II. CALL TO ORDER: After a Christmas social time, the
meeting was called to order by the Chair at 2:00 p.m.
III. CITIZEN PARTICIPATION: None.
IV. GUEST SPEAKER: Speaker ill; rescheduled for February.
V. CORRESPONDENCE: Poudre Valley Health District newsletter
passed around. Yvonne read letter of complaint re Senior
Center's Verteran's Day activities: No return address, name
unreadable. Letter given to Sr. Center Council reps.
VI. APPROVAL OF MINUTES: The November 13th minutes were
unanimously approved (10-0) as written.
VII. OLD BUSINESS
A. Media Committee Report: Copies of minutes passed
around. Kay agreed to write next SAB column for Pathways.
B. Senior Housing: Video shown and critiqued. Kay will
take suggestions to Housing Task Force. Discussion of local
subsized housing rent hikes, and 1601 N. College Mobile Home
Park prospects.
C. Vet -Pet Committee: A check for $680.00 received from
VOA via RSVP will be turned over to Dr. Traci Thomas, DVM.
Jane has drafted a letter to pet food companies asking for
funding to keep program going.
D. Recreation Fees: Yvonne reported that Diane Thies,
chair and 3 members of Parks rt Recreation Board will meet in
Febuary with SAB reps (Yvonne, Ed, Charline, Blanche, Jane)
to discuss the issue.
E. Senior transportation: Yvonne met with Steve Budner
and the new Dial -A -Ride adminstrator in Nov; Reports voucher
"token system" a possibility; OOA will pay only for medical
trips; Rates go up Jan. 1st, but not on Transfort. Kay added
that the Disability Commission now agrees an advisory
committee is needed. Jane is SAB rep for that committee.
VIII. NEW BUSINESS
A. 1998 Budget: Yvonne handed out copies of 1996 infor-
mation furnished by staff re SAB expenses incurred. SAB is

County, admitted that some of the
ideas — including raising the
county's sales tax to help subsi-
dize affordable housing — are
ambitious.
"These are concepts other com-
munities have initiated," Ste.
phens said. "It's not to say all of
them should be implemented, but
it's a menu that should warrant
consideration."

Mobile Home Park, 300 E. Har-
mony Road, earlier this year to
redevelopment of the site.
`The Pioneer situation really
put a face to the problem of af-
fordable housing," Stephens said.
About 450 people, mostly low-
income, were displaced by the Pi-
oneer redevelopment.
According to the task force, one
of the most serious issues affect_
ing the availability of affordable
housing in the county is the po-
tential closing of more mobile
home parks due to growth and
the increased value of land.
According to the report, about
tA00 county households — repre-
senting about 2,750 people — are
.at risk" of being displaced within
the next five years due to redevel-
opment of those parks.
A total of more than 14,000 i
People are estimated to be living
in mobile homes in the county.
"Loss of this important type of
affordable housing is of great con-
cern and the task force feels the
county should have a plan in
place to address future mobile
home park closures," according to
the report.
Only one new mobile home
park has been approved in La -
rimer County since 1983.
Rusty Collins, a task force
member and director of Neighbor
to Neighbor, said many of the
task forte's recommendations are
aimed at getting developers inter-
ested in affordable housing.
"What we really need is to cre-
ate incentives for the Private sec-
tor,' he said. "That's going to dou-
ble the efforts of what we nonprof-
ts can do.'
County commissioners said last
week they support many of the
report's conclusions and vowed tc

ation of affordable housing.

taken, and election held.

minutes for 1996 board actvities on behalf of SAB.
E. Multi -Cultural Commission: Yvonne reported that
there are openings, and asked if a SAB member wished to be

IX. SERVICE/LIAISON REPORTS
Ed reported date of next Sr. Network luncheon is 9/24;
room already reserved at Fort Collins Sr. Center; will know
in Feb. if Loveland wants to hold it. Stan handed out OOA
minutes, and mentioned RSVP's fundraiser. Yvonne said she
passed along nutrition info and Sr. Network luncheon invita-
tion was given to appropriate entities. She also passed
along Sr. Employment "Work -off" program info. Blanche has
inquired into Neighbor to Neighbor advisory board. Friends
and Senior Center reps Charline & Esther gave updates on
events, and said that several complaints and a complimentary
letter were received and have been referred to staff.
