I. Call to Order
Called to order by Cheri* nan Chiloott at 2.30 p.m., in city council chambers,
300 W. LaPorte Ave.

The Fart Collins Police Department is developing a crime prevention program to
take a proactive rather than reactive approach to crime. McConkey noted that
we are all victims of crime because of the cost of crime. The crime prevention
program is an effort to get the people involved in preventing crime and in
self-protection, and to increase the credibility of the Police Department.
Sane of the programs which have been implemented are:
1) Neighborhood policing (implemented 3 years ago) whereby one officer stays
in he same area time with sane of his/her activities being:
-talking to students
-having drug and alcohol education talks within the school district.

2) Sexual Assault Program - an educational approach to overcome myths and
misconceptions regarding victims, Addresses such issues as: What happens
when you are a victim (e.g. court proceedings); how not to be a victim;
how to deal with the physical and emotional aspects of being a victim.
3) Nei hborhooxd Watch - involves things such as proper home protection (e.g.
oc ss .
4) Courtwatch - (presentation by Dave Mickelson)
The concept of Coistwatch is asking people to come into the courts
and monitor what the courts are doing. When you sign up to parti-
cipate in the program, you will be placed on a list to be notified
of hearing of interest.
McConkey noted that they are trying to improve citizens' perceptions of police-
men so that they do not fear the police and that they are taking a "team"
approach in responding to "family fight" calls, i.e. using Larimer County
Mental Health, Victim Awareness, etc.
V. 1978 Senior Citizen's Directory
Jan Johnson, from the Community Crisis and information Center, distributed a
rough draft of the directory. It was decided that the members would take the
directory hone and review it for the next meeting. The only comment at this
time is that credit needs to be given to both Jan Johnson and the OCSC for
putting the directory together.
Jan also noted that the week of April 24-29 is "Victims Awareness Week".

IX. City Volunteer Program
John McGraw gave a brief review of the Volunteer Program being developed through
the City Human Resources Department. Concern is with providing a worthwhile
experience to the volunteer. As the program develops and expands, cooperation
with other agencies (e.g. Poudre Valley Memorial Hospital Volunteer Program)

will be explored.
A Volunteer Coordinator will be hired sometime in may.
X. New Business
A. Agency an Aging Plan:
Excerpts of the Agency on Aging Plan were distributed to the Commission
members. The Plan addresses the collection of information as to what
elderly people consider to be primary needs and a plan to meet those
needs. John McGraw reviewed the budget breakdown sheets showing the
distribution of $100,000 fran the Older Americans Act and the Larimer-
Weld Council on Governments (in -kind services) to such agencies as
Elizabeth Stone Resource Center for job service, Larimer County Health
Departrment, Larimer County ODuncil on Aging, etc.
McGraw asked the Commission manbers if they felt that the needs as
expressed and funded were accurate, and if they had any questions or
problems.
B. Discussion followed regarding duplication of services and more coordination
between the Coordinating Commission and County agencies (e.g. American
Association of Retired Persons).
C. Commission members Farrington, Chiloott, and Hoag will serve on a sub-
ommmittee to explore legal services for the elderly and the AARPIs actions
regarding this matter. Farrington indicated that when he originally
proposed the idea of legal services for the elderly through the Larimer
County Bar Association there seemed to be little interest. He further
indicated he would call John Gaseoyne of the Bar Association and report
back at the next meeting.
D. Following meeting schedules were noted:
Iarimer County Council on Aging - meets second Tuesday of every month
in Various places. (meeting next month
will be in Estes Park)
Larimer-Weld Area Agency on Aging - meets at 9:00 a.m. the second Thursday
of every month at the Northern Colorado
Conservation Office, 1250 N. Wilson,
Loveland.
