HomeMy WebLinkAboutWomens Commission - Minutes - 08/17/1998Commission on the Status of Women Minutes August 17, 1998 Present: JoAnn Ginal, Becki Fosha, Bobby Gonzales, Peggy Loonan, Connie Merrill, Susan Crowe, Lena Sunthankar, Annemarie Evans. Laurie Fonken-Joseph Guests: Marjorie McTaggart, Yvonne Meyers, Senior Advisory Board Shelly Stevens, Fort Collins Housing Authority I. Call to order: Meeting was called to order 6:12. II. Minutes: Approved at written. III Presentations: Marjorie McTaggart: Marjorie shared that there are 50,000 Americans over 100. She believes that within the senior population there is an intragenerational difference, younger seniors who are very active, middle seniors who are less active, and the elderly seniors. Attached is a summary of the information Marjorie shared with us on seniors. Marjorie writes a column in the Coloradoan on seniors, articles were shared with Commission members. Would like plans for Women's History month to include senior women. Commission members asked questions and discussed elder care, support after retirement, treatment of seniors regarding health care, and rethinking that only employed people are productive. Talked about TRIAD, which includes members from the Sheriffs department, AARP and Police. TRIAD is a program which addresses crime prevention and safety for seniors. Seniors assist law enforcement and vise versa. Marjorie is a part of Slightly Older Adult Players, readers theater that addresses senior issues. The theater is currently working with Channel 27 to do a video with 5-6 scripts focusing on alerting seniors of criminal behavior going on in the community. Proposed the idea of a senior women's month, working in collaboration with the Senior Advisory Board and the Commission on the Status of Women, Aspen Club, Senior Center, etc. Possibly do a proclamation in the month of May. This is something for the Commission to consider doing in the future. Look at Marcile N Wood award and the information that goes out about her, as she did so much we do not want to scare women away. Bobbie will be getting the Senior Advisory Board minutes and share them with the Commission. Shelly Stevens: Director of the Housing Authority. Shelly has reviewed the housing section of our report. Shelly has some data from the state she will try to get for us which deals with women and poverty. There was a great need to clarify the statistics. She invited us to tour the housing sights to see how people live and how their lives are enhanced through the housing they are provided. Shared if you have not been personally affected by the issues around not having housing and not being able to meet basic needs, or to have to make the choice between paying rent and buying food it is hard to imagine what these programs are about. The issue of acquiring dwellings by the city is coming before the council August 18, 1998. Shelly has asked them to consider acquisition of existing properties as well as building new ones. Provided us with brochures from their 25 anniversary. Many of her clients are single mothers with children. Goals of the housing authority are to provide housing programs, develop, design, make affordable for low income populations. The programs assist seniors, disabled, young mothers. HUD has put money into self sufficiency programs because families are now living generation to generation in assisted housing. This is a new trend to help with case management, education, and resources to help families maintain and move up in terms of economic stability. The housing authority networks with Larimer County social services, and other agencies to do this. 154 public housing units have been acquired or built with HUD dollars. They become a permanent property of the housing authority. 15 structures are designated for elderly. Plus provide operating subsidies to keep the housing up. People pay 30% of income for rent. Minimum rent of 50.00 which includes utilities. 42 units in Wellington. Housing authority has 454 section 8 certificates and vouchers. The waiting list for housing is currently closed. Asked the Commission to support needs related to housing which come to our attention. This program is not just about housing, it is about being able to buy food and be involved because if all your money is going for housing all you can do is survive. IV. Announcements: A. -Beth Fitzgerald has resigned. B. Nancy announced Sexual Assault Victim Advocate Team has established a Hotline and gave out the Sexual Violence/Rape Crisis Hotline numbers. C. Discussed having a retreat before the end of the year. We still need to look at the goals each member came to the Commission with and get to know each other. This will help us focus on the work to be done. V. Business: A. - Nominating Committee: Becki reported that we have no candidates for chair or co-chair. Both Danielle Johnson and Peggy Loonan have offered to be on the slate for the position of secretary. Options are to postpone the elections until October. JoAnn is willing to help out with the new chair or co-chair, as well as serve in these roles the next couple months. Discussed a change to the structure of the meetings which would include having members alternate running each meeting versus having the chair be in charge every month. Chair would call facilitator a week or so before the meeting to check in. Becki made a motion to change to the facilitator model and have facilitators rotate in alphabetical order month to month with facilitator providing refreshments. Connie seconded. Motion carried on a unanimous vote. JoAnn will let Rita know she will be facilitating the next meeting. The chair will still do the agenda for the meetings. Talked about having someone who is coming into the position of chair work with the current chair or co-chair. JoAnn will oversee and assist whoever wants to step in. Becki suggested that we postpone elections. Laurie will the City Attorneys office and we will revisit this issue in September. B. Marcile N. Wood Award: JoAnn reported on the winner and the runners hers up. Reception will be at 5:00 August 18, 1998 at City Hall with awards at 5:30. C. Report on the Ten Year Update Study: JoAnn heard from Audrey that the technical writer has not completed the revisions. We need to review education and training. Members were asked to review and make comments and corrections. Send suggestions on revisions to Audrey Faulkner or JoAnn. There is work to finish up income, health, welfare and appendix by end of August. Date to be presented to Council at a Study Session is October 13. Presentation to DOVIA November 12, 1998 at Catholic Charities 11:30. D. Marketing Report was moved until next meeting. E. Discussion of upcoming speakers: We will invite and consider other speakers. Discussed putting time limits on speakers when they come to the meetings. F. Commission role in upcoming city council elections was moved to later meeting. G.
