Meeting was called to order by Chairman Fender at 2s10 p.m. Minutes of the
April 11 meeting were accepted as written. Following rollcall, Ms. Cheryl Muhovich
was introduced as guest speaker. Subjects "Board and Care Homes in Colorado, -the
development and mechanics of operation."
The Board and Care Coalition was formed two years ago 4nd has been operating on
funding received from a private grant from the Peton Foundation. It is seeking funding
from this or other sources in order to continue operation in the future. The coalition
has served as an information clearing house for Board and Care homes. It is one of threw
such groups in the U.S. Presently it is forming a registry of all Board and Care Homes
in Colorado, inasfar as these homes are known. A group in Denver is interested in dona-
ting a home for Board and Care in that area. There is a serious lack of B & C homes in
Denver.
The Keys Amendment oan act passed by Congress in 1976 (Social Security Act amend-
ment) in an attempt to address the concern that SSI recepients were living in substand-
ard conditions in board and care facilities supported by SSI monies. This amendment
Is still be ing used in Colorado.
The state is required to advise local Board and Care homes on guidelines for opera-
tion and care. There is growing pressure to shift responsibility and oversight of B & C
homes to local health departments (see Senate Bill 1167).
An investigation of complaints about B&C facilities has been going on. The major-
ity of these complaints have been from staff working in the homes. Some areas of comp-
laints are sanitary conditions, safety factors and better and safer handling in distri-
bution of medications.
Most B&C homes are for 3 - 10 persons which is a good size to lend support for the
B&C operators as well as those living in the facilities.
Ms. Muhovich gave several steps for local groups to consider in the establishment
of guidelin=_s and/or regulations for local B&C homes. These weres

B. Have City Council memberSattend meetings during formation
C. Include Zoning and Planning Commission members/a ?end formative meetings)
this will help to clear pertinent needed information that may cause prob-
lems later.
D. Have in hand copies of House Bill 1167 which was signed by Gov. Lamm to
become active on April 30, 1984. This bill is concerning personal care
boarding homes.

Have a list of policies as guidelines for changing to nursin home care.
This should include a 90 day approval period. These guidelines will be
needed when transition to nursing home must be considered.
F. Establish criteria regarding general rules i.e. smoking, drinking, etc.
G. Carry extensive liability insurance coverage.
Ms.:;uhovi& stated that a training information "How To Manual" is being prepared.
It will be available_ in about 60 days. Other resource materials are also being made
ready for distribution.
Weld County has coordinated all areas and brought together all facets that have
formed a strong foundation to work from. They have established a license fee based
on graduated levels of numbers of persons housed in B&C homes (3-10 persons etc.).
Everyone at the meeting indicated unanimously their individual interest to serve
on a task force for Fort Collins. An initial meeting will be held prior to the next
Senior Board meeting in June. It will be chaired by Gail Woods. When phoned, each
one will be asked to bring ideas to consider in establishing criteria for local B&C
facilities.
The two bills signed and made effective by Gov. Lamm as of 4-30-84 were:
S':.ti9TE BILL ?06 which deals with Alternative Care Facilities. This Bill, to be im-
plemented 7-1-95 qualifies for persons in intermediate care. It denies access to
nursing home care any person whose gross income equals or exceeds 200% of the current
federal SSI benefit level (see SB 206, Sec. 1, part 2).
HOUSE BILL 1167 which concerns personal care boarding homes. This bill"requires the
state ':card of health to adopt ;uidelines for rules and regulations by Jan.1, 1985, to
provide ^inimum standards for the safety, location, sanitation, adquacy of facilities,
provis'_on of personal care 1 social supervision of residents, and operation of person-
al care boarding homes within the state. Provides --- dept. of health may seek recom-
mendations from local health departments & representatives of agencies & organizations
providing services or concerned with residents of personal care boarding homes."
Copies of these bills are available by phoning the Bill Room at Colo. State
Capitol ph. no. 866-2340. The Sr. Board Secretary has these bills and other reference
materials left by Ms. Niuhovich for loan or reference to Board members. These reference
materials are namely:

8. Senate Bill 206-Concerning Medicaid program, and providing for alternative
care facilities as a home At. communit based service.
9. House Bill 11 7 - requires the state board of health to adopt guidelines by
Jan.1, 1985. May seek recommendations from local health dept's. & rpr.

Ms. Muhovich met with interested nursing home personnel ando perators for a brief
period following the formal presentation. They convened to the general meeting room
for this informal discussion period.

The regular session of the board followed with Norman Wynn updating the group on
progress res fund seeking for the continued services of the SAINT program. Response
Of persons using services of the program for medical and/or other reasons has added
strength to the request for funds. Wynn reported some financial help is expected from
Larimer County Dental and Medical Societies. Dr. Ronald Hanawalt is the new president
for the L.C. Dental gaup.
Gail Hoods announced that according to City Manager John Arnold the Fort Collins
SAINT program is being recognized by the National Competition for Public Technological
Innovation, Inc. It is one ofAtt- cities in the U.S. to be recognized for special in-
novative programs that assist or answer needs of local citizens in a special way.
Yetta Rollin assisted Gail Woods in Loveland with presentation of the House Shar-
ing program to interested persons in that city. Lucy Tackle served as one of the parti-
cipants in presenting the Share Housing to students at CSU Lory Ctr. on April 18 along
with Gail Woods. Lucy also traveled to Estes Park with Paul Conover on April 25 where
they presented the Share Housing program to the people at the Senior Ctr.
As a result of City Council member Kelly Ohlson's inquiry, a memo dated April 9
from Robert L. Lee, Dir. F.C. Transportation Svcs. was received. The memo gave a full
report on present parking facilities adjacent to and near the Parks & Rec. office on
E. Mountain Ave. (Sec. has copy of memo). The new DDA/City garage to be constructed at
Reminlon & E. Mountain Ave's. should provide some relief to parking problems. However,
if a block of spaces in the garage is set aside for specific use of Senior citizens, it
will need funding from some source due to bonding costs on the structure.
Sally Kleine announced her resignation from the Senior Board due to health reasons.
The board unanimously expressed gratitude for the fine job Sally has done. With the
resignation a replacement is}needed for c' the Senior Board on the City Steering Com-
mittee.
