HomeMy WebLinkAboutCommission On Disability - Minutes - 10/17/1994COMMISSION ON DISABILITY OCTOBER 17, 1994 MEETING Members Present: Staff Present: Bob Willmot Nancy Stirling Diane Rehner Rita McGill Shirley Reichenbach Angela Byrne Ted Tsai Guests: Ray Sanderson Ginny DeHerdt Mark Lukens Alma Vigo -Morales Members Absent: Steve Annear Roy Beauchamp Debra Kalin Ginny DeHerdt gave an announcement about planning meetings coming up for the Larimer County Courthouse Complex. Meetings are scheduled for October 18th, 4:00 to 5:30pm and for October 19th, 6:30 to 8:30pm at the First Christian Church located at 2700 South Lemay Avenue, Room 131 and 132. Ginny suggested that a Commission member attend the planning meetings so they could have input. Bob suggested trying to arrange to have the plans presented to the Commission. New Commission member, Mark Lukens, was introduced and he expressed his interest and reasons for joining the commission. The City is offering a one -day seminar on the ADA (Americans with Disabilities Act) on November 4th, 9:00 am to 4:30 pm at the Lincoln Center. Ted Tsai and Shirley Reichenbach have already signed up for the class. Nancy will sign Mark up for the class and let him know if he is to attend. Diane gave a brief synopsis from last months' meeting on the topic of member attendance. The Commission By-laws presently state that if a member has four unexcused absences they should consider resigning from the commission. Some alternatives had been suggested at the last meeting, such as: 1) have a clause that allows partial attendance. 2) have alternates - comprised of non -commission members who attend all meetings; they will have no voting rights but would gain the experience of seeing and otherwise participating with the commission. As member openings became available, they would be filled by alternates. Minutes of October 17, 1994 Meeting Commission on Disability Page 2 It was decided that the By-laws were somewhat vague or conflicting in regards to the topic of attendance and a meeting was arranged to review the By-laws and make some points more solid and unambiguous. This meeting was scheduled for Monday, October 24th, at 1:00 pm in the CIC Room, 300 LaPorte Avenue, City Hall West Building. Any changes made to the present (4/94) By-laws will be reviewed and voted on at the next monthly Commission meeting on November 21st. Nominations were received for the three positions of the Executive Committee: Chairperson, Vice -Chairperson, and Member -at -Large. The persons nominated were voted upon and the positions were named as follows: Chairperson: Diane Rehner Vice -Chairperson: Rita McGill Member -at -Large: Ted Tsai The Mayor's Award reception and ceremony was discussed. Ray Sanderson will be introducing and giving the background of the four winners. Shirley will announce the recipient of the Dorothy Lasley award. The Mayor and Alan Apt are to hand out the certificates to the winners. The certificates were provided by the Administrative Services office and they also arranged the catering services for the reception. - Diane updated the Commission on the "Sidewalk Snow Program". She is seeking a photographer to take pictures for "advertisements" (pictures such as someone slipping and falling on a slippery sidewalk; a wheelchair user approaching a snow-covered sidewalk; etc...) She is still following up on this. Ted presented some comments given from Pat Kelly of the Fort Collins Police Department concerning the campaign to enlist business owners to tag unlawful parking in Handicapped Parking spaces: 1) Pat thought it would be helpful to have police officers receive "sensitivity " training in regards to individuals with disabilities. (Diane is going to contact the City Human Resources office to ask about the ADA class - if, perhaps, a special class could be arranged for the police department - and seek other suggestions. 2) seems that private property owners are unaware of the ADA and/or what they are supposed to do; what are the criteria to compliance with the ADA? (suggestions of letters or newspaper article to address this topic) Minutes of October 17, 1994 Meeting Commission on Disability Page 2 Mark asked the question: "What has happened in respect to hiring a Recreation Specialist?" Dial -a -Ride: Services are being surveyed by four individual citizens of Fort Collins to assess how efficiently and timely and "pleasantly" services are being given. Also, Pete Dallow has arranged a meeting to discuss Dial -a -Ride - individuals from the Transportation Board, Transportation office, Commission on Disability, and Council members were invited. The initial meeting was scheduled for October 18th with a follow-up meeting scheduled for October 25th. Nancy gave a reminder to the Commission that the 1995 Commission on Disability workplan is due to the City Clerk's office by November 30th. This, as well as the updates on the By-laws, will be discussed at the next Commission meeting scheduled for November 21, 1994. Meeting adjourned at 4:35 pm.
