NATURAL RESOURCES ADVISORY BOARD
JANUARY 6, 1988

Approval of Minutes
Krempel brought up two changes to the December Minutes. The first
line of the third paragraph of the "Announcements" section should read,
"Krempel announced that the Poudre River project advisory committee will
meet." The word "advisory" was omitted from the original Minutes. The
last sentence of the ninth paragraph of the same section should read,
"Future options may be discussed near the end of next year, but nothing
before then." Instead of the word "options," the original Minutes said
"operations." The changes are noted in these Minutes; original Minutes
need not be reprinted and distributed. With these changes, the December
Minutes were unanimously approved as submitted.
Committee Reports
Mitigation Committee: It was decided that this committee should be
activated, and appear on the agenda, only when an issue has arisen
requiring its consideration.
Land Use Committee: Krempel reported that at the meeting on the
County Land Use Plan (being held concurrently with this board meeting) the
City Planning Department is making a statement on six matters that should
not be ignored. One is a natural resources item. The revised Plan states
that natural resources "should" be considered. The City is asking that it
be changed to say that natural resources "shall" be considered. After Bob
Wilkinson reviews the final plan, the Land Use Committee wants to meet with
him to discuss and review the Plan. Copies of the final plan will be sent
to NRAB when available.
Education Committee: Shimkus reviewed the progress on plans for the
environmental symposium to be held February 4. She highlighted the keynote
speakers: Mike Hauser and Gerry Horak. She asked NRAB members to let her
know if they would be willing to serve as hosts and hostesses for the
symposium. It was asked whether or not there would be an area or a table
where participants could share their brochures or environmental
information. This will be discussed with the symposium planning committee.
Water Committee: A question was raised regarding the Corps of
Engineers permit on fill off Lemay near the Poudre River. Krempel stated
that Bob Wilkinson is following up on this. He will report on it at the
February NRAB meeting.
Michelsen announced that DuBois is now staff to the new regional water
quality organization.
Air Quality Committee: The question was raised as to whether or not
Loveland and the County have been contacted regarding the NFRT/AQPC.
Woodruff reported on a meeting at which Loveland and County staff were
briefed on the planning council. He reported that there is consensus
around the transportation part of the air quality picture only. They
seemed to feel that the other things may confuse the transportation
development process and create financial drain on the organization. The
consensus was that CO planning should be handled by the citizens advisory
committee. Woodruff stated that there was discussion about where in the
organization the advisory committee would fit. He said that some felt this
would bog down the organization. It was stated that Loveland is getting
into the air quality game a bit, and they see this as an opportunity to
avoid reinventing the wheel. It was stated that County transportation
staff people were opposed to the air quality advisory group. NRAB wanted
to know if the planning council will be effective. The reply was that it
can be. It was stated that action will be taken soon because approval of
the MPO must be obtained soon. At the meeting with Loveland and Larimer
County, it was left that we will demonstrate that this need not be
burdensome or slow up the process.
Krempel asked when the Air Quality Committee wanted to meet with the
Chamber of Commerce Transportation Committee. The committee prefers that
the meeting not be on a Tuesday, and that it be after January 20.
Review of Air Quality Monitoring Stations
Johnson explained that his reason for asking for this review was that
he thought NRAB should have an overview of where things are and where
things are going.
Woodruff stated that a lot of the information he was presenting came
from the ERT study done in 1985. He handed out information which
identified and described the location, purpose, time period, and
measurement parameters of meteorological and air quality monitors in Fort
Collins. The hand out also provided baseline air quality concentrations
for Fort Collins. Woodruff explained the data presented in the handout.
He stated that data indicate that ozone may be an emerging problem. He
said that over the next few years we will have to determine if our single
PM10 monitor is adequate.
Sanz stated that ERT is working on a particulate study in Denver. He
will bring in information from that study.
Johnson stated that in the next year he would like an update on NO2
and SO2 to see if Rawhide has generated increases.

Woodruff explained that CO composite violation data show a peak in the
morning, dropping to low levels in the early afternoon, when winds are
good, and then rising after 3 PM and lingering until late night. The
highest eight —hours are 4 PM to midnight.
In the traffic composite, it was noted that traffic increases during
the morning but CO falls.
The standard visual range monitor has been installed. The video
monitoring still needs to be installed.
Discussion of Fisher's comments regarding the North Front Range Transportat
Air Quality Planning Council
This discussion was tabled since Fisher was unable to attend this
meeting.
Review of NRAB goals
The overall goals and the individual committee goals were discussed
and changes were suggested.
It was moved, seconded, and unanimously carried to accept the goals as
changed in the discussion.
Review of 1987 NRAB Annual Report
The annual report was reviewed, and a few changes were recommended.
It was moved, seconded, and unanimously carried to approve the annual
report as changed.
Announcements
Michelsen announced that the Colorado Water Issues Public Forum meets
the third Tuesday of each month and that NRAB members may be interested in
attending some of the meetings. Copies of the announcement flier will be
mailed to NRAB.
It was announced that there will be an oxygenated fuels conference in
Denver January 26-28.
It was mentioned that two of the three television networks covered the
oxygenated fuels program with a negative slant. Public radio, however,
provided good coverage.
Shimkus handed out copies of the Environmental Forum's goals and their
calendar.
It was mentioned that during the Better Air Campaign, DNR has started
getting calls from the public asking whether or not there is a high
pollution day, before starting a fire in their stove or fireplace. Thia
demonstrates increased public awareness and willingness to cooperate.
