In the absence of Secretary's notes from the May general meeting, there was no
reference material to refer to. Following roll calla period/tithe was allotted to
the special meeting which was part of the Chuck Wagon lunch in the Buffalo Room of
downtown Community Center,
Mr. Estrada was guest speaker at the lunch where Seniors participated in a ques-
tion and answer session with the City Councilman. Some inquiries were: concerns re-
garding the downtown Oak Park development, its viability, and the reasoning for the
development to be projected towards higher cost housing. Concern was expressed for
the need of housing in the downtown area being developed to accomodate persons of
low to lower middle income status. Another area of inquiry was in regard to the pos-
sibility of another Senior Center being built or purchase of a suitable building to
replace the present one. This should be in the downtown area preferably. The present
Center is overcrowded and has never been completely suitable for use as a Senior Center,
according to those who spoke. Inquiry was made about why so much money was spent on
the widening of the streets surrounding the City Library.
Following the lunch session the Senior Board rscnnvanoA 4n +k. m4-1.e,-14-_ o___
where Mr. Estrada continued his meeting with the Board. Estrada expressed his plea-
sure at the response of the Senior Citizens at the Chuck Wagon. Dwight Saunders
expressed concern about the increasing cost of projects undertaken by the city. Each
project tends to increase in cost by leaps and bounds before actual construction is
begun. Discussion of Oak Park and the tax increment theory of financing was discussed.
Saunders asked Estrada why handicapped parking has been changed to the south end of
the parking area at the University Mall. N. Jackson addressed the problem by stating
that the Mall managers were not very cooperative to enforce and make available the
handicapped parking slots for persons needing them, however, police could move in if
sign and logo were both marking parking spaces. A test case of this has brought an
excellent return of city revenue when police were assigned to a parking lot where
misuse of handicapped parking was a constant infraction. S. Simpson raised the ques-
tion of the power of Boards nommroA in Cnunn4l_
