- Minutes from September meeting were approved.
- Mayor's Awards will be presented at the October 19 Council meeting. Awards will go to
Peer Counselors (Multiple Sclerosis Society), Jeanne Abkarian (Poudre R-1), Sally Juday
(Northern Colorado Aids Project) and Steel's Market (Chuck Willford, Steve Ferguson and
Paul Poplett are the store managers). The Dorthy Lasley Award and the 1993 Disabled
Person of the Year award will go to Roy Beauchamp. Steve Annear will announce the
Mayor's award. Arne will write a brief introduction for the Mayor to read.
A brief article on the Mayor's award will be included in the November issue of the City
News.
- The Building plan review subcommittee reviewed 10 new building permits.
- The next meeting of the Transportation committee will be on November 4. The committee
is discussing paratransit. Ray reported that he is discussing with others how to best conduct
travel -training in 1994.
- The survey will be included in the December utility bills. Since utility bills are sent out
throughout the month, the due date for the survey will need to be extended until mid -
January. Diane is having the survey recorded and an audio tape put in the Library media
center. Rita reported that we may be able to have Kitty Kent to interpret the survey in
Spanish.
- Marj Walsh from Care -A -Van spoke about the difficult year Care -A -Van has had. In 1993
Foothills Gateway reduced their contract with CAV to $160,000. In addition, United Day
Care and Poudre R-1 stopped contracting service. However, CDOT increased their funding
by $4,000 for rural areas. Larimer County and the City provided supplemental funds to help
cover the loss in revenue. The computer dispatch service did not work properly, and there
was a turn over in board presidents.
The City's request for proposal for 1994 paratransit service was received. Looks like
paratransit service in 1994 will be considerably more expensive in 1994, than it was in 1993.
Currently in negotiations for 1994 service.
- The COD meeting time has been moved back to 3:00 - 5:00 on the third Monday of
each month. Location will be the CIC room, City Hall West. May want to change the
January and February meetings, as those fall on holidays.
- Ginny reported that the ADA Task Force is looking at ADA compliance in shopping
centers along bus routes (to include parking and on -site routes of travel).
- Debbie Kalin was appointed co-chair of the committee with Shirley.
- The committee agreed that non -committee members may serve on subcommittees, if
appropriate. (Two requests to serve on the building permits review committee have been
received.) No new members were appointed to the subcommittee at the meeting, but may be
formally appointed in the future.
- Future guests to the COD need to first clearly state what action they want the committee to
take, and limit their presentations to 15 minutes. Andrea will pass this on to future guests.
- COD voted unanimously to recommend the ADA grievance procedures. However, there
were several questions on the procedures. Andrea to send questions to City Attorney, and
bring response back on Nov. 15.
- The 1994 Workplan was discussed. (See attached draft of the workplan.) At the next
meeting, members need to come with their top two or three items on the workplan, and be
prepared to discuss the workplan. Andrea will invite Ann Azari and Alan Apt to the
November COD meeting, to discuss the workplan.

As you know, the Peer Counselors Fort Collins Branch of the National Multiple Sclerosis
Society received a 1993 Annual Mayor's Award on October 19, 1993. The Peer Counselors
were recognized for their work in improving the quality of life of persons with disabilities.
In recognizing the Peer Counselors, we must also recognize your efforts. By starting the
Peer Counselors you have made our community a better place to live. I understand that Fort
Collins was the first community in Colorado to have such a program. The Peer Counselors
provides an important service to the community. I am proud that Fort Collins has such
groups, and that. Fort Collins has caring, concerned and interested community members who
are dedicated to making a difference.
I admire your dedication and commitment to improving the life of others. Thank you again
for your efforts.

We discussed the ADA Grievance Procedure at both the September and
October Commission on Disability meetings. At the October meeting,
the Commission approved the Grievance Procedure. However, the COD
had several questions on the procedure, which I agreed to pass on
toyou...
1) As the procedures are currently worded, the Grievance Committee
has up to 60 days to conduct an investigation of the complaint.
Within 15 days of the conclusion of the investigation, the
Grievance Committee will render a decision, and then has another 5
days to mail the decision -to the complainant. This is a total of
80 days. The question is whether we can shorten this time at all,
and respond to the complainant in a more timely fashion. (Also -
where did these timeliness come from?)
2) Can we make sure that the complainant is afforded the
opportunity to appear in person during the investigation? The
procedure currently states that the complainant will have an
"opportunity to submit evidence relevant to the complaint," but
"evidence" could imply written evidence only.
3) Also, does the representative from the COD on the grievance
committee have to be the same person for every complaint, or can
COD members "take turns" on the committee?
Please let me know. I told the COD that I would report back to
them on these items at their November meeting.

At the October meeting of the Commission on Disability, the
Commission decided that it might be beneficial to have non -
commission members serve on the plans/permits subcommittee.
While the commission did not formally appoint new members to the
subcommittee at the October meeting, Shirley Reichenbach,
Chairperson of the Commission, has agreed to work with those
individuals interested in serving on plans/permits subcommittee.
If this arrangement works out, the COD will formally appoint the
new members to the subcommittee in November or December.
I also spoke with Jim Reigles, as you requested. He is still
interested in serving on the plans/permits subcommittee, although
he is not sure that he will be able to commit to the subcommittee's
meeting schedule. Jim and Shirley will work together to see if
serving on the subcommittee will be mutually beneficial, and if the
meeting schedule is acceptable.
