The minutes were approved from the August meeting.
Jeannie Morris and Lori Gehring both sent letters of resignation to
Shirley Reichenbach. Dale Dirks was informed he did not live in the
UGD area and was not eliaible to serve on the Board.
OLD BUSINESS
The Mayor's Awards will be presented at the City Council meeting
October 1, 1991, 6:15pm. An announcement regarding nomination for
this award has appeared in the Coloradoan, Triangle Review and on
the radio stations in town. Nomination forms are available in the
Building Inspection office, or at City Hall. Shirley encouraged COD
members to attend the Council meeting.
Bill Way, DAV and recipient of last years Mayor Award appeared
before the Board. It was suggested by DAV that the recipient of the
Mayor's Award be given a plaque and have the award framed as a gift
from DAV. Bill asked for approval from COD. Everyone agreed it was
a very generous and gracious thing to do and all approved.
Angela Bryne stated Delfannies is wheelchair accessible. Roy
Beauchamp was unable to attend the meeting, but wanted to relate to
the Commission that the utility office at 330 South College, City
of Ft. Collins has synchronized the doors, and that the ramp at
Union Colony Bank is now complete and the parking lot has handicap
parking.

Shirley Reichenbach stated she has not heard back from the license
bureau with the number of handicap placards issued in the City.
Bob Willmot mentioned he received literature and information
through his office concerning National information regarding the
disabled, and wanted to know if the Commission is interested in
having copies. It was decided the information will be mailed out
with the minutes.
Shirley Reichenbach attended the Board and Commission Heads meeting
last month. The group was taken to a research department on Whalers
Way and shown the model of what the tri-city area is projected to
be like in 2020-2025.
Shirley also attended a meeting on Affordable Housing for Special
Populations. She explained a new development was being planned
North East of town with houses completely accessible to the
disabled. They are being built on land trust property.
Wendy Irvin, City of Fort Collins, Facilities, stated there are
plans to remodel the indoor pool near the Lincoln Center. There is
a possibility that an elevator will be installed. Wendy asked for
input from the COD when the time comes. She also mentioned EPIC has
installed new showers with motion detectors. The proposal for
making the City Council Chambers handicapped accessible is in the
1992 recommended budget.
Bob Willmot questioned the accessibility for disabled at 281 North
College. Shirley mentioned when this building was being remodeled,
COD had input, but with the age and location of the building, the
City did the best it could to make it accessible.
Bob Willmot also stated if a person with a disability was asked to
serve on jury duty, the council was inaccessible. The DRS will look
into that. He also suggested buttons be made that had T.A.B.
(Temporally Abled-Bodied) to remind all individuals that they may
be able-bodied today, but that could change instantaneously.
Bob Willmot asked if the Commission had a form designed to rate
motel/hotels for accessibility. This questions was referred to
Carol Ann Frisco of DRS. Carol Ann stated the DRS is working on a
handicap accessibility guide for Fort Collins at this time. She
asked for volunteers to help fill out surveys regarding this
project. Carol Ann stated the United Way had granted DRS $900.00 to
pursue this project. Anyone wishing to help call Carol Ann at 881-

Shirley Reichenbach was contacted by Travelin Times. The objective
of this project is to have a contact person in every city when a
disabled person is stranded or needs help.
The Board viewed a video tape filmed for DRS showing the
inaccessibility to businesses in Fort Collins.
Shirley stated that Poudre Valley Hospital will be making more
changes..They will be putting in more handicap parking spaces by
the emergency entrance and relocate some parking so it will be
closer and more accessible.

Parking violations were discussed. The Board is concerned that the
general public is using handicapped parking spaces with no penalty
or tickets involved.
Bill Livingston mentioned to the Board that he will be doing a
radio program with Will Huett regarding head injuries in October.
Bill Way, DAV, stated the state DAV convention will be held in Fort
Collins next May.
A motion was made by Judy Grim to adjourn, seconded by Angela
Motion passed, meeting adjourn.
