The minutes of the January meetings were unanimously approved.
OLD BUSINESS
DRAKE AND LEMAY: There was no new information regarding re -striping
the cross walk on the south side of Drake.
ABRF LETTER- Felix has not heard from Jackie Davis. She was getting
information from both parties and would be letting the commission
know.
EXECUTIVE COMMITTEE - The NOD Award application was received. The
two applications being considered were, the snow removal plan and
the appeal to City Council. Based on the criteria for the award the
committee decided to table it for this year.
PARKING GUIDELINES - Lori was commended for doing excellent ground
work on the Parking Guidelines Packets. Felix commented that one
concern was the language recommending residential subdivisions with
single family homes as well as multi -family should provide curb
cuts, not only at every street corner, but at regular intervals
along side walks to allow crossing. This is not an acceptable
practice based on engineering and traffic safety standards and
would not be supported by city staff. Felix also suggested revising
the last page listing the state _statute versus the UBC and
replacing it the latest handicapped accessibility guideline that
were recently produced by the Building Permits staff.
Greg Funk noted Mike Gebo was very accommodating in assisting the
COD Plan review Committee.

SNOW REMOVAL PROGRAM - Gave the first presentation today to the
Breakfast Optimist Club. There were several questions brought up
about what are the requirements to obtain a handicap permit, who
is responsible for re -painting the symbol on handicap parking
spaces, repercussions for not maintaining the symbols. and who
polices that. Felix stated that this was not in the building code,
and maintaining parking lot stripes was up to the property owner.
He also said that parking striping and handicap signs are part of
the PUD requirements.
Lori will represent the Commission at a workshop and run a booth in
conjunction with Poudre R-1, Connections 191. Shirley Reichenbach
and Russ Jones are presenting a program on Americans with
Disabilities Act. It will be the last Thursday in March at the
Marriott at no charge.
Angela had some concerns with regard to snow removal and sign
removal at specific locations. Shirley suggested she contact the
individual store managers.
SENIOR CENTER- People in charge of the Senior Center contacted
Shirley asking for follow-up information regarding facilities in
the center. The information was sent to them.
SUBWAY SANDWICH SHOP - It was suggested to the company that they
move the handicap parking spot east one space because the ramp to
get up on to the sidewalk is in the handicap parking place.
NORTH COLLEGE AND WILLOX - The sidewalk ramp is steep and
bollards make the sidewalk impassable.
A CHANNEL 14 segment was shown to the committee. It was a special
aired on local T.V. interviewing Shirley and the problems involved
with shopping in the mall.
NEW BUSINESS
Craig Kitzman gave a presentation regarding the 1991 Ramp Program.
$20,000.00 was budgeted last year and the ramps came out to be
approximately $1000.00 each. He stated the money must go farther
this year. The program's goal is to get 25-30 ramps this year.
Craig asked of the Commission on Disability community to identify
locations where ramps would be beneficial. A point was brought up
to widen the ramps, Craig will look into that. Craig noted there
were two ramp requests from last year, one at Montgomery and
Riverside, and the other at Drake and Taft Hill.

A concern was brought up that bus stops were not accessible. The
benches are parked on little concrete ends, in dirt. Lifts go to
the street, they don't drop off at the curb. It was suggested that
the Engineering Department and Transfort take a ride on the bus and
note those stops that are not accessible.
A concern -was brought up that Care -A -Van is not picking up on time.
It was suggested that individuals monitor and document their
problems.
ART CENTER/OLD POST OFFICE BUILDING - Shirley visited the site and
noted the lower level ramp is very long and there is not enough
room to turn to get into the door. The door was locked and there
was no buzzer available.
BAUDER ELEMENTARY SCHOOL had a presentation in conjunction with
Martin Luther King Day and the disadvantaged. Shirley was a guest
representing the disabled population. Talking to the student body
and principal Shirley noted that Blevins was not handicap
accessible. The principal contacted administration in Poudre R-1
and they committed to installing a curb cut and ramp at Blevins
when weather permits. The principal suggested that the commission
survey all the schools and find out what exactly is accessible and
present a report to the school board.
Greg said Young's Vietnamese Restaurant is moving some walls, and
it all looked fine. He also reviewed a private school which needs
to re -submit plans, as it did not meet accessibility codes.
OTHER BUSINESS
Shirley, Felix and other board members are working on the joint
committee between Building Review Board and the Commission on
Accessible Housing.
Absence of Board Members was discussed. Felix will send a letter to
the two members that have missed to let them know if they cannot
attend, they need to resign.
Time and date of meeting was discussed, is there a better time for
all members to attend?
The Committee needs minutes earlier, so the agenda will not be
mailed with the minutes but distributed at the meeting.
