The minutes from the August meeting were approved.
Old Business
Debbie Kalin updated the Commission on the Mayors Award. The Awards
will be held October 19, 1993. The reception 6:OOpm and the awards
6:30pm. Letters have been sent to Mayor Azari and Alan Apt inviting
them to attend. Rita and Steve will help Debbie with follow up
phone calls. The executive committee will review the nominations.
A copy of the survey was distributed. Dianne updated the
Commission. Surveys will be distributed to the public through DRS.
A committe will contact the different agencies to follow up on if
the surveys were received and when they are due back.

New Support for the Commission
Pete Dallow and Andrea Reiger were introduced as the new support
staff for the Commission. The next meeting will be held in the CIC
room at City Hall West. A letter was distributed to the members of
the Commission detailing where the new support staff is located and
their phone numbers. (a copy is attached.)
ADA Grievance Procedure
Pete Dallow distributed the procedure developed by the Facilities
Department for review of the Commission. Pete asked that if anyone
had suggestions to contact him before October 4 at 221-6797.
Shirley stated she has been reviewing plans and the city is growing
by leaps and bounds. Shirley also stated she would like Mr. Dallow
to look in the funds for affordable housing and see if that
pertains to single family homes. If not, she would like that
brought up at the next addordable housing meeting. Pete Dallow said
he would contact Ken Waido in planning regarding this issue.
A lengthy discussion was held on the new parking spaces added at
the Albertsons on College Avenue. Shirley mentioned the manager was
receving complaints from the general public that too many spaces
were added. Shirley encouraged each individual to write a letter of
support to the manager. Steve Annear mentioned writing a letter
from the commission. Mike Gebo referred to the Commission's work
plan and purpose set forth by Council. No decision was made.

Work Plan for 1994
The executive committe will meet to start preparing for the Work
Plan for 1994.
Meeting Times/Places
The next meeting will be held October 18, 1994 at 1:30pm in the CIC
room, next to Council Chambers in City Hall West. Steve Annear
asked if the Commission could discuss the time the Commission meets
at the next meeting.

RE: 1993 Work Plan
OVERVIEW
The Commission on Disability serves in an advisory capacity to the Fort
Collins City Council on issues affecting the lives of people with disabilities.
The Commission consists of eleven (11) members appointed by the City
Council. Each member serves four (4) years without compensation.
The 1993 workplan is summarized in the following paragraphs. Specifics of
additional short- and long-term goals and appropriate sub -plans will be
developed over the next several months and communicated to the council.
A top priority for COD remains all aspects of the Americans with
Disabilities Act (ADA)--accessibility, employment, reasonable
accomodation, etc. Additional priorities are:
o To gather information to direct COD's work and programs.
o To formally identify or characterize the needs of those people within the
city who have disabilities..
o To identify and implement educational and awareness programs that
involve mutiple groups in the community and can be sustained over time.
o To develop a plan for greater involvement in the National Organization
on Disability (NOD). NOD is a private, nonprofit national organization
dedicated to increasing the acceptance and participation in all aspects of
life of America's 43 million men, women and children with physical or
mental disabilities. The organization works through a network of towns,
cities and counties which are its Community Partners. The City of Fort
Collins currently is a NOD Community Partner. Greater involvement with
NOD can enhance the implementation and outcome of many of COD's short -
and long-term priorities.

1993 WORKPLAN
The 1993 workplan maps against the functions the City has identified for
the Commission:
(1) to develop educational programs to acquaint citizens with issues
affecting disabled individuals;
Workplan: Investigate, plan and begin implementing ADA-specific
educational program (leverage or coordinate with existing programs
being undertaken by other groups in the city);. investigate necessity
and mechanisms for a proactive needs analysis of city's disabled
community, implement as necessary. Investigate and implement a
plan to proactively represent the city in NOD. NOD represents a great
potential for benefitting persons with disabilities and the community
at large.
Continue to host the annual mayor's awards with the mayor's
support and assistance. COD asks that the mayor continue to present
the awards in conjunction with National Disability Awareness Month
(October). Community awards are presented to individuals,
businesses or organizations who exhibit. outstanding dedication in the
areas of employment, increasing public awareness and improving the
quality of life for persons with disabilities. The Dorothy Lasley
Memorial Award is also given, to an outstanding person with a
disability for extraordinary community service.
(2) to form special committees, including non -commission consultants or
specialists, to deal with issues which affect the well-being of disabled
individuals;
Workplan: Form special committees as required to investigate,
implement or direct programs and projects mentioned in other areas
of the workplan, or as determined by special circumstances, or
request of council.
(3) to communicate with other commissions in order to generate ideas
helpful to the City Council;
Workplan: Continue teambuilding by interfacing with other city
boards and commissions,. as well as Larimer County and Poudre R-1
school entities.

(4) to sensitize City departments to the access problems of the disabled:
Workplan: Continue participation with appropriate city groups and
departments (such as employment and programs, facilities, parks
and rec, transportation, etc.).
(5) to assist in the forming of recommendations of City design
requirements for disabled access compliance;
Workplan: Building Permits and Inspections --COD will participate in
the review and incorporation of UBC codes. COD will work with staff
and council to update accessibility codes.
COD will continue to review building permit submittals through the
Permits and Inspection Division and will perform site plan review
through the Planning Division. Accessible businesses will be
encouraged by COD to display the international access symbol on the
premises and in advertisements.
COD will have input in the design and location of new access ramp
construction through the Engineering Division.
Accessibility of city properties will be ensured through work with
the Facilities Division. COD has provided input to placement of
informational signs for building access and has helped identify and
prioritize city departments and facilities needing TDD's. COD will
continue its involvement in these areas.
COD will work with Parks and Recreation to assess available
programs and explore adaptations enabling participation by disabled
citizens. In addition, COD is available to assist in the development of
new programs.
(6) to assist in the establishment of accessibility of employment for
disabled people within City structures;
Workplan: As necessary, COD will advise city departments in ways to
make accessbility adaptations. COD is available to consult in other
matters of employee/employer relations regarding reasonable
accomodations.

(7) to serve as ombudsman between City departments, the private
business sector, and the community of disabled citizens.
Workplan: COD will continue to serve in this capacity.
COD will investigate the necessity of continuing the snow removal
awareness program and the use of parking reminders (re: improper use of
parking spaces designated for use by the disabled).
Meetings are held at 281 N. College Avenue the second Monday of each
month at 1 P.M. A. second monthly meeting may be added. The time and
place will be communicated to council and the public. The public is
