The Fort Collins Senior Advisory Board held a regular meeting on
Wednesday, June 11, 1997 at the Senior Center.

11. CALL TO ORDER: The meeting was called to order by the chair,
Yvonne Myers at 2:10 PM
III. CITIZEN PARTICIPATION None
IV. CORRESPONDENCE: Elder Pet Care, Community Foundation
reply letter, Stan Ulrich awarded the Senior Human Relations Award.
V. APPROVAL OF MINUTES: Minutes of May 14, 97 were approved
7-0
VI. GUEST SPEAKER: Rusty Collins reported on the state of trailer
parks in the county, specific Ft. Collins. Rusty discussed the options that
other communities have used. We will continue to work together on this
issue.
VII. OLD BUSINESS:
A. OUTREACH MEETINGS UPDATE: September 3,97 joint
meeting with Youth Board, July 16, 97 location to be announced: Oct. 9, 97
Plymouth Congregational.
B. RECREATIONAL FEES: Reports of last meeting were handed
out, next meeting June 17, 97.
C. SENIOR HOUSING: Kay reported that there is now a one on
one liaison with the county planners that will be advocating for senior
housing.
D. SAGE NET: Ed reported that it has been mailed out, corrections
made, Luncheon plans are proceeding.
E. TRANSPORTATION: Neat meeting of Advisory Board June 12, 97
F. COMMUNITY WIDE POSITIVE AGING:. Perspective show plans
going forward.
G. BUDGET: Steve handed out 98-99 budget what we requested and
what we were awarded. Discussion followed about how we were to handle
being responsible for fiscal matters.
H. LIAISONS REPORT: Marjorie reported on the TRAID meeting. It is
due to be officially signed this month. Media Relations Update, Pathways
articles were appointed authors.

SUBJECT: Dial -A -Ride
on behalf of the Fort Collins Senior Advisory Board, we recommend
acceptance of the Transfort proposal to establish Dial -A -Ride as a self -
operation.
For years, the SAB members have heard complaints which involve the lack
of driver training. These are not new complaints and even go as far as
the Care -A -Van operation. In each and every discussion, our members
have stressed the importance of sensitivity training specific to the
clientele which paratransit serves. Previously, cost has always been
the excuse for not providing the training. We were assured, when
Shamrock was given the contract, that this training would take place.
That still has not happened and, once again, cost is the excuse. We
truly believe that, if the drivers become City employees, there is a
greater chance that the training will occur. We also believe that, as
City employees, the drivers will enjoy benefits which might encourage a
greater sense of involvement in the service that is being provided.
This could also encourage employee longevity and could, in turn, provide
more consistency in service.
We understand the problems of an independent business owner and truly
appreciate Tom Hofmann's efforts for Dial -A -Ride. Support for this
proposal is not a derogatory statement toward Mr. Hofmann nor his
company. We understand that paratransit is a delicate and complex issue
and believe that Mr. Hofmann has offer what was in his means to provide.
We believe, however, that the desired standard of service requires
greater effort and more direct accountability than has been the case in
the past. We feel that this effort and the accountability can be
achieved through self -operation using City employees.
After lengthy discussion, the SAB members voted unanimously to approve
this proposal. They also voted unanimously to continue the Citizen's
Advisory Committee which, they felt, should be used for grievances,
policy decisions and other issues regarding customer service. We would
like to have this group meet monthly at least until some of the major
issues such as driver training and written policy statements has been
resolved. Many other issues such as funding, levels of support, pick-up
and delivery windows, also loom on the horizon and we believe this group
could be very helpful in resolving these.
