Fort Collins Senior Advisory Board Minutes
The Fort Collins Senior Advisory Board held a regular
meeting on Wednesday, July 10, 1996 at the Senior Center.

II. CALL TO ORDER: The meeting was called to order by Chair
Yvonne Myers at 2:02 p.m.
III. CITIZEN PARTICIPATION: None
IV. GUEST SPEAKER: Shelley McGraw, Director of Larimer County
Office on Aging, brought updated "Senior Services" directories
and made them available to the group. She also had copies of a
new free publication "Senior Marketplace," in which providers'
information is printed. OOA newsletter may not continue; they are
funding the dental program at the Women's Center $8000.00; and
there is a new pro bono set-up through Interfaith.
Shelley explained the back -ground and some of the process of
the merging of county offices of OOA and Adult Social Services
for more efficient service for both agencies and for the people
needing services. This should go into effect in January, 1997.
V. CORRESPONDENCE: None.
VI. APPROVAL OF MINUTES: The minutes of June 12, 1996 were unani-
mously approved as written.
VII. OLD BUSINESS
A. Senior Housing: 1. Kay reported on the joint city/county
housing meeting led by the county. Their agenda was based on the
material contained in the SAB letter written by Kay and Marjorie
The group was asked to complete the state survey, which has been
done. It was recommended to add a senior component, and they were
asked to address policy language to cover points made in the SAB
letter.
At the next meeting, they plan to discuss language that both
governmental groups can use, and work on ideas for incentives to
encourage developers to include senior housing.
2. Noone currently publishes a list of senior housing. Jane
reported calling OOA about such a list: Elizabeth Kelly at OOA
gets calls about long term care; Ayleen Burns gets 4-5 calls
each week about housing, mostly q's on low-income housing.
• Shelley said that their list is only housing for board and care,
and subsidized low-income, will be out the end of July, and will
be updated semi-annually.
3. Marjorie added an update about Terry Cove Mobile Home
Park situation: The developer's plan was approved 6/26 by the
county Land Commissioners. It is scheduled tentatively to go
before the County Board of Commissioners in September. One of the
2 owner -investors agreed during meeting break to extend 6 months
notice to twelve for trailer residents eviction notice time. An
ad in Senior Voice looks like they are advertising it already.
A phonecall to the realtor, and to a resident resulted in 1)
it's not in the trailer park area, and 2) eviction notices have
already been received even though county commisioners have not
acted on it.
B. Vet -Pet: Jane reported getting a 'nibble' on funding for
well pets and adoption. Christina reported there is $55.00 left
in RSVP vet -pet funds. Yvonne asked for a committe of Kay, Jane,
and Christina to set up parameters, record -keeping, and keep
working towards funding for sick pets. They will also explore
possibilities of housing the program elsewhere.
C. SageNet: Fran reported 3 returned from both mailings.
D. Network Lunch: Ed handed out timeline and reported it
will be held at the Fort Collins Senior Center. Committee meets
8/6/96; registration deadline 9/10/96; suggestions were made re
registration forms, and tickets to speedup procedure at the door.
E. Forum on Aging: Jill had no new information at this time.
F. Paratransit: Kay reported they are still urging there be
a short term ad hoc Transportation Board committee to deal only
with paratransit.
G. Capital Improvement Programs: Discussion: Seniors are
throughout the city and use same programs, facilities etc. as
everyone. Projects are ambitious, and too much for SAB to review
them all. Ed moved, Stan seconded, that SAB accept CLRS staff
proposal without change. Motion passed with one abstention (Kay).
H. Liaisons: Yvonne handed out assigned list of nonprofit
and government organizations that the executive committee worked
up for SAB members to liaison with. As for other organizations to
attend SAB meetings as liaison, she reported her conversation
with City Council liaison Ann Azari that these need not be
formal. All meetings are open. Kay asked that a letter be sent to
Catholic Charities since they had asked (through Kay) to be
formally liaisoned to SAB.
I. Srs. Airborne: Kay has arranged for Lew Wymisner and his
sister Linda Norton to take it over once a month. She had not
contacted an interested, experienced senior. She hoped that
staffer John Pfeiffenberger becomes liaison. The station, and
others, are still working on sponsorship.
J. Embracing Aging: Stan attended a meeting, but was unsure
of the purpose of this group. He will attend again to clarify.
K. Media relations committee: A definition of 'relations' or
clarification of purpose needs to be decided before forming.
L. Dental Issues: Marjorie has a "guest opinion" piece on
the subject coming out in "Inside Fort Collins" 7/11/96.
M. Pathways: Ed handed out copies of article; next deadline
is Sept. 1st.
N. Ordinance: Kay reported that Jean Helburg met with her
and Yvonne about the concerns the City Attorney had with having
"advocacy" in our stated purposes. After discussion, the func-
tions were re -stated without changing the meaning. Ed moved to
endorse; Marjorie seconded. Motion passed unanimously.
O. Senior Center Concerns: Yvonne's query of City Council
liaison about SAB role re Sr. Center is that the Senior Center
Council is the first place concerns should be addressed; SAB 2nd
if Ann says so.
P. New West Fest: Weekend of August 17-18; Yvonne will
organize and set-up SAB booth; Jill, take down; Stan, help.
VIII. NEW BUSINESS
A. Loveland Senior Advisory Board: Stan was approached for
information about setting up a Loveland SAB. He provided them
with our Ordinance and bylaws . Loveland City Council gave
approval. Our minutes could be sent to them when there is a
contact name. A joint meeting might be in order.
B. Memorial Garden dedication: Yvonne reported that Jean
Helburg requested a choice of two dates for the dedication in
memory of former SAB member Kathleen Jones. August 12,13,14 were
chosen, with 8/14 preferred.
IX. SERVICE/LIAISON REPORTS: A clarification of what this
category is intended for was requested.
1. Stan announced that AARP will hold a meeting on entitle-
ments at the Sr. Center on October 5th. AARP's National Legis-
lative Committee will meet in Fort Collins on October 4th.
He handed out minutes from the OOA Advisory Board meeting.
2. Christina reported RSVP and the Aspen Club are combining
their Medicaid program counselors, and training will be October
loth at the Berthoud Sr. Center.
3. Marjorie reported that the SOAP Troupe has applied to per-
form at First Night. Kay said she's on the selection committee.
X. ADJOURNMENT: The meeting was adjourned at 4:30 p.m.

To Whom It May Concern,
The Fort Collins Housing Authority is pleased to announce a new opportunity open to current Section 8
participants and current Project Self -Sufficiency (PS-S) /Section 8 participants. The Family Self -
Sufficiency Program (FS-S) is designed to assist Section 8 families with tools and services so that they
can become self-sufficient and free of public assistance.
This program is similar to PS-S and yet there are some substantial differences. These differences include:
*the existence of an escrow account to encourage increased earned income (enclosed sheet explains
in more detail)
•single AND two parent households can participate if their (the 2 parent household) combined
income qualifies
*enrollment in the FS-S program has a time limit of 5 years with a possible 2 year extension .
It is my hope that we can work together for the benefit of our clients. Therefore I may be referring FS-S
participants to your agency for assistance. If you or anyone in your agency know of someone who may
benefit from the FS-S program , please feel free to refer them to me. We will be accepting a maximum of
25 eligible families for the remainder of 1996, If you have any questions about this program, please

SERVICE -CREDIT PROGRAMS
Do Good —and Benefit
Yourself Few activities are more gratifying than
helping others. Thousands of older Americans are
enjoying that opportunity while helping themselves as
well. They live in communities with service -credit
programs.
The service -credit system is a kind of bartering
based on hours rather than money or goods. For ex-
ample, one Miami member earns credits for reading to
a kindergarten class and exchanges them for rides to
the school and other places she wants to go; her
drivers are other members eaming credits. Eventually,
everyone's hours are supposed to even out, though
many programs allow members who need more assis-
tance than they are able to earn to use credits that
other members donate to the credit pool. In some
communities, members can even use their credits to
make purchases at yard sales.
"The people involved are mostly over 50," says
Kathleen Treat, service -credit program coordinator of
the University of Maryland Center on Aging. "Service
credits were started as an initiative for senior citizens
and people with disabilities." Treat's center receives
funding from the Robert Wood Johnson Foundation,
which helped the movement take off by funding six
local programs in 1987. About 75 communities cur-
rently have service -credit programs, and roughly 15
more new ones are getting started.

how to start one, write Kathleen Treat, University of
Maryland Center on Aging, Room 1240, HHP Building,
College Park, MD 20742-2611. Another excellent
source of information is Time Dollars, by Edgar Cahn
and Jonathan Rowe (Time Dollar Institute). Cahn, co-
founder of the federal Legal Services program, de-
serves much of the credit for the expansion of the ser-
vice -credit movement. The book and a free list of
groups with Time Dollar programs are available from
