art budgets less than $10,000 and under: The APP program is working with the Police Department on a new Fort Collins Police Facility: Andy Dufford was awarded the commission for this project through an open RFP process. The artist is currently working with the project team on concepts for art at the site. Spring Canyon Community Park project and the Utility Southwest Pump Station project were combined in an open competition. Artist Karl Ciesluk is currently working with the team on the overall design of the park and concepts for the artwork. The Northside Atzlan Center was presented to APP Board by the Recreation Department. Artist Carolyn Braaksma has been selected for the project through an open competition. The artist will start meeting with the project team shortly to develop concepts for the site. The Utility Department presented the Drake Water Reclamation project to the APP Board. Through an open competition, artist Lynne Hull was selected and is currently working on the project titled, "East Drake Pondworks: We All Need Clean Water;' to be completed in 2006. A Utility Engineer presented the Sheldon Lake project to the APP Board. An open competition was held and artist Brower Hatcher was selected to work with the team on design concepts. The proposed artwork has been recommended by the APP Board and will be presented to City Council in the near future. Artist David Griggs was selected from an open competition to work with the team on the CSU Transit Center Phase II project. He is working with the team and presented final designs for three art elements to the APP Board. The project will be presented to City Council in the near future. The artist team of Design Tria was selected from the pre -approved Design Consultant list by the Mason Street Transportation Corridor project team. Design Tria is currently working with the team to develop concepts for this site City Engineers presented the East Prospect Road project to the board. An open competition was held and the artist team of Carol May and Tim Watkins were selected to work with the team on design concepts. The team is currently working with the project team on multiple elements for this site. The APP Program has been collaborating with the Parks Department and Downtown Development Authority on an Old Town Tenney Alley Project. This competition was advertised and artist Barb McKee was selected to work with the project team. The artist has been working with the team on concepts for the site. The Advanced Planning Department had previously met with the APP Board to outline the various gateways to the city and options to work together as a team. The Board discussed being attentive to future projects that may be gateways to the city. The City's Engineering Department updated the board on the North College Improvement project. Artist Howard Kalish was selected from an open competition. The artist will visit the site and start meeting with the team in the near future. Park Planning staff proposed that the Art in Public Places Program work with them and place art at the site that they are currently developing. The project team for the Fossil Creek Trail project interviewed artists from the APP Design Consultant list and selected artist team Design Tria. The design for this art project will include visual safety elements have been approved and will be constructed in 2006. Natural Areas staff presented to the board a phase II to the Nix Facility project. Artist Joe McGrane completed the work on Phase I to the site and will now be the artist working on phase II at that site. Joe McGrane will work with the project team on art concepts for that site. The Utility Department distributed information to the board on opportunities for art on Transformer Cabinets. The designs for the cabinets were designed by artist Sandra Toland. The program hopes to complete this project in 2006. Utility staff presented the APP Board with a project for Conservation Theme Benches that will help promote the Utilities educational goals. The project team interviewed artists from the APP Design Consultant list and selected artist Barb McKee (Surface Strategy, LLC). She is currently developing concepts for this project. The Natural Areas Department presented Bobcat Ridge project to the APP Board. The board recommended that the team select an artist from the APP pre -approved Design Consultant list. The project team interviewed artists and selected Robert Tully. Robert Tully will present final designs to the APP Board in November. Construction will take place 2006. The Natural Areas Department presented the Reservoir Ridge project to the APP Board. The Board suggested that an artist be selected by the project team from the pre -approved Design Consultant List. The design consultant finalists for this project are scheduled to interview in the near future. The Park Planning and Development Department brought to the board information on Harmony Park II in Southeast Fort Collins. APP staff has coordinated a collaborative project with Preston Junior High School and Traut Core Knowledge School to incorporate art into Harmony Park. The project team selected artist Jim Lynxwiler from the pre -approved Design Consultant Resource List. This artist will start phase II of this project and will install an entryway art feature that would incorporate hand -made tiles by the students. The project will be completed in 2006. The Park Planning Department presented the Case Park project to the APP Board. It was their suggestion to work with the art teachers and students at the adjoining Fort Collins High School on a collaborative project. The artist has been on hold waiting for the second phase of Case Park. The selected artist Jim Lynxwiler will resume his work on this park in 2006. A city engineer presented ideas for projects that could be incorporated into city sidewalks. The board recommended an open competition to solicit drawings from Fort Collins students ages 3-15. The APP program will start advertising the 2006 Pedestrian Paver competition and will select drawings in early 2006. Up to 15 designs will be selected and be sandblasted into granite pavers. This will be the fourth year for this program. The Children's Garden project was presented to APP by Horticulture Department. Andy Dufford was selected as the artist from the APP Design Consultant Resource List. This project will be completed in 2006. Huidikoper Park was presented to APP by the Parks Planning & Development Department. The site includes a baseball field, soft trail, tennis courts, and shelter. The APP Board has suggested that the project team using the pre - approved Design Consultant list. Other Proiects • The APP Program will continue to develop Utility projects that support the goals of the Utility Department • The Trash Can Art project for city parks will continue in 2006. New Proiects in 2006 • Discovery Center/Museum • Pedestrian Accessibility 2006 • Renovation of Police Services Facility Activities • Review and make recommendations to City Council on all APP projects and donations. • Advise and make recommendations for changes to rules, regulations, guidelines, policy, administrative, and budgetary matters pertaining to the APP Program. • Continue to provide public art consulting for local private businesses. • Continue to expand and maintain the APP website. • Continue to maintain the APP art collection.
