The Fort Collins Senior Advisory Board held a regular
meeting Wednesday, September 11, 1996 at the Senior Center.

II. CALL TO ORDER: The meeting was called to order by Chair
Yvonne Myers at 2:00 p.m.
III. CITIZEN PARTICIPATION: None
IV. GUEST SPEAKER: Carol Plock, of the Poudre Health Services
District (formerly Poudre Valley Hospital District), gave a
presentation.
V. CORRESPONDENCE: None.
VI. APPROVAL OF MINUTES: Barbara explained the packet inclusion
of an ad for a western slope retirement community was information
only. Correction to VII. D.: delete "New Mercer is paying for
breakfast" and replace with "Yvonne is arranging for funding of
breakfast." Minutes then approved unanimously
VII. OLD BUSINESS
A. Senior Housing: Kay reported that demographics show
future will bring more low-income seniors.
B. Vet -Pet Committee: Kay met with Dr. Tracy Thomas who has
agreed to take over the program. She would make quarterly reports
to SAB, and SAB should continue to look for funds. RSVP is still
trying to ID this program's funds in their general funds.
C. Senior Network Luncheon: Ed reviewed plans, number of
registrants, times boardmembers should show up, rooms, etc.
D. Forum on Aging: Jill reported publicity re dates is
confusing. Stan later clarified that the national AARP legisla-
tive committee will meet here on Friday 10/4; the local AARP
chapter's program is still Saturday 10/5; and SAB's "Forum on
Aging" breakfast precedes it.
E. Para -transit: Kay reported that the temporary committee
to oversee para-transit is stalled, as Comission on Disability
doesn't see the need. Others (staff, etc.) still working on it.
F. Seniors Airborne: John reported they have lots of ideas;

October's topic will be politics; are still looking for sponsors;
goal is to make it a weekly program.
G. Embracing Aging: Stan reported this group is planning 2-3
forums a year. Yvonne added they are having a May showcase confer
-ence with caregivers topic.
H. Media Relations Committee: Yvonne handed out a proposed
outline far such a committee. Action and discussion tabled until
October's meeting. She also asked that someone write the
Coloradoan to ask about the Seniors column. Blanche?
I. Dental Issues: Nothing new.
J. Senior Center Council: Yvonne pointed out Ann Azari's
letter in minutes packet, and the charge given SAB in it. Ann
will attend.SAB's October 9th meeting. Senior Center Council
Chair and members are invited to attend.
K. New West Fest: General discussion about who got rained
out; public reaction, etc. It was noted that many pamphlets are
outdated; the public mostly wanted general (generic) city and
Senior Center membership information.
L. Loveland Senior Advisory Board: Nothing new.
M. Chili Cook -off: Barbara said Kay is planning to cook.
Blanche and Esther volunteered to help, and Marjorie will ask
about Toddy's annual gift certificate.
N. Outreach meeting: October 4th with the Aspen Supper Club
at PHV; Jill invited boardmembers to eat with them at 5:00. SAB
'infomercial' will start at 5:40. She handed out lists of Respite
Care and Pedicure services, and a survey of Fort Collins dentists
all provided by PVH's Aspen Club.
O. Com ut;51196 Work Plan: Kay gave background: HP donates
to schoolage (K-12 only. Ankie gave an update on present equip-
ment; basic classes are filled with waitlists. The computers each
have different programs. There's a need for a variety of software
for them. In 1997 Internet will become available through a public
access grant.
P. Lincoln Center Parking: Marjorie reported that Dave
Siever called after receiving SAB's letter of support. He said
others pointed out needs for people of all ages that don't
require (or qualify for) handicap spaces, and suggested new
wording: "Space for patrons with special parking needs." Motion
made by Marjorie to support this change in wording, seconded by
Jane, passed unanimously.
Q. Human Rights Ordinance: As follow-up to last meeting's
presentation, and member's opportunity to review packets, a
letter of support from SAB is requested. Ed moved, Charline
seconded, to support the proposed modification to the Human
Rights Ordinance. Motion passed unanimously A letter will
be drafted by the secretary.
VIII. NEW BUSINESS
A. Helpline: Discussion about need for 24 hour service,
which the Women's Center does not offer at this time. The
Foundation on Aging is looking into it. (FortNet does the service
information updating.)
IX. SERVICE/LIAISON REPORTS

A. Christina reported that RSVP wants to start a
courier service with a group of senior volunteers; also needs
volunteers during the flu season.
B. Marjorie reported being on police department's citizen
committee to give input on their new, future facility.
C. Yvonne reported that the "Senior Marketplace" is
expanding and planning quarterly service information updates
county -wide. October flu -shot schedules are included.
D. Charline reported a need for bowlers.
E. Esther gave a rundown of Sr. Center Council events.
Barbara added that a suggestion box will soon be out; council is
working on a grievance form. Signatures requested, not required.
Yvonne requested a copy be brought to SAB's next meeting.
F. Stan reported that AARP is working on "Make a Difference
Day." Yvonne asked him to check on "token system" for Dial -A -Ride
as SAB supported such a system for those not able to pay.
G. Barbara invited members to attend the Friends of the
Senior Center's educational and entertaining fundraiser in the

RE: Request for Clarification
Yvonne, as you requested, this memo will provide information that clarifies the roles of the
Senior Center, the Senior Center Council and the Senior Advisory Board as relates to Senior
Center operational complaints. In addition to clarification of roles, you requested guidelines for
the coordination of roles.
The Senior Center's role is instrumental in designing and supporting the City of Fort Collins'
senior recreation programs and in operating and coordinating the maintenance of the Senior
Center.
The Senior Center Council is a group of volunteers from the senior community that assist and
advise the Fort Collins administrative staff in matters relating to the operation of the Fort Collins
Senior Center. More specifically, they provide a means for citizen involvement and participation
in the programs at the Center. The Senior Center Council has two members who are liaisons to
the Senior Advisory Board. I understand the current liaisons are Charlene Keller and Esther
Stringer.
The Senior Advisory Board was created by City Council to serve as a coordinating agency for
all senior citizen services and activities. As you are aware from the Senior Advisory Board 1996
Work Plan, the scope of efforts are: outreach, advocacy, communications, coordination,
education and quality of life. The City Council looks to the Senior Advisory Board for help in
policy matters which affect the senior community in a broader context.
I think (and hope) the systems and resources are in place for serving the needs of the senior
community. Staff believe that a feedback system is in place for handling 99 percent of all
complaints or suggestions related to the operations of the Senior Center. If citizens would prefer
not to use the primary access for correction; that is direct feedback to program managers Steve
Budner and Barbara Schoenberger; they have the option of addressing their concerns to Senior

Center Council members. I understand a regular time has been set to listen to their concerns and
thoughts.
The Senior Center Council, in their role of providing a means for citizen involvement and
participation in the program, can provide basic and fundamental information for administrative
staff. Corrections of problems can and should loop in the Senior Center Council and
administrative staff arena. However, people need recourse in problem solving, so we must
always keep this in sight. If our current systems fail in responsiveness, they need to be changed.
You have opportunities for maximizing the leadership potential of the Senior Center Council
liaisons to the Senior Advisory Board. They can serve as connectors between Senior Center
programming and operations, the Senior Advisory Board and the work you do.
If you have issues or concerns I have not addressed in this memorandum, please let me know. I
want to visit with the Senior Advisory Board and _plan to visit with you at either your September
I I or October 9 meeting. In addition, I am willing to bring to Council changes to current policy
if changes are needed or work further with you on informal or formal clarifications or
reaffirmations.
