Transportation Board Charter
Rick Ensdorff of the Transportation Department was present to
discuss the ordinance establishing a Transportation Board. Bothwell
distributed a draft of the ordinance.
Ensdorff said they would like to present the Charter to Council
February 18 so Council can create the Board and it can start working on the
action plans of the Transportation Plan. He has worked with Councilmember
Fromme on this. The structure of the Board would be seven members, with a
chairperson and officers selected as needed. He explained that the
functions of the Board would be to advise Council on policy matters
pertaining to the City transportation system. It would focus its policy
advisory role in the following areas: transportation planning; alternative
modes planning; capitol improvement projects; transit; bikeways; review
Citys interaction with Federal, State, and County government on
transportation related issues; downtown parking management; and other
transportation issues as identified a yearly Work Plan.
The Board discussed the ordinance and the following recommendations
were made:
o Expand membership to nine members instead of seven because of
the large workload and get more breadth on the Board.
o Revise Section 2-233 to read as follows: Functions. The
duties and functions of the board shall be: (1) To advise the
City Council on matters pertaining to the City transportation
policies and system. (2) The board will focus it's policy
advisory role in the following areas, but not limited to.
o In Section 2-233 Functions, Under number two, "Alternative
Modes Planning", add a parenthetical element to describe the
alternative modes.
o In Section 2-234, Coordination with other boards, commissions
and the community -at -large, do not capitalize the terms, "air

quality", "natu : resources", and "land u: to clarify that
the reference is to policy areas, not specific boards.
Johnson moved and Friedman seconded that the NRAB send a letter to
advise Council to create a citizen's Transportation Board. The motion was
passed unanimously. Shoemaker will draft the letter for Smith's signature.
Ensdorff noted that the schedule to create the Board, issue press
releases about vacancies, receive applications, and select members would be
complete by mid -April.
