The amended minutes from September were approved.
OLD BUSINESS
The Mayor's Awards were discussed. It was suggested that the
Commission send out nomination forms and press releases well in
advance and include for distribution many agencies that deal with
the disabled. Better communication is needed to make this event
more successful.
Shirley Reichenbach stated the definition of disabled is a
condition and a handicap is an obstacle. This was brought up at the
last COD meeting. Discussion followed.
Roy called the police department regarding Lemay and Drake
crosswalk. Cars are encroaching in the walkway. He got no response.
NEW BUSINESS '
The Loveland H.A.C. invited the Fort Collins COD to attend their
meeting. They meet the second Monday, 7:OOpm at the Loveland
library.
Shirley stated she attended a meeting in Denver regarding the ADA
and the Employment Process. The City of Fort Collins has plans to
conduct meetings regarding this issue. It was requested that Jamie
Mares, Director of Personnel for City of Fort Collins, come to the
next COD meeting next month. Arne Anderson will contact Mr. Mares.

Shirley will attend a meeting at the Lincoln Center Pool regarding
pool renovations and changes. Additions suggested by this
Commission were: an elevator to the second floor, a ramp into the
pool, a private accessible dressing area, accessible showers, lift
to the hot tub, accessible lockers and signage.

Shirley submitted a list of plan reviews she had done this month.

Shirley mentioned a new parking place has been painted at Walmart.
There still is no handrail on the ramp between levels.
Angela Bryne mentioned a discriminatory situation at Safeway. As a
DRS Board member Shirley wrote a letter to Safeway in Angela's
behalf.
Angela stated she will be seeing the president of United Bank
regarding some suggestions she has made to the bank.
Carolann Frisco stated ADA Taskforce has contacted Transfort and
will make a braille bus route map.

C.O.D. GOALS
COD work plan and goals for 1991-1992 are due in November. Some of
the 1990-1991 goals and additions for next year are included below.

NEXT MEETING - NOVEMBER 4, 1991 1:00
Addendum: Shirley attended a meeting in Denver on October 19,1991
with Mike Gebo and Sharon Getz concerning the impact of the ADA on
municipalities. Many of the regulations have a short time frame for
implementation. Major categories that will require action are the
City's responsibilities under the ADA in regard to employment,
Public Services as programs offered by Parks and Rec, City
meetings, courts, Building Facilities, Transportation and
Telecommunications. The City is depending on COD for helping
prioritize the most critical problems and resolutions. COD also
needs to review new accessibility guidelines and recommend adoption
into the City Building Code by the Federal implementation date,
January 26, 1992.
