The minutes from the July meeting were approved.
OLD BUSINESS
Chairperson Shirley Reichenbach and Arne Anderson reviewed the
Mission Statement. Dale Dirks mentioned one of his concerns was
that Larimer County and the City should work together and suggested
getting a liaison with Larimer County to attend COD meeting.
The Work Plan for 1991 was reviewed for new members. The snow
removal program will get under way again in Sept/Oct. The idea of
putting the program on cable t.v. was mentioned.
Handicapped Parking reminders were discussed and tags passed out to
members. If anyone needs more, they are available at City Hall West
or in the Building Inspection Office.
Board chairperson Shirley Reichenbach suggested someone for COD
attend the Human Services Relations Commission that meets the 2nd
Thursday of each month from 5:30-7:00pm. Arne Anderson volunteered
to attend.
Boardmember Scheberle asked how the COD educates the public about
the ADA rules. Board chairperson Shirley Reichenbach stated that
when the plan check committee reviews plans, they include a letter

to the contractor,,, owner, or - architect letting them know their
plans have been review by COD and the Building Inspection Office is
available for technical advise.
Mike Gebo stated he is relatively new to this commission. He sees
this commission as a very worthwhile group and he is available to
assist. He stated if anyone has a need to put something on the agenda, call ShirleyReichenbach. He would like to see this
commission conducted formally and in a business like manner.
Because of time limitations, the group needs to stay to the agenda.
Mayor Kirkpatrick was on the agenda to speak to the Commission, but
was called out of town, so was unable to attend.
Kathy Fromme, City Council member, is looking into using tokens at
the Lincoln Center Pool. COD was concerned that there was an extra
charge to use the hot tub at the Lincoln Center and not at EPIC.
Kathy Fromme is also exploring purchasing a handicap lift to put in
the deep end of EPIC.
Chairperson Reichenbach said the 1st Year Anniversary of ADA,
"Calling on America" did not go as planned, but an open house was
held at CIC instead of Barrier Awareness Day.
The ballards on Willox and College avenue were discussed. Mike Gebo
will follow-up on that problem. Mike suggested this might be a
project for ADA to take on.
Burger King's handicapped parking was discussed. The slope is too
steep because of the City's requirement for drainage. Mike Gebo
suggested COD plan check committee, as well as himself, get
involved earlier in the planning stage, conceptual review.
Shirley check with the City transportation for the number of
handicap plackets or licenses in the City, but has not received
that information yet.
A memorandum was distributed to members regarding the accessibility
of the City Council Chambers. This has been a project that COD has
been working on the last couple months.
Shirley reported she attended a meeting on Open Spaces/Natural
Areas in Fort Collins. The City is developing a master plan now.
She brought up that the bike paths are very nice for disabled
people. The plan is to have these natural/open places accessible to
the handicapped also.
It was mentioned there are no curb cuts at Drake and College on the
Southwest corner. Mike Gebo checked into 106 South Bryan, and the
parking lot does comply with code.

NEW BUSINESS
Federal Fair Housing Act held a seminar that Mike Gebo and Sharon
Getz from the Building Inspection office, and Shirley Reichenbach
attended. The Federal Fair Housing Act is currently being looked at
for Fort Collins. The act has to do with four or more residential
units in a building. Presently Fort Collins has stricter criteria
than the Federal codes. This act is similar to ADA and whereas you
can pursue the owner/architect with regard to accessibility. Sharon
Getz has put together a letter that will be submitted to the
builders notifying them that the plans submitted do not meet the
criteria to comply with the Federal Fair Housing Act. Building
Inspection Office will let the builders know what the rules and
regulation are before the project is too far into the process.
Shirley Reichenbach stated the State has the authorize stop any
project at anytime, if the regulations are not met.
Shirley Reichenbach passed out forms to apply to Partners in
Leadership Program to be held in Denver over the next six months.
The deadline to apply is August 31, 1991

Dale Dirks volunteered to serve on the Plan Review committee.
The Mayors Award sub -committee was established. The executive board
will make up this committee. The nomination forms will be available
at 300 LaPorte Avenue or 281 North College. After the forms are
updated, Ann Reichert will have them available for distribution.
Ann will also include a copy of the nomination form in with the
copy of the minutes. The committee will update press releases.

ELECTION OF OFFICERS
Election of officers was held. New officers are:
