The minutes of the April meeting were approved with one correction.

OLD BUSINESS
Felix Lee and Shirley Reichenbach made a site visit to Poudre
Valley Hospital to check on the ramps and slopes. What they
concluded was that although it may seem inconvenient, it meets the
exact letter of what the law requires. Felix Lee mentioned that
although the handicap parking signs were unconventional, they did
seem to meet the need. Shirley stated the signs did not meet the
height requirements.
Felix Lee stated that the A.D.A. information was still not out.
Even though the Act has been passed there still is not a lot of
specific regulations or standards. He felt that at this time it was
premature to be sending out information on A.D.A. Shirley
Reichenbach stated guidelines would not be coming out until the end
of July. She also stated schools are exempt from City codes and
religious organizations are exempt from the ADA Act.
Shirley stated she felt the school district is receptive to
checking up and following through. Nancy Jackson suggested that the
chairperson of C.O.D. contact Dr.Joe Hendrickson, the director of
Special Education for Poudre R-1, and see about visiting the
Special Education Advisory Committee. She also suggested that a
sub -committee be established within Poudre R-1 to review plans, and
C.O.D. could lend support to this committee.

Jean Morrison liked the idea of promoting awareness in the school.
The District does not have anything in place of a set nature when
it comes to accessible awareness. The C.O.D. could help put
something together that would raise awareness through Student
Councils.
NEW BUSINESS
Marj Walsch from Care -A -Van shared with the Board information she
had received at a National conference regarding A.D.A. Arne
Anderson stated this would be a good time to plant seeds and make
contacts now, then as more information is available pass it on to
those contacts.
Mike Wilson brought up that there was no handicap parking at 1st
Interstate Bank. Roy Beauchamp will check on it.
Roy Beauchamp mentioned the new City Utilities office on College
and suggested a button be put on the door to open both doors at the
same time. Felix Lee will check into that.
Roy Beauchamp stated the main Post Office just completed a new
handicap door to the main lobby. He suggested a handicap door knob
be put on the door to the 281 North College Conference room.
Nancy Jackson mentioned Albertson's on Lemay will be putting in
additional handicap parking spaces.
Felix Lee stated that the Mini Mart on Willox has been given 3
months to take care of the concrete bollards. Felix will re -check
that.
The shops on the lower level of Walmart will be putting up hand
railing.
Shirley Reichenbach received a packet from NOD regarding the ADA
Anniversary Celebration. They would like cities to do some kind of
celebration or kick off about the anniversary the end of July. They
would like city organizations, is. DAV, ADA Task Force, Boy Scouts,
etc., to set a goal to accomplish in the next year. The campaign is
called " Calling on America". Shirley would like to see COD
involved. Nancy Jackson suggested a proclamation by the mayor would
be good.

A reception for the retiring COD members will be take place at the
regular COD meeting in June. Nancy Jackson will be retiring after
9 years on the commission and Greg Funk after 3 years.
Felix Lee stated he checked about having the Board chairman sit in
on the selection of new Board members. The
Council and the Mayor felt it is inappropriate and not an option.
OTHER BUSINESS
Angela Bryne made a visit to Mervyns and met with the manager. He
was very helpful and open to improvements to make things better for
the handicap community. She also visited Penney's. They had no
complaint forms, but did write her complaint on a clipboard. She
mentioned the County Cork is not ramp accessible.
Marj Walsch, Care -A -Van, reported new regulations on
transportation. She spoke about the rules and regulations on the
routes, the requirements on strapping chairs down, and the 504
qualifications. -
Shirley Reichenbach mentioned 99% of the bus stops are not
accessible. There are no curb cuts by the bus stop benches.
Angela Bryne toured the Care -A -Van site, saw how the scheduling
worked and the complicated issues involved with the system. Marge
Walsch gave each member a hand-out about Care -A -Van and mentioned
that there is a slide presentation available and COD was welcome
to have meetings at the Care -A -Van facility.
Dorinda Rife, Poudre R-1 teacher of the visually impaired, appeared
before the Board. Her concern was she has a student attending CSU
that has difficulty crossing the intersection at the Oval. Dorinda
has contacted the City and they have been most helpful. Jim
Holland devised a homemade beeper to enable her student to cross,
but it's not quite adequate. She would appreciate any input from
the Commission.
Dorinda would like to see an overall plan on the City to look at
accessibility for the handicar(bd and decide where changes are
needed.
Angela Brynes mentioned the handicap parking places at the First
Presbyterian Church were not useable, were chained off. The janitor
informed her that the spaces were now used for church officials.
Nancy Jackson suggested Angela call the pastor and talk directly
with him.

Angela Byrnes called Oakbrook 1 & 2 asking about renting
possibilities. She was told they rent to only people 62 years and
older. Nancy Jackson will follow-up with Angela about this
situation and get more information.
Roy Beachaump mentioned the City is marking streets, and the
intersection on Lemay and Drake needs to be marked. Felix will
follow-up on the situation.
PLAN REVIEW
Lori Gerhicke reported for the Plan Review committee:
Christ United Methodist, 301 E Drake, restrooms not big enough
Toys-R-Us, needed more details
Peace With Christ church, addition ok
Public Service, 1091 E Horsetooth, needed more details
Peterson Toyota, just reviewed the site plan,
suggested adding 2 curb cuts
Flutterby Preschool, no change
Western Auto, changed location of handicap ramp
Shirley Reichenbach mentioned Greg Funk will be vacating his
position on the Plan Review Committee, and encouraged other COD
members think about serving on this committee. This committee meets
Thursdays from 1:00-3:OOpm.
Lori Gerhicke stated she will be seeking full time employment and
may not be able to continue her service on the Plan Review
Committee.
Lori Gerhicke wanted it noted in the minutes the Plan Review
Committee never saw the plans for the addition to Poudre Valley
Hospital.
Nancy Jackson suggested someone contact the Office of Resources for
Disabled students at CSU. In March they hold a design contest and
it may be possible that some students involved in the contest may
be interested in sitting in on the Plan Review Committee. Another
idea may be to contact architect firms and inquire if any interns
may be interested in reviewing plans with the COD committee.

Felix Lee and Shirley Reichenbach have discussed the many
activities the members of COD are involved with and that the Board
finds out after the fact about those activities. He suggested that
if a member is representing the Commission on Disability, the Board
should know before hand. If an individual wants to represent
him/herself as John Q. Public, that's fine. There is a big
difference between representing oneself and representing the
Commission. If something comes up on short notice and a member
wants to represent COD, that member needs to call either Shirley or
Arne or Felix.
