HomeMy WebLinkAboutSenior Advisory Board - Minutes - 10/11/1989The meeting of the Fort Collins Senior Advisory Board was held on October 11, 1989 at the Columbine Care Center West. The follow- ing were in attendance. Members Joe Campanella Yvonne Myers Margaret Watts June Bergstrom Kay Rios Kathleen Jones Pat Long Billie Higgins Ellen Connelly Mildred Arnold Pat Long Approval of the Minutes Guests Jean Helburg, Recreation Super. Candi Johnson, Senior Center Volunteer Ann Azari, City Councilwoman Marjorie McTeggart, Senior Council Ruthanne Parker, Senior Center Staff Billie moved approval of the minutes of the meeting of September 13, 1989. Pat seconded and the vote was unanimous. Old Business 1. Marjorie McTeggart attended the meeting to talk about the senior column she is writing in the Coloradoan. Since it was the Advisory Board's idea she wanted to tell members how the column was doing and to ask for suggestions. The column is printed on Wednesdays in the Neighborhood section. She has received good comments so far. 2. The board orientation will be held at the next meeting since a new member, Ken Stubler, didn't make the meeting and the agenda was already very full. Joe will make sure Ken knows when and where the next meeting is going to be held. 3. Vendor cap fee -- Joe explained that the City Council accepted a compromise -- the fee was originally 3% of sales tax collected. It will now be 3% up to $100 and then 1% above the $100. Ann says that Choices 95 will not be affected. 4. Report on the Senior Seminars Task Force -- Joe said that the group hit a snag when it came to organizing. Ellen said that the original proposal was to have an organization that would coordinate activities and be a clearing house and referral service. Based on that perception, Poudre Valley Hospital gave its support. But then there was some disagreement as to how to do that. Then, Ellen said, the group wanted to do information seminars. Ellen's feeling was that was not a need and if the focus was only to be put on seminars then the hospital didn't want to be involved. Joe felt that there was some miscommunication within segments of the Task Force. Ann will visit with different areas involved and willthen host a meeting to try and determine which course to take. Ann will not be involved as a council member but rather as a professional facilitator. Kathleen felt that there were definite subjects that required informational seminars. She cited "spousal impoverishment" as one. Pat also felt that a central number for referral was needed. Ellen felt that this could be accomplished through an existing office and an existing structure. She used the Office on Aging as an example and said that funding could be added for an additional staff member to handle the increase in work load. 5. Update on planning for the new senior center -- Recreation Superintendent Jean Helburg attended the meeting to update the Board. In August, city staff met with each council member to talk through the process and decide how to get input from the community. Each month, Parks and Rec will print an update in the Greening Leaf and other senior publications and newsletters. The project itself is scheduled for construction in 1993. Staff is now pulling the research together that was gathered this summer. Jean will be the leader in this process so all questions need to be directed to her. Next year decisions will be made as to what needs to be put into the center and a needs assessment will be done, once again. Jean would like to see an architecht "on board" in 1990. She wants to visit with groups and get their "input." Ann said that it was important for Board members to remember that they are an advisory board. City Council will make the "milestone decision," but she thinks that it is important for the Board to advise Council. They need that, she said, and so, it is important that the Board is updated on a regular basis. Ann explained that "It's easy in this process to forget that there is a board established by ordinance to review and recommend on issues regarding seniors. It's also easy to get the boards confused. You have the role for advising us and that"is very critical. You have to help us have a broad enough vision. Your input will give us the confidence that the process is going well. Jean, you can use this group a lot as a sounding board." Ann emphasized that she was glad the board had called for and update and that Board members have continued to be involved. She felt that the Board's recommendations would be helpful to council. Jean said that the Board should think about the role they want to play. Kay said that the City is the one that should tell the Board what needs to be done and then members can decide what their role will be. Ann felt that the Board should look at issues presented by the City and then prepare position papers. Jean will update the Board once a month. Board members will solicit suggestions from other senior groups. Ruthanne felt that Parklane Towers and Parkwood Estates were important areas to contact. Billie added that church circles should be used as well. Joe would also like to use United Seniors as a contact. The Board will set up more off -site meetings to make themselves available to a broader spectrum of seniors. -2- New Business • • 1. Mayor's breakfast -- Joe attended the breakfast and said that Mayor Winokur had discussed how to communicate with City Council. The most effective way is by going through each board's liason. Council goals were passed out and Joe will have them copied and sent out to members. The goals include several issues that concern seniors. He asked that members look at the goals and see what we can do to advise the city. He asked that suggestions be brought to the November 8th meeting. The meeting will be at the Parks and Rec Shop at City Park. 2. Nomination of Officers -- Ellen nominated Joe for chairman, Pat as vice chair and Kay as secretary. Kathleen moved to continue current officers for one more year. June seconded and the vote was unanimous. Business From The Floor 1. Agenda meeting will be held on October 31 at 4 p.m. Joe, Pat or Kay should be contacted with agenda items. 2. Billie asked that a thank -you letter for the room and the refreshments be sent to Columbine Care Center West. 3. Kathleen is delighted with the Aspen Club organized by the hospital. She feels it was well -organized and serves a definite need in the community. Items on the agenda will include goals and objectives for the upcoming year. The Board will also discuss ways to solicit suggestions for the new senior center that is part of the Choices 95 projects.
