I had planned to talk to you at the ethics Committee Meeting last
evening. Since I didn't get there because of the weather, I am sending
this note.
As a member of the Hospital Board, could you talk to the Fort
Collins Senior Citizens Advisory Board on December 11. The Board meets
st 1:30 PM at the Senior Center at Remington and Mountain] downstairs
Some of the topics the Senior Board have questions about are,
What is the policy of the hospital on treatment of the low income?
Could VO have a statement of this policy in writing? (Low income --
those who are unable to pay their hospital bills)
4hat is the availability and the cost of the ambulance service?
Why are we building an 113 mil! on addition and Laying off skilled
nurses when the occupancy census is so low?
Are the Hospital 3oard Meetings open to interested citizens: dust the
meetings always be scheduled during the daytime when workin3 people are
unable to attend?
We have heard uumderouu complaints about the lack of trained personnel
on the floors to take care of seriously ill patients. Can we expect
a vigorous 'training prcgr7un to be initiated?
Reports of patients being dismissed too soon are multiplying? Are the
doctors being pressured by the hospital to continue this prao6ise,to
the profit of the hospital.
Members of the Senior Advisory Board have questions about policies and
fees charged by a Public Hospital.

Dear Mr. Chilcott:
Thank you for your tnougntful letter about the high cost of
liability insurance. I agree that the system is nearly out of
control.
In response to the crisis, I have appointed a special task force to
make recommendations for legislation on tort reform and the
insurance industry. I have asked this group to look at the roof
causes of the problem and the issue of "non -monetary loss." I hope
that this will help to persuade the Colorado Legislature to adopt
reforms.
