SUBJECT: Planning and Zoning Board Work Program- 2006
The Planning and Zoning Board saw fewer land development applications
and policy plans reviewed this past year. This trend is consistent with that
of recent years, since many of the larger vacant parcels have been master
planned through an Overall Development Plan (ODP) process and the
individual development phases of these plans are subject to
Administrative (Type 1) Review. Many major policy plans, i.e.-City Plan,
the Downtown Plan and others, have been updated, thus fewer plan
changes will be considered for amendment. These trends are anticipated
to continue through 2006.
In addition to evaluating development proposals, the Board will address
important land use policy and process issues during 2006, including:
Infill and Redevelopment — Staff completed the REFILL Fort Collins
study in 2005, and made recommendations on four land use code
changes aimed at providing greater opportunities for successful
redevelopment and infill projects. Work on fine-tuning development
regulations and processes will continue through 2006, with emphasis
on two specific code amendments: off-street parking standards for
activity centers and architectural standards that will promote design
compatibility.
• Northwest Subarea Plan— 2006 will see adoption of the subarea
planning effort that began in 2005 for the northwest portion of the
Growth Management Area, the last remaining major area that has yet
to complete a detailed land use and development plan.
• Economic Policy - The Planning and Zoning Board will be providing
direction to City Council on several projects that play a part in the
City's #1 policy objective —the effort to improve economic vitality.

Larimer County, CSU, Poudre School District Coordination- Planning
and Zoning Board will continue to work toward improved coordination
with Larimer County, CSU, and the school district, building on recent
successes between the City and these public entities.
Development Review Fee Study - The Board will participate in staffs
efforts to change the development review fees in a manner that will
provide an incentive for high quality development applications and help
recover a higher percentage of staff time dedicated to the review
process.
This past year, the Council liaison has attended joint meetings with
Planning and Zoning Board to review issues of concern and suggestions
for improved coordination. The Board has found this to be productive, and
will continue the meetings during 2006.
