Introduction of visitors and COD members. 2. Minutes from March approved. 3. Liz Brandis and Mary Ellen Bunting presented information on Fort Net - a group of community volunteer who are creating a public -access computer information network. This electronic information network will make community information, such as City information, available to community members and businesses. As an example, COD could have on-line information available to the community. Anyone in the Fort Collins calling area would have access to Fort Net, and basic service would be free. Outside of the Fort Collins area, you can access Fort Net for the cost of a long distance call. May also be able to access through Internet. Funding and partnership search is ongoing. Pilot project is underway and limited access will be available in summer, with full access available in September. Currently exploring whether they can provide Internet, the international computer service. 4. Building Inspection has adopted the '91 Building Code on accessible standards and the '92 ANSI standard, on how accessible provisions are built. Building Inspection is not willing to waive any requirements, however builders may take these waiver requests to the Building Review Board. It is likely that the Building Review Board will rely on the COD for feedback on these requested waivers. COD comments on all waiver requests must be approved by a majority of the commission, and submitted in writing to Building Inspection. The Building Plan Subcommittee could make these decisions, but this approval must be project specific. Andrea to draft and send a letter to Building Inspection stating: 1. The COD is unlikely to approve any waiver request. 2. As a last resort, after the Building Review Board has considered a request and really does need input from COD, the COD will empower their Building Review Sub - Committee to consider the waiver. 5. Craig Kitzman from Engineering distributed list of ramp locations for possible re- construction this summer. Engineering expects to re -construct or construct about 35 ramps this summer. The street rehabilitation program will pick up an additional 35 or 40 ramps. Additional locations for ramp repairs include the corner by Steeles on Mountain (across from the Avery House). COD members should contact Craig at 221-6605 with any additional ramp locations. Sidewalk repair: currently the City has a voluntary program for property owners to upgrade their sidewalks (the City pays 50 %, and the property owner pays 50 %). There is no mandatory program at this point. Only if the sidewalk is a safety hazard can the City repair the sidewalk and bill the property owner. Bus stops need a concrete landing pad. Engineering will be working with Transfort in the fall to upgrade approximately 25 bus stops to provide greater accessibility. 6. Budget: City is putting together '95 budget and would like to know if the COD has recommendations for services needed for 1995. The suggested enforcement of the parking program may qualify as a budget need and/or raising the fines for parking tickets would qualify as a budget issue. Other budget issues may include the Mayor's awards and perhaps a community awareness day. Pete and Andrea will analyze. 7. Parking Program: Alan Apt was very supportive, and recommended that a letter be sent to the Mayor/Mayor Pro Tem. A letter was drafted and sent to the Mayor and Mayor Pro Tem. In addition, Pete has discussed this issue with the City Manager and the Deputy City Manager. The Police Department is also studying a similar program. Pete and Andrea will coordinate the expected staff analysis of this program as per the City Manager's request. Since this is a budget issue, the program would have to be adopted in October with the rest of the budget. The actual start date would then be Jan. 1995. 8. COD By -Law Approval: Bob Willmot moved to approve the amended version of the by- laws and Steve Anner seconded. The by-laws were approved. 9. The matrix of the 1994 workplan was reviewed, and assignments made. See attachment 10. Next Meeting Agenda - Includes a discussion of computer access and an update of budget issues. April 29, 1994 131213Ca1:.:7\�I�Ii1T TO: Mayor and City Council FROM: Commission on Disability DATE: 11-30-93 RE: 1994 Workplan The Commission on Diability serves in an advisory capacity to the Fort Collins City Council on issues affecting the lives of people with disabilities. The Commission consists of eleven (11) members appointed by the City Council. Each member serves four (4) years without compensation. COD's activities for 1994 will concentrate on the following: (1) Access and Accomodation; (2) Communication and Education; (3) Policy and Procedure. 1. ACCESS AND ACCOMODATION 1.1 Americans with Disabilities Act (ADA) implementation. COD will participate in: o Plan review for city departments, boards and commissions -- building, transit and paratransit. parks and rec, street maintenance (curb cuts), planning and zoning, accessible housing, etc. o Builder's information sheet o City's ADA grievance committee o Parking and snow removal programs 2. COMMUNICATION AND EDUCATION 2.1 Internal to COD o Orientation for new or prospective COD members and the general public (intro to COD and to city guycrnment) a ADA training for COD and sub -committee members o Plan review training for COD and sub -committee members 2.2 External to COD o Gather information (via surveys and interviewing) to more formally identify and characterize the needs of those people within the city who have disabilities. Use that information to direct COD's work and programs. o Rost other community groups [service orgs, caregivers, libraries, educational entities (Poudre R-1, CSU, other institutions), major and minor businesses and employers] involved with those with disabilities to maximize public awareness of shared issues o Serve as coordinator of community plans and resources for city-wide educational/awareness program (PR, TV, radio, video, print media, events. Leverage annual events such as the Mayor's Awards, NewWestFest, Octoberfest, CSU disability awareness week, Special Olympics, non -disabled athletic events, local car and home shows (for example, bigblighting adaptive equipment), etc. Create new events or channels such as presentations and panel discussions, using free access cable TV, etc.) o Most or coordinate barrier awareness event(s) 3. Dallow, Director of Administrative Services FROM: Commission on Disability RE: Enforcement of Accessibility Standards The Commission appreciates your update on the new building codes and ANSI standards during the April 18 meeting. We are pleased to hear that Building Inspection is enforcing these accessibility requirements. The Commission further discussed it's role in building plan review under "other business" at the April 18 meeting, and we would ask that the Building Review Board review any variance request first. While the COD would like to support both Building Inspection and the Building Review Board, we are confident that both organizations can fairly and accurately enforce accessibility standards and handle variance requests. Both Building Inspection and the Building Review Board has information, policies and procedures which are not readily available to the COD. However, if the Building Review Board has serious question and would like input from the COD, we will certainly try to respond in an appropriate and timely manner. All findings/recommendations would be submitted in writing, as per your request. If you have any concerns about this position or process, please do not hesitate to contact us, or to attend any of our meetings.
