The minutes from the June meeting were approved.
Debbie Kalin distributed a new draft of a letter proposed to be
sent to businesses acknowledging them for making their businesses
more accessible to the disabled. The letter was discussed at length
and the Commission decided to drop this project.
Rita McGill and Dianne Rehmer updated the Commission on the work
being done on the survey. Dianne stated they had contacted Nancy
Jackson at DRS for additional information. A draft of the survey
was given to Commission members to review and the members were
encouraged to pass any additional comments on to Dianne. Dianne and
Rita will report next month on any changes.
Shirley Reichenbach stated Rob Gilkerson attended the Code Review
meeting for her, she was in the hospital. Mike Gebo reported to the
Commission the outcome of that meeting. Mike stated Chapter 31 dealh
with disabilities and the code committee is doing a thorough study
of that chapter. He stated the committee also felt 1992 ANSI
standards was a good document. The committee will finish their work
in the next 3-4 months and that information will go to the Building
Review Board and then to City Council. A lengthy discussion was
held on what the City can enforce and what are federal guidelines.
Shirley Reichenbach stated the ANSI standards and chapter 31 are
just minimal standards and she felt Fort Collins should have more
stringent codes. Mike explained what laws the Building Inspection
Department abide by.
The Commission discussed the different departments in the City and
what their different responsibilities were. Mike stated generally
the Building Inspection office is responsible for the building
itself and approximately 2 feet outside the building envelope.
Diane Rehmer shared with the Commission about a new group,
Association for Community Living. This group's present project is
to offer all restaurants in the City menus printed in braille or in
large print for a very low price. She asked the Commission if they
would support this project. Mike Gebo discussed the purpose of this
Commission and how it relates the City Council. The general opinion
of members was this project was a good idea, but didn't know how
supporting this project as a Commission fits into the goals and
mission of the Commission set forth by City Council.
Nominations of officers will be held next meeting and elections
held in September.
October is the annual Mayor's Award. Debbie Kalin offered to get
the nomination forms started.
Ray Sanderson reported the Transportation Committee discussed that
Transport, Care -a -van and Shamrock Taxi need to work more together
for a better transportation system for the disabled.
Shirley brought up that in the years previous, it was decided not
to ticket cars parked in the handicap parking places if they did
not display a disabled parking placet. Is it time to start
ticketing those people? Mike Gebo stated that is an issue that
needs to be discussed with the Council liaison.
The meeting was adjourned.
