MINUTES
SENIOR CITIZENS' BOARD
February 13, 1980
The regular meeting of the Senior Citizens' Board was held on Wednesday,
February 13, 1980 at 2:30 PM in the City Council Office. The meeting
was called to order at 2.30 PM by Chairman Wilson Wilmarth.

The minutes of the January 9, 1980 meeting were approved as written. Roll
call was taken.
Peter Ruggerio, City Attorney: "Discussion of the Proposed City Ordinance
Pertaining to Privileged Parking for the Handicapped and Elderly". Peter
Ruggerio presented this topic thoroughly. Discussion followed concerning
expanding the handicapped category for state adoption - canbining city and
state ordinances. A person who is handicapped can get either a license
plate or placard to use in handicapped parking spaces. The handicap
may be a temporary one, ex: a broken leg, and one may park for a longer
time than the specified time. At present there is no specified parking
for senior citizens, a person must be handicapped to utilize handicap
parking. The proposed amendment is as follows: Parking privileges for
the handicapped. (1) As used in this section, a "handicapped person"
means a person WHO HAS A PHYSICAL IMPAIRMENT VERIFIED BY A PHYSICIAN,
LICENSED TO PRACTICE MEDICINE IN THIS STATE,THAT SUCH IMPAIRMENT LIMITS
HIS ABILITY to move from place to place. The Senior Citizens' Board
decided to delay any action until we see what the state decides to do.
Ed Chilcott made the motion and it was seconded.
Committee Reports. A letter to Mayor Charles Bawling fran Ed Chilcott and
Darryl Farrington was passed out which discussed the firewood project for
senior citizens. Both Ed Chilcott and Darryl Farrington have received
phone calls in the past regarding requests for firewood each time the
firewood project is written up in the paper.

Esther Stratton mentioned no one has contacted her regarding the Senior
Citizens Directory. Wilson Wilmarth said that since the Crisis Center
is making an elaborate one of their own that for now we can use the
old one.
Old Business. Ed Chiloott comnented that the City is doing a good job of
clearing the City roads of snow. Now we have pothole problems.
New Business. (1) March Meeting Program. Wilson Wilmarth will be away
for most of March. Chet Harmon was asked to be Chairman for the month
of March.
It has cane to the Board's attention that there is no Spanish-American
representation on the Board. So far none have applied. It was suggested
that Esther Moore, Senior Outreach Coordinator for CCSN (Catholic Conmunity
Services for Northern Larirrer County), speak to the Board on the needs of
senior Spanish-American citizens.
(2) Other suggestions. Suggestions for the April meeting were discussed.
The March 12, 1980 meeting of the Senior Citizens' Board will be held in
the City Council Office at 2:30 PM.
The meeting adjourned at 3:35 PM.
