HomeMy WebLinkAboutSenior Advisory Board - Minutes - 03/14/19790 7--� MINUTES COORDINATING COMMISSION FOR SENIOR CITIZENS March 14, 1979 The regular meeting of the Coordinating Commission for Senior Citizens was held on Wednesday, March 14, 1979 in the City Council Chambers at 2:30 P.M. The meeting was called to order at 2:30 P.M. by Chairman Ed Chilcott. Members Present:' Ed Chilcott, Chairman Lois Chung, Secretary Esther Stratton Eleanor Hoag Louie LaRoche Members Absent: Ann Azari Darryl Farrington Wilson Wilmarth Chet Hommon Guests: John McGraw, Human Resources - City Dorothy Brooks, Public Service Co. Gail Woods, City Budget Paul Lanspery, Assistant City Manager The minutes of the February 14, 1979 meeting were approved as written. Roll call was taken. Dorothy Brooks was introduced and she explained some changes the Public Service Co. has adopted to help the senior citizen who may experience some temporary financial problems. Budget Billing is the most recent twelve months cost of gas divided by ten. The customer pays an equal payment each month and credit is reviewed monthly and adjusted up or down. No interest is charged for Budget Billing and as a result there are fewer shutoffs. Communication is the big problem. Ed Chilcott asked Dorothy to speak to Senior Citizens where the elderly are fed daily. She agreed to do this. The date will be set later. There is a new collection policy which was initiated February 24 - when a person is two months in arrears a shutoff notice is issued. A person must pay the current bill and has until October 1 to catch up. Otherwise the gas will be shut off. There is also an Emergency Energy Fund which has allocated funds to Larimer County. Gail Woods discussed the telephone survey the city will be doing following the election. Two volunteers from the Sociology Dept. at CSU will write a methodological survey. Volunteers are needed fifteen hours over a two week period starting April 16. The first training session will be in the Finance Office. Examples of two questions to be asked are: 1) What services in the community do you feel are important? and 2) Which ones can you give up? The interviewing will be finished by April 27. A random sample of 600 people - 2% of the registered voters will be _ called. Each volunteer will make 30 calls over a two week period - maximum 30 minutes per call. 0 0 2 Ed Chilcott reported on the program to make firewood available to the elderly from Red Feather and Poudre Districts. Two truckloads of wood will be brought down in June by the YACC to help the police. Concern was expressed over leaving cut firewood in the forest for the summer and possibly not being there in the fall. There will be a meeting next week with the USDA -Forest Service. John McGraw and Paul Lanspery helped lead a discussion on proposals made by Gary Houser at our last meeting. The changes he (Gary Houser) mentioned would not affect our Coordinating Commission for Senior Citizens duties. The new committee will be called County Office on Aging and would consist of fifteen people on the board. The Co- Existence of the County Office on Aging and the Coordinating Commission for Senior Citizens was discussed. A motion was made and seconded of the co -existence of the Coordinating Commission for Senior Citizens and the County Office on Aging as presented by Gary Houser. These two committees do not conflict or duplicate services as understood by our Commission. Ed Chilcott reported on the Senior Opportunities and Safety meeting held March 9th at the Senior Center with Corin Campbell as the speaker. She spoke on Insurance for the elderly. There was a poor response from the Senior Citizens with an attendance of four people. New Business: The Annual Appreciation Dinner for the Fort Collins Boards and Commissions will be held March 22, 1979. The April 11, 1979 meeting of the Coordinating Commission for Senior Citizens will be held in the Conference Room adjacent to the City Council Chambers at 2:30 P.M.
