I. COMMITTEE REPORTS
Issue:
Fines for parking in handicap spaces.
Comments:
--Approximate cost of fine $50-75
--Fine should be 100.00 at least $50.00
--Fine and community service examples
Florida $250.00 (Miami)
Rhode Island $50.00
Recommendation:
$50.00 first offense with escalated fine for second offense
II. SENSITIVITY TRAINING
Guest -Fred Ranquet, Fort Collins Chief of Police
Comments:
--Training could be mandated for new officers - captive audience
--Most effective method to reach all of Police Services is through the use of a City video
--Because of Fair Labor Standard Act all officers receive time and 1/2 for overtime. All training
would have to be conducted as overtime. Makes the video training format much more
applicable.
--15-20 minute video series could be presented at daily briefings at no additional overtime
expense. All police officers and patrols go to briefings.
--Cost of video
-Police Services can contribute some training funds as can the Human Rights Office.
--Video Format
-Primarily designed for Police Services, but applicable to all service providers
-15-20 minute segments
-Mandatory for all new Police Service employees
-Mandatory for all Police Service employees during shift briefings
-Closed captioned
Existing Videos
--Investigate the potential of acquiring sensitivity videos that may already be produced.
--If professional series is locate Police Services can cover purchase cost.
--Contact Rose Kreston at Resources for Disabled Students (CSU).
-May have access to "Emergency Responders" video (or something similar)
--Police Services will review electronic bulletin boards for existing videos.
III. HANDICAP PARKING PRIVILEGES
--Draft article prepared by Ted Tsai to be published in the Larimer County Medical Association
newsletter.
--Parking Ticket Process (Lt. Pat Kelly)
Ticket book enables employers and property owners to cite vehicles that park in handicap
spaces. Once information is gathered it is then sent to Police Services. Police Services then
issues a ticket to the owner of the vehicle.
IV. AMERICANS WITH DISABIIdTIES ACT (ADA) PRESENTATION
--Pedestrian Accessibility Plan (Draft)
--ADA legislation is driving factor
--Cost of Improvements $229,000-369,000/year
-Ramps $29,000
-Sidewalk Improvements $130,000-170,000/year
-Minor Street Capital Improvements $50,000-150,000/year
-Street Overlay and Sealcoat $20,000
--Cost of total program $10-27 million (full range)
--Problem: 30-100 years to comply 100% with ADA requirements
--Alternatives
1. Low cost/very high risk
2. Very high cost/low risk
--Alternative Strategy 1: Review and revise current standards for new construction
prior to 1995 construction season. Requires input from disabled community and will increase
cost to developers.
--Alternative Strategy 2: Review and revise standards for concrete repairs in conjunction with
annual street overlay and sealcoat projects. Increased ramp construction on
resurfaced/reconstructed streets and reduces available resources for other projects.
--Alternative Strategy 3: Identify and prioritize access improvements through a survey of high
use areas and input from disabled community.
--Alternative Strategy 4: Reorganize current projects, increase funding, implement construction
of highest priority pedestrian improvements. Create expanded accessibility program of
$341,000, reduce the 50150 sidewalk program, and identify new funding sources with the
development of an overall pedestrian master plan.
--Summary: Constructing accessibility improvements will not only benefit the members of the
disabled community, but will benefit the community as a whole by creating a more pedestrian
friendly environment.
--Going to Council worksession on January 10, 1995.
Suggestions/Questions
--LDGS has created system where some new developments do not have sidewalks.
--Snow removal has set precedent for clearing sidewalks.
-Can these ordinances be made to apply to surrounding landscaping as well?
--Will the City GIS include all ramps/accessibility?
-The fledgling GIS program will do this in the future.
-How can businesses be leveraged to provide more money to encourage sensitivity to the
disabled community?
--Key Bank, ramps built that go into parking lot
--Steep crowns in road - difficult to get over
--Alleyways a problematic

--12/94 Phase 2 bus stop modifications completed
--12/94 Next day service provided
--1/95 Dial -A -Ride Fare begins

--July 95 Begin phase 3

--July 96 Begin Phase 4
--Dec. 96 Achieve 100% vehicle accessibility
--Dec. 96 Achieve completion on all bus stop modifications
VI. OTHER BUSINESS
--Follow-up mailing to ascertain how many business actually have knowledge regarding
business ticketing of vehicles.

--Diane will NOT be stepping down as COD chair and will continue indefinitely in that position.
