Fort Collins Senior Advisory Board Minutes
The Fort Collins Senior Advisory Board held a regular
meeting on Wednesday May 8, 1996 at the Senior Center.

III. CALL TO ORDER: The meeting was called to order by Chair
Yvonne Myers at 2:00 p.m.
IV. GUEST SPEAKER: Carolyn Norrgard of NOROL which works to
make businesses aware of the aging population, how to serve
and target that market. They are currently surveying places
and would like suggestions. She offered to work with SAB on
future projects such as malls to become more senior -friendly
V. CORRESPONDENCE: Colorado Senior Lobby newsletters; and a
letter from Neighbor to Neighbor in which they acknowledged
the frustrations of Paint-A-Thon project, and touted the up-
coming fundraiser, "Taste of Nations."
VI. APPROVAL OF MINUTES: the minutes of April 10, 1996 were
approved unanimously as written.
VII. OLD BUSINESS:
A. Senior affordable housing: Letters regarding mobile
home parks and Senior Housing, which were written by Kay and
Marjorie, were read and approved to be sent on to county and
city officials, and interested parties. Nothing new re DMA
Plaza, per Kay.
B. Vet -Pet: Funds have been identified and being set
aside ('earmarked') at RSVP, per Kay.
C. SageNet: It was agreed that it can be mailed without
information about the location of the Fall luncheon.
D. Network Lunch Committee: Nothing new, per Ed & Kay.
E. Forum on Aging: Jill reported it will be tied in
with AARP and held in September.
F. Dial -A -Ride: Tabled to June agenda.
G. Mall Booth: Jill affirmed volunteer times for May 18
H. Bylaws: Yvonne handed out sets that she and Barbara
had redone, and asked members to read and discuss in June.
I. Senior dental issues: Blanche reported letter is in
the works.
J. Senior Center user concerns: Two letters of recommen-
dations were read and approved to be sent to Senior Center
Council with one addition (that prospective liaisons attend
an SAB meeting). Written by Marjorie and Kay, they outlined
suggestions for setting up structured complaint review and
liaison selection systems. A response was requested of the
present liaisons.
K. Liaison assignments: Yvonne asked members to choose
two groups or agencies from the list. Executive Committee
will review and further discussion to be held in June.
L. Human Relations Award: Ten people were nominated in
the Seniors category. Stan thanked the board members for
nominating him.
M. Housing list: Yvonne asked if the list is being
updated. Stan said he would bring it up at the OOA meeting.
N. Pathways article: Jill said that John Pfeiffenberg
would like to know in advance who is writing the Pathways'
SAB article. Wayne's article was misplaced, and resubmitted.
VIII. NEW BUSINESS
A. New West Fest: Kay had application and will send
it in. The event is August 17-18.
B. Capital Improvement Program: Marty Hefferan and
Jean Helburg explained the Recreation Department's package -
part of the overall city CIP - and asked the board to look
over the material, priortize the projects, add others if
desired, and let the Parks and Recreation Boards know.
Discussion to be held at June meeting.
C. Yvonne announced the June speaker(s) would be Kim
McFan of 'Caring Hearts;' and maybe "First Night."
IX. SERVICE REPORTS:
1. OOA/DSS Merger: Shelly McGraw will be invited to the
July meeting to explain. Stan will confirm it with Shelly
McGraw. He also had a written report of OOA Board meeting.
2. Kay stated that Friends of the Senior Center is
holding a golf tournament/fundraiser in late May.
3. Marjorie announced that the Friends have given $8500
for light_and sound systems for the stage. The next SOAP
Troupe performance will be June 7th, and 9th. She also gav4-
information about the AARP-sponsored series "Money After 50"
4. Yvonne mentioned that RSVP has a new office on West
Drake, and Stan reminded members of the AARP national
convention in Denver later this month.
X. ADJOURNMENT: The meeting was adjourned at 4:00 p.m.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING CHAPTER 2 OF THE CODE
OF THE CITY OF FORT COLLINS
RELATING TO THE SENIOR ADVISORY BOARD
WHEREAS, the Senior Advisory Board (the `Board") has been in existence in varying form
since 1968; and
WHEREAS, the role of the Board has evolved to meet the changing needs of the senior
population in Fort Collins; and
WHEREAS, the Board has requested that its functions as defined in Chapter 2 of the Code
of the City of Fort Collins be amended to reflect additional functions currently being performed by
the Board.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Section 2-397 of the Code of the City of Fort Collins be amended to read as follows:
See.2-398. Functions.
The board shall have the following functions:
(1) To serve as a coordinating agency for all senior citizen services and activities;
(2) To assess, publicize and support present senior citizen services and activities in
the community;
(3) To investigate and evaluate requests for new senior citizen services and
activities;
(4) To plan, initiate, develop and encourage new senior citizen programs as need is
indicated; -.T
(5) To provide wide opportunities for more meaningful and useful participation of
senior citizens in community activities and programs;
(6) To establish and maintain communication with local, state and federal
government agencies concerning senior citizens-;
(7) To act as an advocate for seniors. on.issue& and activitiessih the community;
(8) To bridge the generation igaps and work to dispel stereotypes about aging
through education and awareness. activities.

Dear Janet:
In our conversation a few weeks ago, I said I'd take
the issue of Terry Lake Trailer Park to the Fort Collins
Senior Advisory Board.
The Fort Collins Senior Advisory Board met today and
approved the enclosed letter. Copies are being sent to your
fellow commissioners, to Bobby Guye, Neighbor to Neighbor,
and Concerned Seniors of Colorado as well.
New manufactured houses have come a long way, and are
probably the most affordable ($40,000 to $60,000) housing
around. (A salesman told me that he was able to qualify a
senior citizen to buy one, but then the person did not
qualify to rent space in a designated park.)
And, such housing still carries a stigma of "trailer."
First National Bank'"s annual Paint-A-Thon has not considered
any housing in a mobile home park, even though the newer
sidings are no different than sidings on single family
houses in other parts of Larimer County.
As the Larimer County area continues to grow, the issue
of displaced 'trailer' residences will no doubt come up
again and again. Where they can relocate, even temporarily,
is probably one of the toughest problems around, to solve.
I hope these suggestions are of some benefit, and that
developers will provide help, too.

On behalf of the DMA Plaza Inc. Board of Directors, I would like to clarify and explain item
3 of your correspondence to the Fort Collins Commissioners and City Council. DMA Plaza
Inc. is a non-profit corporation that has a 40 year mortgage with the U.S. Department of
Housing and Urban Development. We do not have a lease agreement with HUD and are
currently in our 24th year of our mortgage. Fifty of the one hundred and twenty six
apartments at DMA have a Section 8 Loan Management Set Aside subsidy. This is called
a "project based" subsidy, meaning the subsidy stays at the DMA Plaza should the
Resident vacate. This Section 8 LMSA 15 yr. contract will expire August of 1997. There
was never any provision for this contract to be renewed after its 15 year contract term.
However, Section 8 contracts that were to expire in 1996 have been extended for 1 year by
HUD and it appears favorable for 1997 contracts as well.
Rents at the DMA continue to be well below the fair market rents in this area. Our
efficiency unit has a basic rent of $189/mo. and the basic rent of our 1 bedroom unit is
$202/mo - all utilities are paid by DMA Plaza. I know your Board will agree that it is
essential to maintain and preserve the affordable housing we have today, especially in view
of the shortage of affordable housing. The first step is to preserve the existing stock of
affordable huusirtg. Should your committee desire further assistance or ciarl%,c (en, please
call me at your earliest convenience. We would welcome a visit by the Senior Advisory
Board to our building as we are quite proud of the the DMA Plaza's role in providing quality,
affordable housing for lower income elderly, disabled and handicapped Residents of Fort
Collins.

Dear Yvonne,
As the nominee of the Senior Advisory Board for the Human Relations
Award, I would like to thank the members of the Board for selecting
me to represent them at the breakfast on Friday, May 3, 1996.
Although not worthy of the nomination, I am deeply flattered that
the Board has bestowed this honor on me.
While Shari Olson was reading the letter of nomination, I was sure
that she had made a mistake and was reading the accomplishments
of another candidate! The committee that wrote the letter con-
cocted a masterpiece. Even Hemingway would have been proud to
claim authorship of that tribute. It really painted a glowing
picture of the mundane activities in which I participate.
Thank you again for nominating me. Even though I did not win the
award, I feel that I have been amply rewarded with the knowledge
that the Senior Advisory Board thought that I deserved the honor.

Thank you for you letter dated April 28, 1996 regarding your concerns and suggestions on the
availability of affordable housing in our community. The City of Fort Collins City Council
recognizes the need to house all City residents in decent, safe and affordable housing. In particular,
the City's Affordable Housing Board has identified the need for seniors housing as a priority item
for the future.
Regarding your concern about the impending non -renewal of the lease between HUD and DMA
Plaza and Oakbrook I and II, City staff contacted management from all three complexes for
clarification on this matter. City staff learned that there is no lease between DMA and HUD. DMA
Plaza operates as a non-profit organization with a 40 year HUD mortgage. They are currently in year
23 of this mortgage. DMA, did however, enter into a contract with HUD in 1982 for 50 Section 8
units for the housing complex. This contract is a 15 year non-renewable contract and due to expire
in August of 1997. Upon expiration, rents for the one and two bedroom units will return to
approximately $189 and $202 per month including utilities.
The situation is similar for the Oakbrook I and II complexes. Both were awarded 20 year HUD
project -based Section 8 subsidies upon completion of construction. According to Oakbrook
management, the Oakbrook I subsidy expires in 1997, Oakbrook II subsidy expires in 2001.
Renewal or replacement of this subsidy rests in the hands of Congress. The City will keep apprised
of the situation between HUD and Congress regarding replacement or renewal of these senior
subsidy programs .
The redevelopment of existing mobile home parks is another area which is of great concern to City
Council and the community.. Under our system of land ownership and property rights, a land owner
has the right to do what he may with his property. This includes the closure of a business or mobile
home park. Given the underlying premise of private property rights, the closure of Pioneer Mobile
Home Park and the possible closure of other parks, the City has recognized the need to discuss the
impacts of displacement in relation to redevelopment of existing mobile home parks. This
discussion will also address future relocation efforts.

City of Fort Collins staff will be meeting with members of the community on June 4, 1996 to discuss
the redevelopment of mobile home parks in the community. The meeting is scheduled between 9
A.M. and 11 A.M. at Our Saviors Lutheran Church. The City Council encourages your participation
in this meeting.
I appreciate your input regarding the need for affordable housing in our community. We will
continue to work toward seeking solutions to current and future housing issues through a
collaborative effort with groups such as the Fort Collins Senior Advisory Board. It may be
appropriate for members of the Seniors Advisory Board to share your ideas and concerns with
members of the Affordable Housing Board at a future Affordable Housing Board meeting. Please
